INTRODUCTION TO URBAN AND REGIONAL PLANNING

CHALLENGES, AND ISSUES

In observing the government over the years, it is hard to
avoid the feeling that there is a general lack of appreciation for
urban, metropolitan, regional, and environmental planning.
Government officials and decision-makers should face the
reality that our cities are poorly designed and badly developed
for the past 40 years. We have been using obsolete urban
models. Despite recommendations to the past administrations,
many still fail to understand the implications of a “do nothing
scenario,” resulting in catastrophic traffic, flooding, housing,
and disasters, among others.
In this presentation, we will talk about the current state,
challenges, and issues prevalent in relation to Urban Planning
and Regional Development particularly in the Philippines.

• Traffic congestion has been considered as a man-made
disaster in the Philippine cities
• Traffic congestion is a confluence of many factors,
especially lack of comprehensive urban and regional
planning, among others
• Traffic Congestion is considered as the major issue
Philippines is currently facing in relation to Urban Planning
and Regional Development.
Traffic congestion is also a result of transportation
that is not inclusive, the lack of choices for
quality education, housing, and health care
People seek places where they are able to address their
needs, like adequate and affordable education, housing, and
health. If government institutions do not uplift the quality of housing,
education, and health, the tendency for families who can afford is
to migrate to other cities. On the other hand, businesses set up
offices in places where there are more educated employees and
workers. In return, citizens in that area earn more and attract other
forms of businesses. In the case of Metro Manila, citizens cannot
afford to live near the place they work because of imbalanced
development and exclusive urban growth.
According to Samonte M.G. (2016), in their analysis,
TRAFFIC CONGESTION IS CAUSED BY THREE MAIN ISSUES:

1. HOUSING;
2. CAR ORIENTED TRANSPORT; and
3. THE NEED FOR URBAN GROWTH ON OTHER AREAS
(e.g. education, health, job opportunities)

Primate cities like Metro Manila are a result of an imbalanced development.


METHODS OF 1. TRAFFIC MANAGEMENT
SOLVING Focuses on the existing traffic conditions, and is limited
on existing roads.
TRAFFIC 2. TRAFFIC ENGINEERING
CONGESTION Focuses on the infrastructure and traffic flow, but
usually it does not consider the different modes of
transportation; it often designs roads for cars, trains,
and least of the times, bicycles.
3. TRANSPORTATION PLANNING
focuses on holistic mobility, including land use which is
the demand side of traffic. Transportation planning
places pedestrians, bicycles, water-transport, and
mass-transit as the priority for efficient mobility.

• Is an Urban Area or Metropolitan Area that is significtly
warmer than its surrounding rural areas due to human
activities.
• it exists due to greater heat retention of building and man
made surfaces compared to the lesser heat retention and
cooling properties of vegatation which is more abundant
in the countryside
WAYS TO MITIGATE URBAN HEAT ISLAND EFFECT:

1. BUILD GREEN INFRASTRUCTURE IMPROVEMENTS;


2. PLANT TREES AND OTHER VEGETATION;
3. USE TREES TO ADDRESS URBAN HEAT;
4. ONLY PLANT NATIVE TREES; AND
5. BUILD GREEN ROOFS;

Green Building - is the practice of creating structures using processes that are
environmentally responsible and resource-efficient throughout a building's life cycle
from siting to design, construction, operation, maintenance, renovation and
deconstruction.

OF LAND
Private ownership of small parcels of urban land
sometimes interferes with the effective control of the
space pattern of the city.

OTHER ISSUES The lack of integrated control or the lack of proper
demarcation may be found.

the city/town like hills, rivers, and valleys.

Most city planners had to deal with built-up urban areas
characterized by the established pattern of streets,
transportation lines and buildings Under these
constructions, their work been greatly limited.
5. ANTICIPATION OF FUTURE CHANGE
The planner can only gamble by anticipating the future
growth and recommending some things that may
conform to the needs of the people along the run.
