1. Planning and Coordination


 Coordinate and participate in the
planning for development and
implementation of ALS projects
 Prepare action plan/ district
implementation plan in coordination
with the ALS EPS I and Public Schools

5. Conduct of Learning Sessions


 Determine learning needs of learners
using the Individual Learning
Agreement (ILA) and then conducts
evaluation to determine the entry and
exit level of learners using the
Functional Literacy Test (FLT) and other

modules and other materials for at least 10
months in a year

1. Generate/Conduct preparatory and


post-program activities

Literacy Volunteers/ AGAP Volunteers (ALS

1. Advocacy and Community


Organization Mobilization
 Coordinate with community leaders to
identify potential learners and
organizes learning groups for Basic
Literacy Program and Accreditation
and Equivalency System.

 Advocate ALS programs and networks


with other Gos, NGOs, and other
peoples organizations for potential
support and partnership.
 Establish functional networking system.

2. Conduct of Learning Sessions at the


Community Learning Centers
 Organize a learning group composed
of fifty (50) learners or more.
 Determine learning needs of learners.
 Conduct learning sessions using ALS
learning modules and supplementary
materials for at least ten (10) months in
a year.

 Devise plans and implements them in

Primarily, the roles of School


Coordinators are:
 Helps implement strategic initiatives of
the district with regards to the programs
and projects of ALS
 Coordinate activities, particularly the
programs and projects of ALS, with their
respective stations

 Coordinate with the DALSC with


regards to information dissemination
and other tasks/functions required
 Participate in advocacy and social
mobilization activities
 Share skills and proficiencies towards
the success of program implementation
 Initiate projects in their respective
station in coordination with the ALS
district office

 The nature of instructional
supervisorship of a principal is the same
with the functions of an ALS-principal
consultant.
 More weight is given to instructional
supervision, advocacy & social
mobilization, and partnership &
linkages.

1. Some DALSCs are given teaching loads
in the formal system.

 Follow DepEd Order on Functions of


DALSC (see roles and functions of
DALSCs)

 Full-time DALSCs are DepEd formal
school teachers designated by the SDS
who take full-time load to coordinate
ALS implementation in the district and
conduct learning sessions for illiterates
and OSY children, youth, and adults, and
formal school leavers.

2. The existing performance appraisal
system for DALSCs and MTs does not
cover the necessary indicators.

 For BALS: the bureau must establish


performance evaluation standards
intended for mobile teachers and
DALSC

3. ALS implementers are not treated or
recognized in the same manner as the
formal education teacher.

 The term “teacher” shall also apply to


ALS teachers. Strengthen ALS program
implementation and mobilization for

4. There is no provision for the
construction of ALS CLC in the DepEd
building program.

 Provide allocation for the operations/

establishment of CLC in the barangay

1. Partnership within the municipality or
barangay for program implementation
and funding.
2. Schools may initiate ALS programs and
projects (A&E, BLP, InfEd, Livelihood) in
coordination with the DALSC.
3. Request for establishing a Barangay
Coordinator for ALS, aside from the
EdCom in the Brgy. Level.
