oNursing regulatory bodies are also known as
associations which are responsible for the
licensing of nurses within their respective
province or territory.
oThese regulatory bodies have legislative
approved authorities. The power provided by
the legislation enable them to:- Set the
standards of nursing practices.
o Monitor the standards of nursing education.
o Set the requirements for registration 0f
nursing professionals.

These Quadrennial meetings are called
“Congresses”.
When they are in session, Organization is
called as the International Congress of
Nurses.

iii. To act upon recommendations of the
Board of Directors relating to admission
and readmission of member
associations into ICN.

NNA dues.

communication on ICN business that

To advise the State Nursing Councils,


Examining Boards, State Governments and
Central Government in various important items
regarding Nursing Education in the Country.
This act is aimed to regulate uniform standard of training
of nurses, midwives and health visitors.
It extend to whole of India except the State of Jammu &
Kashmir.
This council is composed of 24 members from different
departments – Indian Medical Council, trained nurses
association, DGHS, Chief Principal Matron, Chief Nursing
Superintendent, Chief Administrative Medical Officer. Among
these members president, vice-president and other officials
are elected.
There are 47 Authorities that issue certificates, diplomas
and degree in nursing.
That are 20 midwifery, 13 for ANM, 22 for Health visitors
and 22 authorities for higher qualification.
In 1990-2000, the council has revised guidelines for
opening of nursing school./colleges and syllabus for
general nursing, PGs, and midwifery.
Any institution which is engaged in training, and
distribution of nursing degree have to submit information
from time to time. Such institutions shall be examined and
inspected by the persons appointed by the executive body
of council for the purpose of adequacy of training and
examination.
Such inspecting body submit a report that the institution
has not adequate resources and has not maintained
standards then council may withdraw the recognition. The
recognized institutions are notified in the official gazette.
1. Executive Committee of the Council to deliberate
on the issues related to maintenance of standards of
nursing programs.
2.The Nursing Education Committee, The committee
is constituted to deliberate on the issues concerned
mainly with nursing education and policy matters
concerning the nursing education.
3.Equivalence Committee – to deliberate on the
issues of recognition of foreign qualifications which
is essential for the purpose of registration under
section 11(2)(a) or (b) of the Indian Nursing Council
Act, 1947, as amended.
4.Finance Committee – This is another
important Sub-Committee of the Council which
decides upon the matters pertaining to finance
of the Council in terms of budget, expenditure,
implementation of Central Govt. orders with
respect to service conditions etc.

Any organization under the Central Government, State
Government, Local body or a Private or Public Trust,
Mission, Voluntary registered under Society Registration
Act wishes to open a School of Nursing, should obtain the
No Objection/Essentiality certificate from the State
government.
The Indian Nursing council on receipt of the proposal
from the Institution to start nursing programme, will
undertake the first inspection to assess suitability with
regard to physical infrastructure, clinical facility and
teaching faculty in order to give permission to start the
programme.
To prescribe curriculum for the various
courses for nursing.
To visit teaching centers & to recognize
qualifications.
INC has a power to withdraw any such
recognition at any time if minimum
requirements are also not met.
Inspection of nursing schools and
examination centers in order to maintain
uniformity and to raise standards of nursing
education.
It also maintains a register called Indian
nurses register which contains the names of all
persons who are for the time being enrolled
with any state registration council.

To give approval for registration of nursing &


foreign nurses possessing foreign qualification
under Indian Nursing Council, Examination
Board, State government & central government
in various important items regarding nursing
education in country.
With technical assistance from WHO, INC has
formed a national consortium linking 6 nursing
colleges across the country.
INC has entered into a mou with Rajiv Gandhi
University of health sciences, Bangalore for PhD.
Revision of GNM, Post Basic Nursing, M sc Nursing
syllabus.
Finalization of nursing ethics.
Finalization of codes of conduct in nursing.
Identification of super speciality area in nursing.
Inspection for Enhancement of Seats :
Indian Nursing Council conducts inspection of the institution
once the institution is found suitable by Indian Nursing
Council and on receipt of the fees and the proposal for
Enhancement of seats.

Periodic Inspections :
Indian Nursing Council conducts periodical (after 3 years)
inspection of the institution once the institution is found
suitable by Indian Nursing Council to monitor the standard of
nursing education and the adherence of the norms prescribed
by INC. Institution are required to pay annual affiliation fees
every year. However, if the institution does not comply to the
norms prescribed by Indian Nursing Council for teaching,
clinical & physical facilities, the institution will be declared
unsuitable.
Re-inspections are conducted for those institutions,
which are found unsuitable by Indian Nursing
Council. The institutions and the government are
informed about the deficiencies and advised to
improve upon them. Once the institution takes
necessary steps to rectify the deficiencies, institution
should submit the compliance report with
documentary proof of the deficiencies pointed out
and re-inspection fees. On receipt of the Compliance
report & fees from the institution it will be considered
for re-inspection.
First Inspection is conducted on receipt of
the proposal received from the institute to start
any nursing program prescribed by Indian
Nursing Council.
The requisite annexure for School of
Nursing:
Permission letter by State Government/
Essentiality certificate of the respective State
Government, duly attested by notary.
Duly attested Registration Certificate of Society or
Trust Deed A bank draft for Rs. 25,000/- towards
first inspection fee for School of Nursing in favour of
Secretary, Indian Nursing Council, New Delhi
(ANM, GNM, Post Basic Diploma Course).
Proposal for starting School of Nursing, which
includes in detail teaching, clinical & physical
facility including budget.
 Permission letter by State Government/Essentiality
certificate of the respective State Government.
Consent letter from the University.
Duly attested Registration Certificate of Society or Trust
Deed
A bank draft for Rs. 50,000/- towards first inspection fee
for College of Nursing in favour of Secretary, Indian Nursing
Council, New Delhi {P.B.B.Sc.(N), B.Sc.(N), M.Sc.(N), M.
Phil(N), Ph.D (N)}
Proposal for starting College of Nursing, which includes in
detail teaching, clinical & physical facility including budget.
Physical Facilities.
 Institution should have its own
(School/College & hostel) building within 2
years of establishment.
Stay of students in the hostel: Provision of
having hostel accommodation is compulsory
for the institution. However, Principal has the
discretion to decide about the student’s stay in
the hostel or be made as day scholar.
Registration of Additional qualification
. State Nursing Registration Council
should register additional qualification like
P.B. B.Sc. (N), M.Sc. (N), and One year
specialty course prescribed by Indian
Nursing Council etc. The original
Registration Number will remain the same.
Only the additional qualification will be
added

and A.N.M.s is to a large extent controlled by the
nurses registration councils in the states.

To prescribe rules of conduct, take disciplinary action
etc.

India.
