LOCAL COUNCIL FOR THE PROTECTION

OF CHILDREN
(LCPC)
BACKGROUND

 The LCPC is an institutional mechanism in the LGU that facilitates and implements children’s
programs.
 It is a council organized in all levels (Prov, City, Municipality and Barangay) that serves as the
umbrella organization for children’s concerns.
 It is a council fully harnessed to be an efficient and effective advocate of child rights, and
implementor of all children’s programs in the barangay.

 The Philippine National Strategic Framework for Plan Development for Children

 Adopted through EO No. 310 signed on November 3, 2000 by Pres. Estrada. It is a successor
plan to the PPAC, a 25-year strategic framework for planning. It programs and interventions
that promote and safeguard the rights of the Filipino children.
LEGAL BASES

• RA 7610 – Special Protection of Children Against Child Abuse, Exploitation and Discrimination Act

• Civil Code of the Philippines (Art. 359-360) – Provides that government shall establish Councils for
the Protection of Children

• PD 603 – Children and Youth Welfare Code


- states that “every Barangay Council shall encourage the organization of a Local Council for
the Protection of Children and shall coordinate with the Council for the Welfare of Children (CWC) in
drawing and implementing for the promotion of child and youth welfare.”
LEGAL BASES

• RA 8980 – Early Childhood and Care Development (ECCD) Act


- promulgates a comprehensive policy and national system for children from 0-6 years old
- provides for the creation National ECCD Coordinating Council and Local (Province, City and
Municipality) ECCD Coordinating Committees under the umbrella of LCPC

• DILG MC 2002-121 – provides for the revised guidelines on the organization and strengthening of
LCPCs and ECCDCCs at all levels

• RA 9344 – Juvenile Justice and Welfare Act of 2006


- provides that the LCPC shall be strengthened as the primary agency to coordinate with and
assist the LGUs in the formulation of a comprehensive plan on Juvenile Delinquency prevention and
to oversee its proper implementation
- provides for the allocation of 1% of IRA at the City, Municipal and Barangay level for the
implementation of LCPC’s programs, projects and activities

- provides for the guidelines in monitoring the functionality of LCPC at all levels

- enjoins all Local Chief Executives at City, Municipal and Barangay level to appropriate 1% of its

ORGANIZATION

The LCPC, through a Sangguniang Resolution/Ordinance or Executive/Administrative Order by the


Local Chief Executive (LCE), must be organized in all LGU levels, in accordance with DILG MC
2002-121 and incorporating thereat ECCD Coordinating Committees (except barangays). Its
organizational chart shall be posted in every provincial, city/municipal and barangay hall.

Meetings

To be active and dynamic, the LCPC shall conduct REGULAR QUARTERLY MEETINGS and
SPECIAL MEETINGS when necessary. The Agenda of such meetings shall include Policies,
Programs, Projects and Activities (PPPAs) relative to the promotion of the rights and welfare of
children to be recommended for inclusion in the Executive-Legislative Agenda (ELA), CDP, LDIP and
AIP of the LGU.

The meetings conducted shall be supported by Minutes of Meetings duly signed by the Secretariat
Head and Chairperson with the attendance sheet and notice of meeting attached.

Budget

The LCPC shall be the forefront in formulating and recommending child-oriented policies, executive
issuances, and legislative actions through LCPC Resolutions. These policies should be needs based/
demand driven and are evident in the established database for children.

The LCPC Plan shall be adopted by the Council through a resolution for its integration to the LGU
Development Plans.

The LCPC Plan shall include PPAs such as, but not limited to the following:
1. Establishment and updating of database on children;
2. Preparation of the Council’s Annual Work Financial Plan (AWFP) for inclusion in the local
development plan and annual budget;
3. Advocacy on the promotion of the rights and welfare of children;
4. Conduct of capability building programs for all stakeholders on children;
5. Formulation of a.) Local Development Plan for Children (LDPC) b.) Local Investment Plan for
Children (LIPC) c.) Local Code for Children (LCC) and d.) Local State of Children Report
(LSCR);
6. Assistance to Children in Need of Special Protection (CNSP) and referral of cases filed
against child abusers to concerned agencies/institutions;

7. Monitoring of the enforcement of national and local laws for the survival, development,
protection and participation of children;
8. Monitoring and assessment of PPAs on children being undertaken by the LGUs in their
respective localities which shall include among others the following;
a. Establishment or improvement of the standard day care centers, recruitment of
trained/capacitated day care workers, etc.;
b. Elimination of all forms of child abuse (i.e. worst forms of child labor, child
trafficking. child prostitution and pornography);
c. HIV/AIDS prevention;
d. Implementation of intervention and diversion programs for CICL as provided for in
Section 18 of RA 9344;

e. Health and nutrition programs (i.e. immunization, salt iodization, feeding programs,
micronutrient supplementation, etc.;
f. Maternal and post natal care;
g. Construction/maintenance of community infrastructures like children’s playground
and library, youth centers, etc.;
h. Strengthening the family through parental care and guidance, family week
celebration, parent education;
i. Provision of potable water supply;
j. Services and programs that respond to the special needs, interests and concerns
of children and offer appropriate counseling and guidance to these children and
their families; and
k. Training/capability building of service providers for children.

Note: The Barangay Council for the Protection of Children may


undertake items no. 4,5, and 7.

The LCPC’s AWFP shall be formulated and adopted by the LGU concerned before the schedule of
Budget Preparation to ensure funding of the Council’s PPAs. It shall be incorporated in the Local
Development and Investment Plan/Annual Investment Plan
Accomplishments

1. Activities undertaken showing the implementation of the LCPC AWFP;


2. State of the Children Report (SCR) delivered by the Local Chief Executive (LCE) during Children s Month
celebration in October of every year;
a. Situational analysis on children
i. (Education) % of increase in participation rate; % of increase of cohort survival rate; and % of
decrease in dropout rate both in elementary and high school;
ii. (Nutrition) % of decrease in malnutrition rate;
iii. (Street children, child abuse cases and trafficked children) No. of reported cases and No. of
cases acted upon;
iv. (Health) % of Reduction in Infant Mortality Rate (IMR), % of Reduction in Maternal Mortality
Rate (MMR), % of increase in access to the services provided by the concerned LGU
(as provided for in Sec. 17 of the Local Government Code)
Accomplishments

3. Documentation of accomplishments;
4. Accomplishments reflected in the LGU Annual Report;
5. Accomplishments included in the State of Local Address (SOLA);
6. Other Child 21 related activities initiated/undertaken by the LCPC not reflected in the Council's
Plan.
Monitoring and Evaluation

There shall be created Inter-Agency Monitoring Task Force (IMTF) in every level (Regional,
Provincial, City and Municipal) that shall be responsible in monitoring and evaluating functionality of
the LCPC
