Policy and Strategy Implementation MGDS (MEGDS) Summary.

The Malawi Economic Growth and Development Strategy (MEGDS)


Overarching operational medium-term strategy for Malawi designed to attain the
Nations Vision 2020 and the MDGs,
To create wealth through sustainable economic growth and infrastructure
development as a means of achieving Poverty Reduction,
A policy shift from social consumption to sustainable economic growth and
infrastructure development
In the next five years place emphasis on six key priority areas:
Agriculture and food security;
Irrigation and water development;
Transport infrastructure development;
Energy generation and supply;
Integrated rural development; and
Prevention and management of nutrition disorders, and HIV/AIDS; in addition,
Public Sector Performance and Policy/Strategy Implementation
The MGDS is also an integrated rural development initiative that in particular will entail
the establishment of rural growth centres
To rejuvenate the rural economies and transform it into potential engines
for economic growth that translate into increased redistribution of
wealth countrywide.

The MGDS is geared towards the transition from an economy that produce
commodity, low value products to one which responds to market conditions

and innovates to produce high value, complex goods and services as an
collaborative, inclusive, intricate and dynamic value-chain process.

This can be facilitated by the M-ICT&I-IAP.

The Malawi National Information and Communication Technologies or Development and Economic Growth Draft
Strategic Plan:

Mission:

To facilitate the creation of an enabling environment for efficient, effective and sustainable utilisation, exploitation and
development of ICTs in all sectors of the economy and to create wealth through sustainable economic growth and
infrastructure development as a means of achieving poverty reduction.

Objectives:

To develop a highly competitive ICT-driven value-added services sector with the potential to develop into a
business/technology-hub of the sub-region;
To develop a value chain and technology-driven modern industrial sector with a core export-led and competitive ICT industry;
To deploy, exploit and utilize ICTs within the Malawian society and economy leading to a well informed society and be a
member of the global society;
To transform Malawi into an attractive destination for ICT-related FDI with the potential to become a competitive regional ICT
and business hub;
To develop a competitive, innovative and knowledge-based economy and society;
To develop the physical, economic and communications infrastructure for supporting rapid socio-economic development;
To transform the educational system to provide the requisite educational, and training services
and environment capable of producing the right types of skills and human resources required

Strategy Summary.

The long-term goal is to enhance decision-making and participation of local communities in


development planning and implementation.

Develop Institutional Capacity for Local Governance:


Develop (and deliver) an appropriate accounting and financial management system;
Establish effective administration systems for local Government;

Transfer Functions, Resources and Planning to Districts:


Establish a local government financing system;
Devolve functions to the assemblies;

As the success of the strategies and policies depend to a great extent on the channeling of effort and
resources into sustainable economic growth, social development and risk mitigation, infrastructure
development and improved governance, the Malawi Information & Communication Technologies
Infrastructure and Architecture Project, or M-ICTI-IAP, will allow all stakeholders to realise their
diverse yet integrated plans, strategies and objectives, and facilitate the attainment of the MDGs.

Malawi is in fact on the cutting edge of innovation
internationally.

The advent of technologies such as MALSWITCH and Malink,


combined with Smart Cards backed by Biometrics are at the
forefront of financial product development and have the
potential to entirely transform the way both formal and
informal financial services are delivered in Malawi.

The proposed program
introduces specific actions to remove real or perceived concerns, and constraints at three
strategic levels:

delivery of systems, products, services and applications for existing and potential clients,

ESCOM Optical Fibre Network

The future transport media will be based on Fibre Optic and IP packet network technology
solutions, with Softswitch System Technology and Architecture at the central control of TELCOM
and GSM Next Generation Networks (NGN). Together, Optical Fiber, VSAT and WiMAX are good
choices for all bandwidth requirements, especially for high bandwidth applications such as
regional, research and education networks.

Fibre Connectivity plays a major in this project, including readiness for eventual implementation of
the Kigali Protocol, describing the newly renamed NEPAD ICT Broadband Infrastructure Network for
Eastern and Southern Africa - previously the Eastern Africa Submarine Cable System (EASSy).

The ESCOM Fibre Optic Communication Network project aims at constructing fibre optic links from
Blantyre to Karonga via Chintheche, Lilongwe to Mchinji, and then to Chipata in Zambia and Phombeya
to Matambo in Mozambique. This will cover a total distance of 1,280 km to be implemented in three
phases over a period of 6 years from 2004-2012

Strategies Demand studies shows an estimated combined latent demand for
Communications, Telephony, Internet and Inclusive Financial
Systems and Services of 38.20% or 3,195,962 people, out of a total
underserved population estimated at 8,365,956 people, or 61.50%
of the population, in all areas of Malawi Rural, peri-Urban and
Urban.

The primary objectives are to Rehabilitate/Construct TA


Infrastructure to House, Accommodate and Provide Access to the
ICT Infrastructure, systems and services through Community
Access and Service Centres (CA&SCs), whereby the community
gains a major asset while grassroots participation is ensured and
embodied by the traditional leadership.

Facilitate the Implementation of the National Policies and Strategies;

In the CA&SC model, the concept of universal access is applicable


not only to internet access but also to value-added services, such
as the Key National and Rural Services, which includes:
Ubiquitous Community Access to Systems and Service;
Financial Intermediation and Inclusive Financial Systems and
Services;
Rural and Underserved Area Telephony;
Entertainment/Education/Training/Awareness and News Feeds/
Data/Information Dissemination via Electronic Media based on IPTv:
Small, Micro and Medium Enterprise (SMME) Services and Incubation.

Explore the possibility of the Community Access and Service Centres (CA&SC) issuing Identity
Documents, Road and Drivers Licenses, Land, Birth, Death Registration and Marriage Certificates;
With the inclusive financial services and systems, to affect salary/pension/co-op payments, money
transfers and remittances and electronically collect tax return data.
With the clinic, act as a dispensing point for anti-retrovirals and drugs for common ailments
including malaria, tuberculosis and bilharzia, and;

The real-time extended enterprise communications platform needs to provide: reach, high availability, security,
quality of service (QoS), visibility and control. We believe all of these can be provided by the M-ICTI-IAP.
Countries require an optimised globally managed and monitored data network, which provides:

Seamless IT - Fully connected offices and systems that extend service and business boundaries to customers
suppliers, partners and communities.

Voice and data convergence Rollout of voice and data applications on a seamless enterprise-wide networ
to all sites. Integrated communications including voice, multimedia and data applications.

Future-proof functionality - A flexible, adaptable, intelligent data communications service that will support
current IT needs today and new strategies into the future.

Lower cost of ownership Management of a fully integrated, centralised and standardised solution, which
provide on-going, operational cost savings.

Performance An IP network allows the user to prioritise traffic depending on the identified needs.
Cross-border operations - IP is particularly valuable to organisations operating across borders rather
than within one particular country, as service providers and trading partners generally have
IP-enabled networks which means that the format of information does not have to be changed in

Internet Protocol Television (IPTv) provides the ability to deliver both digital live broadcasts as well as value-
added services such as Video on Demand (VOD) directly to a computer or a TV set from a broadband
Internet protocol (IP) network.
There are three broadband video service models:
Broadcast video models replicate the behaviour of a cable system, offering a customer multi-channel viewing.
Video on demand (VoD) models allow the customer to stream video in real time, but the video and the viewing time are
selected by the customer.
The "store for play" model (download model) allows the customer to load the video onto a local disk for viewing.
The process is undertaken in three steps:
Consider the service model - the nature of the content, the format of the video, and the appliance(s) to which the
video will be delivered.
Consider the delivery model - the characteristics of the customer access network and the metro connection network.
Consider the management and support model - the way in which video will be ordered or scheduled, supported and
billed.
The delivery network is divided into two parts:
The actual customer broadband connection; and
The link that delivers video to the customer/communitys broadband point of presence or gateway.
Video on demand service models can be characterised by the type of device on which the video will be
viewed and, for some, also by the degree to which the video can be buffered on delivery prior to
viewing. The options here are:

Small-screen video, designed to be viewed on a mobile phone, game console, or other portable device. This form
of video generally requires lower resolution even for standard-definition material and is not normally used for
high-definition, owing to restrictions in viewing. It is therefore likely to consume less bandwidth.
Computer video, delivered to a laptop or desktop computer or to a "media centre" computer. This form of video
requires higher resolution - as high, in fact, as TV viewing - but the computer system can normally buffer the
material to accommodate variations in network performance. Users of computer video may even want to store the
material locally for multiple viewing.
TV viewing, where the video material is delivered to a "set-top box" and fed to a television screen for viewing.
