White Our Task Evacuate all Nichols College students, faculty, administration, and workers within 10 hours Hour 1 Identify what exactly is the cause of the evacuation and the severity of whatever is the reason that we are evacuating Emergency meeting consisting of leaders of the college Send one person who is informed of the situation to each building and have them notify the building and all of its residents, spread the word Sound the fire alarm in each building, send all members of the campus to the Copper Beach Quad Send out an emergency text message to all of Nichols College. Arrange transportation to a specified destination (we will use Shepherd Hill), call the Silver Fox bus company (or whatever company can spare resources) and have them send out 10 buses immediately Notify the police and have them send whatever resources they can to help evacuate the campus Have a sheet to sign for every person to get a headcount of how many people were in each building Hours 2-4 One person will stand in front of the crowd, with a bullhorn, and explain that everybody has 3 hours to get whatever they need and be ready to be transported to Shepherd Hill (Coach Sam's time to shine) Keep people calm Also explain for them to meet right back here and form a line beginning at the dining hall and curving around the quad in an orderly fashion Every person packs up whatever they need as quickly as possible and gets out Every person notifies an emergency contact of what the situation at hand is Try and convince family members and friends to come out and help if they live a reasonable distance away for transportation Hours 5-7 Buses should have arrived a little while ago and people will start to load onto the buses The buses will all be in front of the dining hall These will be the biggest buses possible and have 60 seats, 30 people per bus with luggage, Around 1,300 day students (with commuters), around 85 faculty (16:1 ratio), 100 other workers, give or take, around 1,500 altogether Loading onto the bus (10 minutes per bus), driving to Shepherd Hill (5 minutes), unloading at Shepherd Hill (10 minutes), driving back to Nichols (5 minutes), repeat, 30 minute process People board the first wave of buses all at the same time, after that it will be a steady stream of one bus at a time coming back from Shepherd Hill 300 or so people every half hour, around 2.5 hours to accommodate every body Some time will be saved with commuters not needing to pack and local law enforcement and hopefully some families coming to help Last half hour can be for people that may need to make a second trip for whatever reason Hours 8-10 Use this time to gather up any stragglers and ship them off to Shepherd Hill This should take no longer than 1 extra hour if we do even need it, but everybody needs to be accounted for Have different leaders take a headcount from each building that they were in (they should have signed something earlier) People should be arranging transportation either home or for somewhere to stay, they will be in the Shepherd Hill gym and will have as long as needed Use the remaining time to identify what the problem was, and identify if it is safe to return after the 10 hour mark, and how long until it is safe to return Do a final sweep of the campus and make sure nothing important, or any person is left behind Strategic and Tactical Planning Vision: Ensure the safety of everyone at Nichols College. Strategy: Notify those of what is happening Tactics Emergency meeting of school leaders Sending people to each building to inform those of situation Emergency text message Notify police On the quad Strategy: Arrange for transportation Tactics 10 of 60 seat Silver Fox Buses Students pack up their belongings and forming line starting at dinning hall Strategic and Tactical Planning Strategy: Transport people from Nichols to Shepherd Hill Tactics Board 30 people per bus, 10 buses at a time Local family members assist in transportation Strategy: Ensure that everyone has evacuated Tactics Sign-in sheet for each building Have leaders from each building take head count at Shepherd Hill using sign-in sheet Sweep all of the buildings for any stragglers Lines of Effort Notify Nichols College, Silver Fox Buses, and law enforcement of evacuation ~1.5 hours Students and staff gather their belongings and form line ~2.5 hours Transport everyone from Nichols to Shepherd Hill ~3-4 hours Objectives Get everybody out safely Leave no person behind Measurable-number of people Timeline: 10 hours People needed: About 20 or so leaders to organize and keep people calm, group effort, people to organize everybody on the quad and that at Shepherd Hill, people to take headcounts Equipment needed: buses, perhaps other cars from volunteers, food and drink for people in the gym Finances Since we will be renting coach buses, these costs will run from about $1,000- 1,800 for each bus. We figure we need about 10 buses; that'll come out to around $10,000-18,000 total for transportation. If people happen to get stuck at Shepherd Hill, we will need some food and drinks. If this is the case, we will get 75 cases of water to accommodate for the 1,500 people, that'll cost around $375. We could get something cheap like granola bars, 75 boxes of those would run around $450. Total, this would cost somewhere between $10,825-18,825. We believe that Nichols College would have some additional savings if something as tragic as this were to occur. Measure of Success Our measure of success will be very simple: has everyone been cleared from Nichols College in a timely and effective manner. The safety of the community of Nichols College will show us that we have, in fact, accomplished the plan that we set in place in case of a scenario like this. If we are not successful with our plan, the consequences could be dire, so there is no room for error. Critical Factor Analysis What could go wrong? Communication - messages from leaders and officials (Coach Sam) Process the devised set of plans Cooperation the faculty and student body following directions Key Factors Relaying the messages Evacuation process Overall cooperation Fallback Plan If for some reason there is no way to get a hold of any transportation then there is a viable fallback plan. The plan would consist of students, professors, and any other staff fitting anyone they can into their cars and using other resources the school has (athletics vans, utility vehicles) to have the evacuation go as smoothly as possible. Dealing with disorderly students would be dealt with by the Dudley Police Department and Public Safety working together and being able to take control of the situation.
