voluntary standards are often set by standards


development organizations, such as the International
Organizations of Standardization (ISO) or the Codex
Alimentarius Commission, or national standards bodies.
Historical background of China safety and
standards
•In 1965 China promulgated its first food safety
law—the Regulations on the Administration of
Food Hygiene (Trial Implementation).
• China has been self-sufficient in food since
1995
• Before the end of 1970’s all food production
factories were owned and controlled by the
state, and observed some simple food
standards
• In 1979 the Regulations on the Administration
of Food Hygiene was drafted.
• Three years later, the new regulations were
replaced by a new version in 1982
Regulating food safety in China involve many
goverment agencies such as:

• the Ministry of Agriculture


• the Administration of Quality Supervision,
Inspection and Quarantine (AQSIQ),
• the Food and Drug Administration, the Ministry of
Health,
• the Administration of Industry and Commerce, and
• the Standarization Administration of Peoples

• In accordance with the provision of the WTO In
the field of food hygiene standards, the
government reviewed 464 standards and
identified 1,379 issues.
• It made huge modifications,raising standards,
especially those on the limits of pesticide
residues, 85.4% of which now meet Codex
requirements
• 81% of the standards on pollutants met Codex
standards
Impact of standards set to China’s
Food Trade
 Most studies on the impact of standards in the
exporting country find a positive trade effect for
the exporting country.
 the overall effect of domestic standards in the
exporting country results in increased trade but
the impact of standards harmonization is
ambiguous. That the overall effect depends on the
balance between reduced compliance costs from
harmonization, and the variety reducing effect of
harmonization of standards (Moenius,2006)
 regulations in importing countries have a negative
effect on Chinese agriculture exports, whereas their
impact is positive in the long-run.
 Chinese exporters can cope with foreign regulations in
the long-run as they significantly invest in new testing
equipment, training and use voluntary standards to
meet certification requirements in order to become
competitive
 The impact of mandatory standards is generally
positive and statistically significant for both purely
domestic and international harmonized standards.
The trade impact of voluntary standards is less clear
(Mangelsdof, 2012).
 The impact on trade of international harmonized
standards is larger than the impact of purely domestic
standards, and this is particularly true for
international harmonized mandatory standards
