POLITICAL DYNASTY
In this system, political power and the right to
lead are confined to particular families only.

A political position is transferred to the


spouse, children, in-laws, nephews, nieces,
and even grandchildren.
While the 1987 Constitution of the Philippines
prohibits political dynasties, looking back at the
Philippine history, we will notice that the succession
of power and positions in the government have been
evident ever since.

The issue of political dynasty or what is termed as
the transfer or continuation of public office and
political power within persons related to each
other began early in our history as a nation.

The presence of political dynasties is not because
or our election system; rather, it is an effect of
600 years of our history that goes back prior to
the time of foreign colonization and continued
until arrival of the Spanish and American
Colonizers.

were favored to occupy the positions of Mayor
or Governor (Gobernadorcillo or Alcalde).

positions and/or bring in another member of the family into
politics.

country because:

The tend to focus on the growth of their constituents only,


not of the whole country.

They prevent reforms in the economic institutions as they


benefit from the status quo.

for their personal interest.

People have limited choices of candidates for government


office during elections because only a few dominate the
roster of candidates.

Some cities and provinces experience good governance
due to the good intentions of the clan leading it.

Entrepreneurs and investors are motivated to invest in


business.

There are more job opportunities, commodities are


cheaper, and the residents prosper.

According to the report of Domini M. Torrevillas, a
group led by former Vice President and Governor
Teofisto Guingona and Dante Jimenez of Volunteers
Against Crime and Corruption submitted a petition to the
Supreme Court on October 25, 2012.

The petition urged Congress to enact laws in prohibiting
political dynasties and to provide clear definition
consistent with the Constitution.
