THE SCHOOLS DIVISION OF QUIRINO
2018 ANNUAL ACCOMPLISHMENT REPORT
Article 14 Section 1 of the Philippines Constitution, stipulates
that, the State, through the Department of Education (DepEd),
“shall protect and promote the rights of all citizens to quality
education at all levels, and shall take appropriate steps to make such
education accessible to all.”
For the past year 2018, the Schools Division of Quirino has
undergone significant undertakings and achieved notable milestones
in promoting quality education at all levels. Through the different
divisions (CID and SGOD), units, departments, districts and schools,
the division has been continuously going beyond the conventional to
become more quality service-oriented and learner-centered.

Along issues on Water and Sanitation,
there are 1,441 existing bowls in
elementary and 601 for JHS and SHS.
The data shows still limited number to
address the number of pupils
enrolled.

The above data shows the data on textbooks along Basic Education
Learners Materials and Teachers Guide of all the Data on Textbooks
subject areas in all Grade levels. The data shows
still limited resources to be used by teachers and
learners in the teaching-learning process.

76 out of 172 schools or 44.19% who have already
acquired their school titles in the elementary level
while there are 11 out of 14 or 78.57 in the
secondary level

PERSONAL
BENEFITS
RA 1616 provides for a gratuity benefit for retiring members who will qualify
under this retirement mode. The gratuity is payable by the last employer. The
employee shall also be entitled to a Refund of Retirement Premiums paid, personal
share with interest and government share without interest.
To qualify under the mode, a retiree must:
• be in government service on or before May 31, 1977
• has rendered at least 20 years of service regardless of age and employment
status
• His/her last 3 years of service prior to retirement must be continuous, except
in cases of death, disability, abolition or phase out of position due to
reorganization.
Since RA 1616 is considered as the “Take All Retirement” mode, it provides the
following benefits:
1. Gratuity payable by the last employer based on the total creditable service
converted into gratuity months multiplied by the highest compensation received.
The gratuity months shall be computed as follows:
Years of Service Gratuity Months
First 20 years one (1) month salary
20 years to 30 years 1.5 months salary
Over 30 years two (2) months salary
(There is no limit to the amount of gratuity benefit.) and
2. Refund of retirement premiums consisting of personal contributions of the
employee plus interest, and government share without interest, payable by the
GSIS.
TERMINAL BENEFITS
Terminal leave pay refers to the payment in cash value of a retired
employee’s accumulated leave credits during the service and the
computation depends on the highest salary received pursuant to Budget
Circular No. 2016-2, dated March 29, 2016 and Section 40 of CSC MC
No. 14, Terminal Leave Benefits (TLB) payment.
In year 2018 the Schools Division of Quirino provided Terminal
Benefits to nine (9) personnel. Two (2) from the non-teaching staff in
the elementary and one (1) non-teaching staff from the secondary and
seven (7) from the elementary level. Appropriation and Obligated
amount for the year 2018 is One Million Six Hundred Twenty
Thousand and Ninety Two Pesos Only (P1,625,092.00)

Assessment (PISA) one of the largest international study designed
and developed by the Organization for Economic cooperation and
development (OECD). 42 randomly selected students undergo the
said survey.

SCHOOL FEEDING PROGRAM
To address problems of school children who are identified as
severely wasted and wasted, this office supports the different
initiatives of the government in order to bring out the best to its
learners through the School-Based Feeding program. It was firmly
believed that loaded stomach may affect performance of
students. That’s why lots of activities and programs was
conducted.

from region 2, DepEd Regional Office 02, Schools Division of
Ifugao, and Southern Isabela General Hospital visited the
