THE SCHOOLS DIVISION OF QUIRINO
2018 ANNUAL ACCOMPLISHMENT REPORT
Article 14 Section 1 of the Philippines Constitution, stipulates
that, the State, through the Department of Education (DepEd),
“shall protect and promote the rights of all citizens to quality
education at all levels, and shall take appropriate steps to make such
education accessible to all.”

For the past year 2018, the Schools Division of Quirino has
undergone significant undertakings and achieved notable milestones
in promoting quality education at all levels. Through the different
divisions (CID and SGOD), units, departments, districts and schools,
the division has been continuously going beyond the conventional to
become more quality service-oriented and learner-centered.

The year ended well for the division, EXECUTIVE


claiming its rightful position as the Best SUMMARY
Performing Schools Division for three years in a
row now, making it a hall of famer. Dr. Orlando
Manuel, the Schools Division Superintendent
capped the division’s achievements by being the
National Awardee of the Ambassador Antonio L.
Cabangon Chua, Gintong Parangal Para sa
Edukasyon-Pamumuno.

Being the first ISO certified division in the region, SDO


Quirino has consistently sustained the quality service to its
clientele, making sure that all the programs, activities, and
projects of the Department of Education have been successfully
implemented this 2018.
This 2018 annual Accomplishment Report encapsulates all
that has been for SDO Quirino for 2018. It encompasses all that
happened in schools, districts, learning centers, departments
and units of the division. This document lays down the efforts of
all the leaders, as well as all internal and external stakeholders
in making sure that education in this part of the country is of
quality, relevance, accessible and liberating. This testifies how
each and every DepEd personnel of Quirino contributed to the
division’s coffer of achievements.

As a living source of reflection, this Anual Accomplishment


report is a document the pinpoints the areas that needed to be
improved. Like any other organizations, SDO Quirino has
challenges and bottlenecks as it moves along its way towards
accomplishing its target, gals and realizing its mission.

This division collection of 2018 achievements and


accomplishments can therefore be a basis for the strategic
directions which this division can take for the coming year.
Along with the lessons of the past year which the division
learned from and the promising potentials of 2019, SDO Quirino
continues in Working Together in Sustaining a Better, Brighter.

On issues along desks and chairs in schools, the Basic Education

Likewise, in secondary level, the number of desks is

BENEFITS
RA 1616 provides for a gratuity benefit for retiring members who will qualify
under this retirement mode. The gratuity is payable by the last employer. The
employee shall also be entitled to a Refund of Retirement Premiums paid, personal
share with interest and government share without interest.
To qualify under the mode, a retiree must:
• be in government service on or before May 31, 1977
• has rendered at least 20 years of service regardless of age and employment
status
• His/her last 3 years of service prior to retirement must be continuous, except
in cases of death, disability, abolition or phase out of position due to
reorganization.
Since RA 1616 is considered as the “Take All Retirement” mode, it provides the
following benefits:

RETIREMENT
In the year 2018, there is no record of employee who

Gratuity Benefits (RA 1616). Above is the breakdown
who retired in the service.

1. Gratuity payable by the last employer based on the total creditable service
converted into gratuity months multiplied by the highest compensation received.
The gratuity months shall be computed as follows:

20 years to 30 years 1.5 months salary
Over 30 years two (2) months salary
(There is no limit to the amount of gratuity benefit.) and
2. Refund of retirement premiums consisting of personal contributions of the
employee plus interest, and government share without interest, payable by the
GSIS.
TERMINAL BENEFITS
Terminal leave pay refers to the payment in cash value of a retired
employee’s accumulated leave credits during the service and the
computation depends on the highest salary received pursuant to Budget
Circular No. 2016-2, dated March 29, 2016 and Section 40 of CSC MC
No. 14, Terminal Leave Benefits (TLB) payment.
In year 2018 the Schools Division of Quirino provided Terminal
Benefits to nine (9) personnel. Two (2) from the non-teaching staff in
the elementary and one (1) non-teaching staff from the secondary and
seven (7) from the elementary level. Appropriation and Obligated
amount for the year 2018 is One Million Six Hundred Twenty
Thousand and Ninety Two Pesos Only (P1,625,092.00)

FILLING-UP OF NEW POSITIONS
The Lump Sum for Creation of New and Filling up of Positions
amounted to Sixty Nine Million Seven Hundred Forty Seven Thousand
Three Hundred Eighty Five Pesos Only (P69,747,385.00) based on the
released Special Allotment Released Order (SARO) by the Department of
Budget and Management (DBM).

PHYSICAL FITNESS
CONSOLIDATION
PROJECT

The project was presented during the regional


consultative conference of Sports Coordinators
held at Sta. Ana, Cagayan and it was presented
too during the cascading of the same activity
in the division level.

Physical Fitness Test is everybody’s concern for


all students from grade 3 to grade 10 which we
are to conduct two times a year (pretest in
June and posttest in February) in order to
track the weakness of students for possible SUPPORT TO
OPERATIONS
intervention. Hence the template helps a lot
to lessen the bulk of work in the consolidation
of the said activity.

As an offshoot of this activity, the


performance of the Schools Division of
Quirino in the higher sports competition
gave a significant increase.

For this year’s performance the delegation


was ranked 4th Runner-Up in the over-all
medal tally 1 step higher as compared last
year with 28 golds, 34 silvers, and 48
bronze.

While in the Palarong Pamabansa, SDO Quirino contributed a lot to the


overall standing of CAVRAA Delegation which established us in the 3rd
place overall in the entire region with 1 gold, 1 silver and 3 bronze

The Schools Division of Quirino made significant achievement in
the field of school journalism. This year, EJ Ybrahim Manlapaz
of Cabarroguis Faith Academy emerged as the National
Champion in Photojournalism English with his coach Ms. Rowena
Galday. Francis Janro Pagaduan of Cabarroguis Central School
was named as the Most Outstanding Campus Journalist of
Region 02. Jonard Bunao, Head Teacher I of Upper Gabriela
Elementary School was also adjudged as Most Outstanding
School Paper Adviser. Both Pagaduan and Bunao received their
national award last February 17-24, 2018.

For year 2018, the Schools Division


of Quirino gained a passing rate of
55.86% with 205 passers out of 367
takers. The results shows an
improvement of 19.05 from last
years performance of 36.81%

During this year, this office through Saguday National High School
was selected as sample in the Programme for International Students
Assessment (PISA) one of the largest international study designed
and developed by the Organization for Economic cooperation and
development (OECD). 42 randomly selected students undergo the
said survey.

Students from different Grades level also undergo series of


institutionalized assessment like the National Achievement Test for
Grade 12, Grade 6 and Grade 10. English Proficiency Test and Process
Skills Test of Grade 11 and 12 Teachers teaching Science and
Mathematics was also administered. The National Career Assessment
Examination and Early Language Literacy and Numeracy Assessment
for Grade 3 and Grade 4 was also conducted. Results of this
assessment was utilized to improve the performance of teaching and
learning process one of which is the continuing professional
development of Science and Mathematics Teachers both from
Secondary and Elementary with Lesson Study as the main strategy
partnering with the UPNISMED with the support of the provincial
government.
POLICY DEVELOPMENT PROGRAM

Schools Division of Quirino was considered the


research capital in region 2. Over the years, this
office has produced quality research output and
achieved distinguished accomplishments not
only in the region but also in the international
arena.
All this achievement of this office started with the program on
RICHER and RICHES where all teacher and students researchers were
gathered to disseminate results of their study. This convergence
serves as a mechanism of the top management to improve its
services along quality, access and governance.

This office through the Curricullum Curricular

offerings of the 20 Senior High School Implementers were granted
to address access for students in order to avail what the desired
track they want.

Monitoring and evaluation was conducted through out the
different schools in the division.

Guided with the right processes as an ISO certified institution,


strategies for development was implemented and all standards
and procedures are being followed.

To improve the performance of SDO-Quirino along journalism, the
following initiatives were conducted.

Programs and Integration of
Literacy and Numeracy across the
Curriculum for proficient teachers

This training is designed to capacitate proficient teachers in


developing reading programs and integrating literacy and numeracy
in teaching.

knowledge and skills on reading programs; and integrated language
literacy and numeracy across the curriculum through
microteaching/demo-teaching, return demo-teaching and the Early
Language, Literacy, and Numeracy Program in improving one’s
capacity to teach and to assess early reading and numeracy skills in
the Grades 1-3 levels using developmentally appropriate methods
and orient teachers on how to administer the Phil-IRI in their
classrooms were strengthened.

teachers and school heads will be guided in preparing

special educational needs. The training will also help school
heads to the concept of Inclusive Education that lead them
plan for activities intended for all kinds of learners in their
respective school and understand the concept of “one-stop-
shop school”

SCHOOL FEEDING PROGRAM
To address problems of school children who are identified as
severely wasted and wasted, this office supports the different
initiatives of the government in order to bring out the best to its
learners through the School-Based Feeding program. It was firmly
believed that loaded stomach may affect performance of
students. That’s why lots of activities and programs was
conducted.

Accrediting Public schools for


Excellence 2019-2024
There were 15, validated and recommended as Level III or Advanced
Level Schools and 33 validated and recommended as Level II
Maturing Level Schools. Four of the advance schools represent the
Schools Division of Quirino during the 1st Regional SBM Convergence
held last December 2018.

Schools who were identified as an advanced level like Gulac ES,


Pinaripad National High School, Cabarroguis NSAT and Scala
Integrated School were visited by some other schools in the division
and from other divisions in region 2.

Continuous technical assistance to other schools who were


candidates for accreditation was given.

Certified 9001:2015 division, other Schools Division Offices
from region 2, DepEd Regional Office 02, Schools Division of
Ifugao, and Southern Isabela General Hospital visited the
Schools Division of Quirino and learn lessons about its journey
towards ISO certification.

Visitors are even wowed with the accomplishment of the


division through the able leadership of SDS Manuel and with
the support of stakeholders.
