THE NEW LEGAL FRAMEWORK IN INDONESIA

The new law 22/2009 about Traffic and Road Transport deals with:
• urban transport planning process
• obligation for cities over 500 000 inh. to establish a transport
masterplan
• role and tasks of subnational governments

According to the law, the masterplan must define:


• the level of public service
• a travel regulation system to ensure optimum management of space
and safety for users
• policies to restrict the use of private cars

COOPERATION BETWEEN INDONESIA AND FRANCE


IN THE FIELD OF TRANSPORT

 Cooperation agreement signed by France, the Bappenas and the West


Java Province (24 February 1997).
 SNCF-I carried out the Surabaya Regional Rail Transport System study
delivered in 2007 to the Ministry of Transport, the Governor of East Java
Province and the Mayor of Surabaya.
 Indonesian authorities called again upon french expertise to set up the
Integrated Public Transportation for Bandung Metropolitan Area (BMA) to
benefit of DGLT with the funding from the French Government.
 SNCF-I signed a cooperation agreement with ITB to carry out the study

OBJECTIVES OF THE MASTERPLAN

 Formulate a set of detailed urban transport policies and strategies for


the overall transportation system in BMA for the next decades.

 Prepare action plan with prioritization for different transport modes as


roads, railways, stations and bus terminals, feeder systems.

 Recommend suitable funding plans to implement priority action plans


to enable also the private sector to participate in the transport
infrastructure projects.

stakeholders (« Forum » to govern and coordinate transport)

OPERATION PLAN

The study has been carried out in 3 phases:

 Phase 1: collecting data, defining an urban framework, analysing the


regional land-use plan and evaluating demand.

 Phase 2: developing the scenario selected, studying feasibility and drawing


up a forecast socio-economic balance sheet.

 Phase 3: proposing the most appropriate structure with regard to


institutional, legal, financial and management aspects
