INTRODUCTION

Occupational Injuries remain the most


appalling human tragedy of modern
industry and one of its most serious
forms of economic waste.

WORK ACCIDENT STATISTICS
• Non-agricultural establishments
employing 20 or more workers reported a
total of 69,208 cases of occupational
injuries in calendar year 2000.
 Manufacturing had the largest
proportion at 67.8%.
 Lost workday cases were numbered to
26,467 Cases

• The Secretary of Labor or his duly authorized


representatives, including labor regualation
officers, shall have access to employment
records and premises at any time of the day or
night when there is a work being undertaken
therein for the purpose of determining compliance
with the provisions of OSHS Rules and
regulations and other policies on OSH.

 Emergency Hospital – An employer need not put


up an emergency hospital or dental clinic if there is a
hospital of dental clinic which is not more than five(5)
kilometers away or which can be reached by motor
vehicle within twenty-five(25) minutes of travel and
that the employer provides transportation facilities.

employer, in addition to providing medical services in
cases of emergency, must also perform the

 The employer shall exert efforts to maintain and control the
working environment in comfortable and healthy conditions for
the purpose of promoting and maintaining the health of his
workers.
 The employer shall carry out the working environment
measurement in indoor or other workplaces where hazardous
work is performed and shall keep a record of such measurement
which shall be made available to the enforcing authority.
 WEM shall include temperature, humidity, pressure, illumination, ventilation,
concentration of substances and noise.
 The working environment measurement shall be performed
periodically as may be necessary but not longer than annually.

OSH PROGRESS IN THE PHILIPPINES

The first period is characterized by the


adoption of a reactive policies
 1903 - It was during this period (1903-1913)
when some big establishments provided voluntary
medical treatment to workers suffering from work
injuries and illnesses.
 1908 - Institution of the Employer’s Liability Act
 1927 - Workmen’s Compensation Act No. 3428
was passed

The second period is characterized by the


adoption of proactive measures/policies
 1936 - Commonwealth Act No. 104 was passed
called the First Industrial Safety Law
 1954 - Enactment of Republic Act. No. 1054 –
Free Emergency Medical and Dental Treatment
Act.
 1959 - SOPI was organized.
 1967 - Proclamation NO. 115-A was issued
declaring the year and every year thereafter as
SAFETY ACCIDENT PREVENTION YEAR.

 1974 - Philippine Government issued/promulgated
PD 442 (Labor Code of the Philippines)
 1975 - The then Ministry of Labor started the
program on accreditation recognizing/accrediting
safety training organization including WSO, SOPI,
UPCPH, etc.
 1978 - The “OCCUPATIONAL SAFETY AND
HEALTH STANDARDS” was approved by then
Minister of Labor.
 1988 - The OSHC was inaugurated (the first in
Southeast Asia), created per Executive Order No.
307.
