Milestones in the GPH-MILF Peace Process

In March 2014, the CAB was signed concluding 17

years of peace negotiations between the GPH and
the MILF.

A Declaration of Continuity of the Partnership

between the GPH and the MILF on the Bangsamoro
Peace Process was signed in Kuala Lumpur,
Malaysia on 30 May 2016.

On 18 July, President approved the Peace and

Development Roadmap for the Bangsamoro
reflecting the two simultaneous tracks of Federalism
and the New Enabling Law for the Bangsamoro.
Milestones in the GPH-MILF Peace Process

In their meeting last 21 July 2016, Sec. Jesus Dureza

and MILF Chair Al Haj Ebrahim Murad agreed to form
their respective 5-member implementing panels to
discuss the reconstitution of the BTC and other
actions to move the Roadmap.

There is an initial discussion on the conduct of a

GPH-MILF Implementation Process Meeting in
Malaysia to finalize the aforementioned agreement.

TWO SIMULTANEOUS TRACKS:
FEDERALISM + ENABLING LAW APPROACH

ENABLING LAW OR LEGISLATIVE TRACK

Consolidate and converge all peace agreements and legislations (e.g. 1996
FPA with MNLF, 1995 IPRA Law for IPs; RA 9054 or ARMM law)
If there are constitutional issues in the proposed Bangsamoro enabling law,
these are to be parked and , await Supreme Court ruling and ConCon
deliberations
New BTC will call for an inclusive All-Moro Assembly to approve the new
draft.
New BTC will submit to Congress the new version of enabling law by July
2017.
FEDERALISM OR CONSTITUTIONAL CONVENTION TRACK
New BTC will call for an inclusive All-Moro Assembly to discuss its submission
to ConCon
New BTC will submit proposals compliant with peace agreements to theba
ConCon within six months
The Bangsamoro governance unit installed will serve as a pilot federal state

Recasting the Bangsamoro Transition Commission

To be composed of representatives from MILF, MILF,
ARMM, Indigenous Peoples, Sultanates, LGUs and other
sectors

Mandate
Recommend amendments to the Constitution via
the federalism project to establish the Bangsamoro
Government
Craft the enabling law for submission to Congress;
and
Spearhead the dialogue and conversation of people
in Mindanao on the Bangsamoro peace process
