3G Node B Capacity Assessment
Main UTRAN Capacity Resources that are monitored as follows:
1. CEM Capacity
Calculate the number of CEs needed based on the simultaneous Erlang traffic for R99 /HSXPA@ BH and
compare with the current capacity, Capacity Action is needed if Utilization>80%
CEM capacity :Most of the NW is supplied with 1 CEM board except 76 Node Bs supplied with 2CEM boards
And 22 Node Bs supplied with 3CEM boards
HSXPA is enabled on all FDD cells.
MALI NW Config:
1. r99MaxNumberCeXcem
2. hsdpaMaxNumberUserXcem
3. edchMaxNumberUserXcem
Capacity Licensing parameters are set to infinite
Any action related to Tokens increase will be concerned with tuning these parameters or
increasing CEM boards in case of reaching the maximum possible values
Note that the SW parameters in terms of Capacity Licensing parameter is set to infinite so HW
parameters are the limiting factor for Capacity

2. CCM signaling plane monitoring:
By monitoring the CCM CPU load and take an action if the load exceeds the Capacity limits (60%) and if
the Radio link setup failures >10% as red threshold and 2% as Orange Threshold.
3. Air Interface : UL Load, DL Power, DL Codes
• UL Load:
Calculate the UL load percentage based on simultaneous UL load for the different RABs on cell level,
capacity action is taken if UL LOAD>80%
• DL Power :
Calculate the DL Power used percentage based on simultaneous DL Power used for the different
RABs on cell level and compare with the total Power ,capacity action is taken if DL Power>60%
Orange Mali NW:
- @ Node B level, paPowerCapacityLicensing /RrhPowerCapacityLicensing = infinite
- @RRH Modules, maxRfhPowerAmplification = fullmode which will correspond to 60W per sector
for the RRH module.
- @ MCPA Modules, maxPowerAmplification =max45watt per pa resource for 53 Node Bs.
- @ Cell Level, maxtxpower per cell equals 43dBm per 503 NodeBs , 44.5dBm per 4 NodeBs , 46
dBm per75 NodeBs and 45 dBm for NodeB .
• DL Codes :
Calculate the DL codes used percentage based on simultaneous DL codes used for the different type
of RABs (R99,HSXPA) on cell level, capacity action is taken if DL OVSF Codes Utilization>80%
4. Transport: Iub Load
Orange Mali NW: Hybrid /Native IP transport for IuB interface where the IP utilization in UL/DL will be
monitored, capacity action needed will be highlighted if Iub utilization>70%.

Signaling Load issues
Note that CCM is impacted by Control Plane (NBAP procedures and Node B configuration) so User Plane
Resource Shortage in CEM capacity/ Air interface can increase the NBAP transactions and User retries
which could be caused by Radio Link setup failures due to shortage in User plane resources .

of the other Node Bs.
