Environmental pollution by harmful


anthropogenic substances and uncontrolled
use of natural reserves have become a global
problem and require substantial efforts for
developing and applying efficient measures
of control, mitigation and abatement. For
achieving this goal predictions of possibly
resulting risks and impacts are needed for
future environmental planning.

Environmental Impact Assessment (EIA) is the whole process of:

1. gathering environmental information;

2. describing a development or other project;

3. predicting and describing the environmental


effects of the project;

4. defining ways of avoiding, cancelling, reducing


or compensating for the adverse effects;

5. publicising the project and the Environmental
Statement including a clear, nontechnical summary of the
likely effects, so that the public can play an effective part
in the decision making process;

6. consulting specific bodies with responsibilities for the

deciding whether to allow the project to proceed;

8. ensuring that the measures prescribed to avoid,


cancel, reduce or compensate for environmental effects
are implemented.

The Environmental Statement (ES) is the report normally
produced by, or on behalf of, and at the expense of, the proposer
which must be submitted with the application for whatever form
of consent or other authorisation is required.
It embraces the first four elements of:

1. gathering environmental information;

2. describing the project;

3. predicting and describing the environmental effects of the project;

4. defining ways of avoiding, reducing or compensating for the adverse


effects.

It is important to appreciate that EIA is not, in itself, a decision


making process.

It is a process that is integrated into existing


decision making procedures, for example, the
consideration of planning applications or
applications for an Improvement Order in respect of
land drainage, in order to better inform these
decisions as to the environmental implications of the
project. In this way, it contributes to the wider
objectives of sustainable development.

EIA is intended to ensure that the environmental effects of major


developments and other projects likely to have significant
environmental effects are fully investigated, understood and taken into
account before decisions are made on whether the projects should
proceed. Fundamental to the process are the statutory requirements
for steps, namely:

a) the publishing of the project and the Environmental Statement,


including a clear, non-technical summary of the likely effects, so that
the public can play an effective part in the decision making process;
b) consultation with specific bodies with responsibilities for the
environment;
c) taking all of this information into account before deciding whether to
allow the project to proceed;
d) ensuring that the measures prescribed to avoid, reduce or
compensate for environmental effects are implemented.

EIA should be of benefit to project proposers, decision


makers and all of those nconsulted in the decision making
process, including the public. It should help to ensure that
development is sustainable, that development does not
exceed the capacity of the environment to accommodate
change without long-term harm. It should help to expedite
the decision making process and guide the implementation
of those projects that do proceed.

Many of the procedures are required by law but the


effectiveness of EIA relies substantially on integrity and
good practice.

Not all of the steps in the process are actually
required by law; some are a matter of good
practice and common sense because without them
the statutory requirements would not be fully
realised.

It should also be noted that EIA procedures apply


to projects in the marine environment, the
procedures are not confined to land based
developments in the way that statutory planning
procedures are.
