Disaster and Hazard
 Disaster has been misunderstood to be an
independent event, that it is cause rather than an
effect.
 A hazard only becomes a disaster due to
misinformation and lack of preparation.

Therefore,
Disasters should be viewed not as a cause, but
rather, a result of OUR OWN NEGLIGENCE.
Importance of Disaster Risk
Reduction
It is more on mitigation efforts to lessen the
impact of disasters rather than be focused on the
response alone.

It includes educating the hazards that they face


and the risk they will experience when exposed
to these hazard.

A systematic approach to identify, assess, and
reduce the effects of disaster through an ethic
prevention

Disaster follows a natural hazard, and its severity


depends on the impact that is has on society and
the environtment.

context of poverty allevation and environmental
protection.
 The main goal of disaster risk reduction is to
contribute to sutainable development, its
focus must be shifted to reducing the
vulnerability of communities to hazards and
diverted from the usual disaster relief.
 The DRRM PLAN should prioritize two things:
the protection of the people who are most at
risk, and the protection of the systems and
resources that a community depends on.
 The DRRM PLAN should be able to foster a
culture of prevention.
 In making a DRRM PLAN, it should become an
integral part of any development policies.
 Assistance given to disaster areas or victims must
be equal, consistent, and in predictable manner,
regardless in geographical location, industry, or
economic circumstances.
 The DRRM PLAN must ensure the involvement of
the community.
 Decisions must be transparent to everyone
involved.
 Any DRRM PLAN must be adapted to the
conditions prevailing in the local community.
 Any emtity task at implementing a disaster risk
redaction program must be recognized by all
stakeholders both in the present and in the future.
 Any DRRM PLAN must be flexible and adaptable.
 A proper DRRM PLAN should be well funded.
 The DRRM PLAN for a community must be
prioritized.
 The DRRM PLAN should have a
multidisciplinary approach.
Community Based DRRM

It refers to
The rangeof actions or activities geared
towards preparedness, mitigation, and enhancing
response capabilities that are developed by the
members of the communities themselves.
A well developed community based
DRRM PLAN includes the following
1. An understanding of the real life situation of the
community
2. A community that participates in disaster risk assesments
3. A community that participates in the actual DRRM
PLANNING
4. A community that is able to manage the implementation of
the DRRM PLAN
5. A community that is vigilant in the monitori g and
evaluation of the DRRM PLAN
Emergency Plan
Emergency
Emergencies happen at anytime, in anywhere, and
to anyone.

The government has already made headway
preparations in the national, regional, and local
levels, preparations also have to be made by each
family and individual in the community.
Our own local government units can
prepare their own localities by doing the
following
 Conduct hazards analysis of their areas of
responsibility
 Conduct consultation with the communities
regarding the hazards identified
 Draw out new zoning rules for their jurisdiction
as needed and strictly enforce them
 Make arrangements for families that would be
displaced because of the DRR efforts
 Assign designated evacuation centers
 Have consultative meetings with industry
stakeholders and guide them in their preparations,
especially in establishing their continuity of
operation plan
 Coordinate with other government agencies
beforehand for fast rescue and relief efforts when
needed
 Conduct drills at all levels and provide
immediate feedback regarding the drill
 Continuously monitor and evaluate the local
DRRM PLAN
30 percent of the total resources should be
expected to be available immediately after a
disaster.
A Good Emergency Plan is Basically
Composed of Three Parts
1. Contains the step that should be done in
preparation for an emergency and in making a
family ready.
2. Contains details on what to do during the
emergency to keep the family safe and lessen
the impact of the event.
3. Consists of what to do after the emergency.

kits.
Survival Kits
What does survival kit consist?

That bag should enable a person to survive prior to


any assistance or help such as rescue or relief
efforts.
A survival kit have enough supplies and tools that
could last atleast 72 hours or 3 days.
Contents of the Survival Kit
 Water - one gallon per person, per day
 Food - Non perishable goods, easy to prepare items
 Signaling instrument - flashlight, whistles,
glowsticks, anything that you can use to signal for
help is also a must in preparing your kit.
 First Aid Kit - complete with infection control
precaution. Medication that are good for at least
seven days.
 Important Documents - copies of personal
documents
 Multipurpose tool - like Swiss Knife,
emergency blanket or sleeping bag
 Clothing - sanitation and personal hygiene
items must also be included
 Keys - duplicate keys, pen and paper in
waterproof container.
 Pets and games - provision for pets, such as
food, carry cages, and bored games/toys for
children.
