Functions
• Planning, Procurement, Implementation and
performance monitoring of
 CNS infrastructure required by ATS
 Electronics security equipments required for ensuring
security of passengers, aircrafts and airport
infrastructure and
 Miscellaneous equipments required for disseminating
flight related information and for the purpose of
passengers entertainment like PA system, CCTV,
FIDS etc.
Functions
• Nodal department to execute CNS-ATM agreement
between airport operator and AAI for upcoming new
airports/greenfield airports.

• Nodal department for CNS-ATM cooperation between


India and other countries.

• Issue of NOC for installation of CNS facilities.


Planning
• Replacement of existing CNS equipments based on
requisition received from Deptt. of CNS-OM.

• Augmentation of existing CNS infrastructure by adding


more equipments based on requirements projected by
Deptt. of Air Traffic Management.

• Induction of new technology

Regional CNS-P Setup

Objective

To act as a bridge between CNS-P Directorate in the


CHQ and the Regions with a view to achieve the
projected targets of CNS-P in prescribed time bound
manner and to remove hurdles coming in the way of
effective implementation of CNS-P Projects by clearly
understanding the nature of the hurdles and their
solutions.

Regional CNS-P Setup
Job description
• To monitor, closely, the progress of CNS Projects and
to take appropriate actions whenever he apprehends
that the project is likely to slip in time, in consultation
with regional/station officers/project officer appointed
by regional GM/Station-in-charge and CNS-P
Directorate in the CHQ.

• To submit periodical returns regarding progress of


CNS Projects in the region to CNS-P Dte. The said
returns should indicate the actions pending with CNS-
P Directorate/Regional GM/Station-in-charges/Civil or
Electrical Engineering or with any other agency. The
copy of the said return should also be endorsed to
RED & Regional GM.
Regional CNS-P Setup
Job description
• To take timely coordination action with various
inside/outside AAI department/agencies engaged in
execution of CNS Projects.
• To monitor critical events closely to avoid any delay in
their completion.
• Coordination for preliminary site survey for CNS
facilities.
• To coordinate activities like issuance of necessary
certificates by the ultimate consignees.
Regional CNS-P Setup
Job description
• To monitor the functioning of the equipments during and
after the warranty period and to send CNS-P Directorate
detailed brief of the persisting mal -functioning/short
coming of the equipments so that the matter could be
taken with the OEM /supplier .
• To apprise RED regularly about the progress of CNS-P
Projects in the region and also hold ups if any.
• Any other works assigned by the ED (CNS-P)/GM (CNS-
P).

Constraints
 Limited numbers of OEMs resulting oligopolistic attitude
by the bidders.
 Different technology adopted by OEMs is evaluated for
meeting the tender requirements.
 Evaluating voluminous technical proposals.
 Fast changing technology
 ICAO Annexure prescribe operational requirements for
the equipment and not the technology to be used.
Constraints
 Documents supplied do not contain full information
resulting in repeated queries.
 Delay on the part of the bidders in responding to
Technical queries
 Complaints lodged by unsuccessful bidders.
 Tender evaluation done by inter departmental team with
officers having other responsibilities.
 Fast technology update.
 Complexity of design and technology.

 Completion of civil and electrical works.
