Political Background (last 100 years)

It is expected that the following countries maintain agents within the country borders:
Russia Due to previous control of Georgia and recent conflicts on the regions of Abkhazia and

South Ossetia;

Iran Being one of Georgias important partners it watches the influence of the UN and NATO in the

country;
Non-Traditional Threats
These are the main terrorist organizations likely to be present in the
country:
ISIL from Syria and local followers of Abu Omar al-Shishami;
Hezbollah from Iran;
Kurdistan Workers Party (PKK) from Turkey and Iraq;
Other groups like Al-Qaed and the Taliban may also have dormant
cells in the country as they fled Syria, Iraq, and Turkey;

Common Tradecraft
Elicitation it is known that Russia uses beautiful women to entrap
foreign personal in blackmail schemes;
Eavesdropping the Russians are notorious for their technology skills,
no official communications should be done by local communication
devices or computers;
Physical Surveillance at the first sign of American presence both
government organizations and foreign operators will start to investigated
movements and activities;
Blackmail - any and every dubious behavior will be exploited. Limit your
interactions with the local to a professional level.
Avoiding Exploitation
INFOSEC due to your non-official trip, no classified or official
information should be discussed at any time;

Reporting suspicious activities/incidents when locals become too


friendly outside a commercial activity (waitresses, barmen, etc). Report
the activity as well as any suspicion of surveillance;

Other things to help do not disclose any possible knowledge of the


local language or the languages of surrounding countries, as it may be
used as mean to hide a information exchange in plain sight
Summary
Your presence in the country will be recognized faster than you imagine.
Keep acting normally. Stay attentive to surveillance and/or attempts to
elicit information, but dont go out of your way to look for them.

Dont dress or behave as an operator, that will just increase their activity!

Once FISS is confirmed DONT change your routine and seek advice
immediately.

Be aware of the places and times of your movements. Avoid extremes,


ex.: too crowded, too empty, to late at night, etc.
