1: Nuclear assets or technology falling into wrong
hands
2: Islamist take over as a result of elections or
collapse of government.
3: Assassination attempts or elimination of key
leader leading to a loss of control of the nuclear
weapons.

The National command authority [NCA]
To create an institutionalized command and
control mechanism over Pakistan`s Nuclear
weapon program.
The NCA has a three-tiered structure with two
committees,
Employment Control Committee
The Developmental control committee
Constituting one tier
The SPD is an other tier and three services`
strategic forces commands the final tier.
Employment control committee is the NCA`s
main policymaking organ
The developmental control committee is
military –technical committee
Strategic Plans Division SPD
The SPD is tasked with daily management of
Pakistan`s strategic assets.
It has four main directorates
Operations and Planning Directorate
CCCCIISR, computerized command, control,
communication, information, intelligence, and
surveillance directorate,
Strategic Weapons Development Directorates,
The Arms Control and Disarmament Affairs
directorates
The Services` Strategic Forces Command
The third tier of command comprises the three
services` strategic forces command. Primary
responsibility of these commands is to exercise
technical, training, and administrative control
over the strategic delivery system.
Security of Nuclear Weapons Assets and
Facilities
Nuclear Weapon Security
PAL, Permissive Action Links, which require the
entry of code before the weapon explode.
Fissile Material Protection, Control,
Accounting
Since 1998, The SPD has been responsible for
conducting external audits on all nuclear
inventories and implementing regular and surprise
inspections at facilities.
Sensitive facility perimeter Security
Central responsibility for the security and
physical protection of nuclear facilities resides
with SPD.
Transportation Security
Personnel Reliability Program PRP
Security clearance, screening, Family,
education, political affiliations and inclination.
PNRA
Responsible for regulating all aspects of
radiation and nuclear energy.
PNRA has developed a five-year Nuclear
Security Action Plan NSAP, intended to
enhance safety and security for all nuclear and
radiation facilities and source.
