LTE WCDMA (U2100 & U900) Layering Guideline
Differentiation of layering priority for cell selection using absolute priority with LTE Having Highest priority (Abs Priority 6),
followed by WCDMA2100 (Abs Priority 3), WCDMA 900 (Abs Priority 2) with 2G having lowest priority (Abs Priority 1). When
WCDMA900 layer is used for coverage reason, priority of U900 can b set to be the same as U2100 using Abs Priority 3 as U900
U2100 layering will push U900 traffic to U2100 whenever U2100 coverage is good.
Ue to access LTE at RSRP -108dBm and exits LTE at -116dBm for both U2100 and U900. Thresholds can be tuned depending on
the level of aggressiveness required.
3G transition to LTE using re-direction through SmartLTElayering and Measurement based LTE layering
LTE transition to 3G using re-direction at RSRP -116 dBm and PS HO at RSRP -120 dBm to both U2100 and U900 with U900
having higher access level RSCP and EcNo threshold.

Solutions for U900 layering
U900 Layering for Capacity Solution
U900 layer to absorb and share traffic U2100
U900 coverage to be controlled to prevent too large coverage footprint to prevent capacity overload in U900 cells
Moderate offset between U900 and U2100 frequency layering to enable traffic to be shared to U900

Pros
Relief of traffic in U2100 layer due to traffic offload to u900
Cons
End-User which were offloaded to U900 layer will experience lower throughput due to HSDPA using only single carrier
compared to U2100 using DC-HSDPA and higher probability of VIP complains.

U900 Layering for Coverage Solution


U900 layer to provide coverage at areas where U2100 coverage is poor. i.e In-building penetration, U2100 coverage holes
U900 coverage to be controlled to prevent overshooting and call dragging on U900 frequency layer.
Aggressive offset layering setting to push U900 traffic to U2100 with good coverage.

Pros
Higher penetration to in-building and provide coverage at U2100 coverage holes if any.
Cons
Minimal congestion relief for U2100
End-User will experience lower throughput when in U900 layer due to HSDPA using only single carrier HSDPA compared to
U2100 using DC-HSDPA
