PLEB CY 2018 REPORT

BEST PRACTICES AND IMPACTS

Upon the institutionalization of the monthly report submission,


inconsistencies in the data of the local PLEBs were identified and gradually
being corrected. The PLEB PMT NCR also views this condition as a challenge
to be overcome, especially through the utilization of the PLEB Online
Database System (PODS) upon finalization of the said system.

Another crucial practice to note is that through the responsible stewardship


of the Parañaque City Mayor, Hon. Edwin L. Olivarez, and in close
coordination with the PLEB Chairman, Ms. Erlinda R. Acda, the Parañaque
government institutionalized and organized a PLEB desk in each and every
barangay. This greatly helped in the propagation of awareness as to the
existence of PLEBs in their city.
ISSUES AND CONSTRAINTS

Despite the scrupulous efforts of DILG-NCR, there remains


challenges to the attainment of the ultimate functionality of PLEB-
NCR due to issues of data management. In order to address these
perceived gaps and challenges, the Regional Office intends to
conduct the Roll-out of the PLEB Online Database System, foremost,
to resolve said problem in data (case) management.

ACHIEVEMENTS IN 2018
• Continuous Engagement and Monitoring and Evaluation
o Systematization of data (case) management.
o Active involvement of the DILG Field Offices in the monitoring and evaluation efforts through the
issuance of the DILG-NCR Memorandum dated May 07, 2018 re: Submission of PLEB Monthly Report
▪ All City Directors and MLGOO were directed to facilitate the accomplishment of the PLEB
report to be submitted every 25th of the month to LGMED-PLEB Project Management Team
(PMT).
▪ This is in line with the Memorandum dated March 26, 2018 signed by Asec. Ricojudge
Janvier M. Echiverri re: Monthly Report Template for Monitoring and Evaluation of the
Implementation of the PLEB Program.
o Identification of institutional gaps in the proper functioning of the PLEBs.
▪ The Local Chief Executives were engaged as to the status of the cases filed before their
local PLEBs. The cases which have been tagged as backlogs were properly identified and
were laid down for immediate resolution.
ACHIEVEMENTS IN 2018

• Provision of Insurance through the GSIS Group Personal Accident


Insurance (GPAI)
o The members of the PLEBs in NCR have been certified as to
their eligibility for the GSIS Group Personal Accident Insurance
• Training of Trainers on the PLEB Online Database System (PODS)
and Legal Skills Enhancement.
o Attended by the personnel of the DILG-NCR Field Offices, the
Training of Trainers was aimed at capacitating the local field
personnel as regards the legal framework of the PLEB and the
particularities of the PLEB Online Database System (PODS).

• Re: Creation/Reorganization of PLEBs in NCR


o Through the issuance of the DILG-NCR Memorandum dated May 25, 2018 re: Reiterating
Creation of People’s Law Enforcement Boards in the Cities of Marikina and Parañaque,
there are now 31 PLEBs in NCR including the newly organized PLEB district in Parañaque
City.
o The DILG-Marikina reached out to their Local Chief Executive and prepared a
comprehensive report re: status of organization of the remaining PLEB in the city
• PLEB PMT NCR Internal Capacity Building.
o Since the activation of the PLEBs is crucial in the reformation of the institution of the
police, there was a huge need to strategize and plan the upcoming activities and projects
of the PLEB-PMT NCR for the third quarter and fourth quarter of 2018.
o The output of this internal capacity-building and strategic planning was the action plan
and framework which guides the critical next steps of the PMT.
