 TOPIC SUMMARY- Transnational terrorism, including that perpetrated by the Islamic State

and Boko Haram, represents an assault on the most basic human rights of millions of men,

women, and children. The Security Council must act decisively and effectively, using its

significant Chapter VII powers, to minimize terrorist organizations access to financial

resources, to counter efforts to promote radicalization, and to prevent terrorists from

exploiting failed states, while also addressing the consequences of terrorist operations,

including the creation of large-scale refugee crises.

 TOPIC SUMMARY- The World Health Organization confronts ever
growing threats to global health, including those stemming from
pandemic outbreaks and from complex emergencies. Identifying
strategies to improve the coordination of health services - particularly
the effectiveness of the Office for the Coordination of Humanitarian
Affairs, the Inter-Agency Standing Committee, and the Cluster
Approach - is critical for insuring collaboration among national health
agencies, intergovernmental organizations, NGOs, civil society, and
the private sector.

 TOPIC SUMMARY- Empowering women, including increasing access to
education, training, and employment opportunities, eliminating gender
based discrimination, and enhancing opportunities to contribute to

to achieving the recently adopted Sustainable Development Goals (SDGs).
Specifically, the Commission on the Status of Women must take an active
leadership role in insuring that womens economic empowerment
including achieving pay equity, increased access to the formal sector, and
diverse employment opportunitiesremain a cornerstone of all sustainable
development initiatives

 TOPIC SUMMARY- Ensuring universal access to primary
educationhighlighted in Sustainable Development Goal 4is
critical for insuring the basic human right of every individual to
live a productive, fulfilling, and meaningful life. UNICEF must
strengthen its collaborative efforts with other multilateral
organizations, NGOs, national governments, and the private
sector to identify and implement innovative strategies to reach
out to the most marginalized groups, including slum dwellers,
indigenous peoples, and the mentally and physically challenged.

HOUSING
 TOPIC SUMMARY- The New Urban Agenda, adopted at the 2016 UN Habitat

III conference, highlights the critical importance of eliminating urban slums and

ensuring access to adequate housing as states around the world struggle with ever-

increasing rates of urbanization. Smart Cities technologies and urban design

strategies must be expanded to include and focus on traditionally marginalized

individuals living in slums lacking the most basic services, including education,

transportation, healthcare, and housing, as well as adequate employment

opportunities.
