Background
 In agricultural marketing, transportation cost, inadequate market infrastructure, lack of
market information, lack of processing units, storage facility, price fluctuation are the major
problems.
 Storage is an important link in ensuring continuous supply of food and other
agricultural produce for the consumers, and strengthening the economy as a whole. ...
 Losses in agriculture can be of two types.
 Quantity Losses for example Improper time of harvesting, Inconsistent harvest
technology , Improper dying methods, spillage during storage, damage caused
due to rodents, damage caused due to pest organism.
• Quality Losses for example change in colour, smell or taste, reduction in nutrinional
value, insect excreta, contamination with toxins etc.
Current Issues
 Existing storage facilities available are insufficient at various levels for large increase
in production.
 Shortage of commercial grain storages is also an issue due to decline of private sector
investment in agriculture.

 The losses in agriculture product post harvest management can be summarized by


two main causes:
- Shelling and drying techniques (moisture content)
- Storage and handling
 Close to 30% of the crop is lost due to inefficient post harvest management
Recommendations
 Promote and develop an efficient, integrated and mechanized bulk handling, storage and
transportation system in the country.
 Give full fledged infrastructure status to warehousing with all financial benefits like cheap loans, it
and service tax benefits.
 Hub and spoke system needs to be implemented in india. Smaller silos at mandi level connected
to mother silos. Mother silos should have bulk handling and rail connectivity.
 Upcountry silos also should have rail connectivity.
 Post harvest agri infrastructure could be created under ppp model to encourage private sector
investment.
 Our port infrastructure should be suitably tweaked to receive and store grain in bulk. This will
facilitate both import & exports.
 Unless these vital issues are not addressed, destruction of grain may be much faster than its
creation. High productivity/yields may prove futile in real terms.
Recommendations - Contd
 Promote and develop an efficient access to technologies to develop proper drying methods so
that damage can be reduced.
 Rodent & bird repellents and gate curtains prevents rodent & bird entry in warehouses
 Encourage Dry & cold storage facilities.
 Encourage Testing and certification labs
 Develop primary processing units and a host of other services.
 Round the clock security and complete insurance cover on all assets
 Encourage tie-ups with various public & private banks and works jointly with them to facilitate
funding against the warehouse receipts.
 Develop Bulk handling that can create cost and operational efficiencies.
