Sanitasi merupakan keseluruhan upaya yang mencakup kegiatan
atau tindakan yang perlu dilakukan untuk membebaskan hal-hal
yang berkenaan dengan kebutuhan manusia, baik itu berupa
barang atau jasa, dari segala bentuk gangguan atau bahaya
yang merusak kebutuhan manusia di pandang dari sudut
kesehatan. Ruang lingkup sanitasi yang terkait dengan
kesehatan meliputi antara lain :

Menjamin lingkungan serta tempat kerja yang bersih dan baik.

Melindungi setiap orang dari faktor-faktor lingkungan yang
dapat menimbulkan gangguan terhadap kesehatan fisik maupun
mental.
Mencegah timbulnya berbagai macam penyakit menular.
Mencegah terjadinya kecelakaan dan menjamin keselamatan
kerja.
Latar Belakang

Sanitasi pedesaan merupakan salah satu sektor penting dalam

rangka peningkatan derajat kesehatan masyarakat di pedesaan. Saat
ini masyarakat indonesia pada umumnya kesulitan mengakses air
bersih dan sarana sanitasi karena keterbatasan infrastruktur yang
ada. Pelayanan sanitasi di perkotaan 78 juta jiwa (70%) di pedesaan
35 juta jiwa (30%) Dilihat dari kinerja sektor air minum dan sanitasi
di Indonesia dinilai masih rendah dibandingkan dengan negara lain
di Asia tenggara (WHO-Unicef joint monitoring 2004)
Latar Belakang

1. Kurang efektif dan efisiennya investasi yang telah

dilakukan pada pembangunan prasarana dan sarana
air minum dan penyehatan lingkungan
2. Air hanya dipandang sebagai benda social
3. Keterbatasan kemampuan pemerintah
4. Belum tersedianya kebijakan dan peraturan
perundangan yang mengatur pemanfaatan potensi
tersembunyi (hidden potential) yang ada dalam
masyarakat.
5. Penyehatan lingkungan belum menjadi perhatian
dan prioritas.
Kajian Cakupan Air bersih dan Sanitasi di Indonesia

Menurut data Unicef cakupan sanitasi pada kelompok-

kelompok yang berbeda menunjukan perbedaan yang
jauh lebih kuat darpada cakupan untuk air bersih.
Proporsi rumah tangga perkotaan dengan akses ke
fasilitas sanitasi yang lebih baik hampir dua kali lipat dari
proporsi rumah tangga perdesaan. Proporsi rumah
tangga yang memiliki fasilitas sanitasi yang lebih baik
pada kuintil tertinggi adalah 2,6 kali proporsi kuintil
terendah. Perbedaan geografis juga terlihat jelas. Tingkat
akses ke sanitasi yang lebih baik diprovinsiyang
berkinerja terbaik 69.8%, DKI Jakarta adalah tiga kali
lebih tinggi daripada tingkat akses di provinsi yang
berkinerja terburuk 2,24%, Nusa tenggara Timur
Kebijakan Nasional

◎Undang-undang No 7 tahun 2004

tentang Sumber Daya Air
◎Peraturan Pemerintah No 16 tahun 2004
dan lain-lain yang intinya adalah
mengembangkan system penyediaan air
minum.
1. Program Nasional Sanitasi Total Berbasis Masyarakat
(STBM) Merupakan pendekatan untuk merubah
perilaku higiene dan sanitasi melalui pemberdayaan
masyarakat dengan metode pemicuan. dan lima
pilarnya merupakan kerangka kerja.
2. Kelima pilar tersebut adalah penghapusan buang air
besar di tempat terbuka, mencuci tangan dengan
sabun, pengolahan air rumah tangga, pengelolaan
sampah padat dan pengelolaan limbah cair.
Kebijakan Internasional

◎KTT Milenium PBB bulan September 2000,

yang menghasilkan tujuan pembanguan
Milenium atau Milenium Development Goals
(MDGs) dalam rangka mewujudkan lingkungan
kehidupan yang lebih baik.
◎Sustainable Development Goals (SDGs)
mempunyai target untuk menyerukan kepada
setiap negara untuk memastikan ketersediaan
dan keberlanjutan pengelolaan air bersih dan
sanitasi, yang diharapkan dapat tercapai di
tahun 2030.
Program Sanitasi Berbasis Masyarakat (SANIMAS)

◎Sanitasi Berbasis Masyarakat adalah program untuk

menyediaan prasarana air limbah bagi masyarakat di
daerah kumuh
◎Penyediaan Air minum dan sanitasi berbasis
masyarakat adalah salah satu program yang
dilaksanakan oleh pemerintah Indonesia dengan
dukungan Bank Dunia, program ini dilaksanakan di
wilayah pedesaan di pinggiran kota. Program pamsimas
bertujuan untuk meningkatkan jumlah fasilitas pada
warga masyarakat kurang terlayani termasuk maayarakat
berpendapatan rendah di wilayah perdesaan dan peri-
urban melalui pengarusutamaan dan perluasan
pendekatan pembangunan berbasis masyarakat
Tujuan Program AMPL-BM

1. Meningkatkan kesejahteraan masyarakat melalui

pembangunan AMPL (tujuan akhir)
2. Meningkatkan kapasitas masyarakat
3. Proses pembelajaran dan penyadaran menuju
perubahan perilaku peduli AMPL
4. Meningkatkan potensi tersembunyi guna mendorong
pembangunan AMPL efektif dan berkelanjutan,
melalui pengorganisasian masyarakat

5. Project pembangunan AMPL tanpa keterlibatan

masyarakat akan berpengaruh terhadap partisipasi
saat kontruksi, kapastas pengelolaan yang rendah
dan kesadaran PHBS

Strategi Nasional STBM
1.Dalam PERMENKES Nomor 3 Tahun 2014, strategi
penyelenggaraan Sanitasi Total Berbasis Masyarakat
(STBM) meliputi 3 (tiga) komponen yang saling
mendukung satu dengan yang lain yaitu:Penciptaan
lingkungan yang kondusif (enabling environment);
2.Peningkatan kebutuhan sanitasi (demand creation);
3.Peningkatan penyediaan akses sanitasi (supply
improvement);
