The question of reorganization and strengthening of the

department has been under consideration for quite some time


in the past. The workload of the department has increased
manifold over the years due to setting up a large number of
new shops and establishment and factories in Delhi. It is
therefore, considered necessary to reorganize and
strengthen. The department at various levels as detailed
below:-

i Strengthening of Industrial Relation Machinery.


i Strengthening of Administration Branch.
i Strengthening of Legal Branch.
i Strengthening of Secretariat Cell.
i Strengthening of Monitoring and Statistical Machinery and
setting up Education, Training & Study Cell.
i Strengthening of Electrical Inspectorate
i Strengthening of Factories Inspectorate
i Expansion of Library
i Establishment of Infrastructure of Implementation of
Building and other Construction workers Act
i The Scheme for "Delhi Safety awards"
and "Delhi Shram Vir Awards" was
approved by the Ministry of Labour,
Government of India during the year
1974, to enable this department to take
effective steps towards accident
prevention in various factories
i also to give recognition to various
managements and workers for their

 Êin this regard
on the recommendations of the
Committee, Constituted for this
purpose, awards are distributed
annually
i thereis an urgent need to carry out
Computerization of entire working as
well as records of the Labour
Department. The Computerization will
cover all the district officer and other
official units
i Delhi Labour Welfare Board has been
reconstituted vide notification-dated
17.01.2002, to formulate Social Security/
Welfare Schemes for the workers
engaged in organised as well
unorganised sectors. The Infrastructure
and physical facilities are being provided
to the Board by the Labour Department
i Os part of decentralization, the functing
of Labour Department has been divided
into nine districts.
i However, no suitable office
accommodation is available in various
districts.
i Therefore, it is proposed to construct
suitable building for all the District
offices in phased manner during 10th
Five-Year Plan 2002-07
The Scheme has the following components:
i Identification of the Child Labour.
i Providing of Vocational Education to the
Children.
i Payment of stipend to the Children.
i Orrangement of accommodation and
education facilities through the NGO's set
up for the relief and rehabilitation of the
Child Labour.
i Grant in aid or financial assistance to the
NGO's through budgetary allocations and
fines collected from the defaulting
employees as per the Supreme Court's
order.
i Placement of such Children in appropriate
jobs or help them for self employment.
i The Scheme will provide regular training
or refresher courses for the inspectorate
staff as well as officers of this department
to upgrade their knowledge and skills in
various labour related field as well as laws.
i The research activity will be undertaken
by the officers of this department to carry
out research in the labour related field so
as to provide necessary data base or
inputs which could provide unbiased blue
print of the socio-economic problems
prevailing in worker labour masses.
i Thiscell will devise Schemes for
carrying out audio-visual publicity of
important provision of labour laws as
well as the various activities of the labour
department for the information as well as
benefit of workers, trade union leaders,
employees, general public and other
concerned person.
i On the basis of the data, policy decision
at the highest level will be taken and
therefore necessary legislation will be
proposed to be enacted and riles will be
framed to provide adequate social-
security to the workers engaged in
informal and unorganised sectors
