INTRODUCTION
• Type of action designed to assist an area by using the
capabilities and resources of a armed force in
coordination with Civil Agencies, designed to improve
the economic and social betterment.

• Civic Action & Border Area Development Programme are


best interface to facilitate integration of BSF, Civil
Administration & Border Population to provide all round
development of remote areas but also to strengthen
national security.

CIVIC ACTION
• In addition to the operational activities to
curb ant-social elements, CAPFs conducts
a lot of welfare activities for general public
which is known as "Civic Action Program".
• These support activities not only help in
effective control of anti-social activities by
miscreants but also helps to bridge the
gap between the villagers/local public and
security personnel.

• The force distributes blankets, medicines
and various other essential commodities to
villagers as per their requirement.
• There has been various initiatives which
helps providing basic amenities like school
buildings, toilets, water-storage tanks ,
street lights etc.
• It also involves skill development
programmes conducted for employment
generation for border youths.

BADP- GENERAL INFORMATION
 Introduced in 1993-94 as a Centrally Sponsored
Scheme.
 Initially, the programme was implemented in the
western Border States with an emphasis on the
development of infrastructure to facilitate the
deployment of Border Security Force.
 Later, programme include other socio-economic
aspects such as education, health, agriculture and
other allied sectors.
 During the eighth five year plan, the coverage was
extended to include the Eastern States that

shared a border with Bangladesh.
The implementation of BADP scheme was
on participatory and decentralized basis
through the Panchayati Raj Institutions,
Autonomous Councils and local bodies.
As per the latest guidelines, the BADP
covers all border blocks, which are located
along the international border and come
under 96 border districts of 17 States.

FUNDS ALLOCATION
• Funds are allocated to the States on the basis of
three parameters bearing equal weightage
under BADP.
• These parameters are:
a. Length of International Border
b. Population of border block
c. Areas of border blocks
• In addition to the above parameters, 15%
weightage is given to hilly, desert and Rann of
Kutch areas.

SELECTION AND APPROVAL OF SCHEMES
• For selection and approval , State Government has
two committees -
(i) District Level Co-Ordination and Selection Committee
headed by the Deputy Commissioner as the Chairman,
the MLAs / MPs and the District Level Officers as
Members and the Assistant Director or the BDO of the
district head- quarter as the Member Secretary
(ii) State Level Screening Committee headed by the
Chief Secretary as the Chairman, representatives of the
Home Ministry and the Border Security Force, rep of
State Home (Police) Department, Finance and Planning
as Members and the Commissioner and Secretary,
BADP as Member Secretary.

 District Level Co-Ordination and Selection Committee
examine/ scrutinize and recommend to the
Government the Schemes / Proposals submitted by
the District Officers as per allocation of fund for the
District concerned and forward the same to the
Director Border Area Development for onward
submission to the Commissioner and Secretary,
Border Areas Development.
• The Commissioner and Secretary, BADP placed the
same at the State Level Screening Committee for
approval.
• State Level Screening Committee examine /
scrutinize and approve the schemes submitted by the
Deputy Commissioner of the border districts. After
the Schemes are approved, the same are submitted
to the Government of India for approval and sanction.16
AGENCY IMPLEMENTING THE SCHEMES
• The Schemes under the Special Central
Assistance (BADP) are being implemented by
the local committees form by the concerned
villages, with technical supervision from the
Department, for
(i) generating employment amongst the local
people of the area and
(ii) better quality and early completion of the
schemes, except those schemes which are
highly technical in nature where
implementation has to be done through the
technical department only.

• Moreover, in connection with the schemes
(a) under Article 275 (I) of the Constitution of India
funded by the Govt. of India
(b) Land Acquisition and Construction of Office
building of Offices of Border Area Development
Officers
(c) Providing border scholarships to border students
(d) Construction of Rural roads in the border
areas funded by the State Government the
Departmental Committee of Border Areas
Development consisting Principal Secretary as
Chairman, Commissioner and Secretary, Officer on
Special Duty, Director, Financial Adviser, Under
Secretary and Research Officer of Border Areas
Development Department as Members scrutinize and

approve the schemes.
BADP- Operational Benefits
• Balanced development of remote
inaccessible area situated near Border.
• Involving people in strengthening their
reliance.
• Public –BSF partnership & community
policing.
• Keep population away from Anti-National
activities by providing gainful employment.
• Intelligence gathering of CP & Denial of
own intelligence.
• Logistic benefits during hostilities. 19
The Conclusion
• The border areas are generally lagging in
infrastructure as compared to the other parts of
the Nation.
• BSF is emerging as the lead agency to facilitate
the optimum utilization of development funds
earmarked for Border areas.
• Employment generation and improvement in
basic amenities / infrastructure in Border areas
through BSF helps curbing ANEs away from
Border population and better Intelligence
network.
