The Department of Education (DepEd) is shifting its

gears in the implementation of the Senior High
School (SHS) Program and the government has
fueled the preparation by allocating the lion’s share
of next year’s budget to the department. Such
investment will truly pay off in spades in the future.

Bullying has been a silent menace that has plagued

many children for a very long time, but with the Anti -
Bullying Act now signed into law by President Benigno
Aquino III, schools nationwide are now empowered to
combat bullying and are given a clear picture on how
to curb the early onset of the culture of violence
among children

Argument 1 + proof + interpretation

History tells us how the power of the press became an effective tool
towards bringing about change. From the reform movement during the
Spanish time to the third quarter storm when the Marcos regime silenced
the press and hid vital information to the people. But the voices of Ditto
Sarmiento of the Philippine Collegian and Eman Lacaba of the The Guidon
of the Ateneo de Manila University sounded the loudest echoe and
trooped student-activists to Edsa to oust the dictator. A proof that the power
of campus journalism knows no limit– it can shatter even the strongest.
Argument 2 + testimony + interpretation

Today, their influences still ripple among us, the new generation of
campus journalists but our role has turned differently – to deliver
information that the people have the legal right to know. Education
Chief Leonor Magtolis Briones told in a press statement that this
task may be too heavy for some, but for a journalist who lives
with his mandate in RA 7079 or the Campus Journalism Act of
1991, it’s just as simple as full public disclosure of all school
transactions involving public interest to the school publications.
Counterproposition
Creating a culture of transparency, as what Secretary Briones
told, is an easy task. Rather than wasting many spaces in the
campus paper for school routine activities, a news story of an
official meeting and contract entered into by the school, an
editorial or commentary about research findings, and a three-
wide-five-inches deep article on school publication’s financial
statement, PTA expenditures, and School MOOE and local funds
expenses matter more. This is our share in strengthening people’s
right to know – too simple, yet exercises the highest form of
transparency.

Deped is banking so much on us in
strengthening freedom of information
and with the power of the pen, we can
simply do what is expected of us - just write
the history of a nation anchored on the
highest level of honesty and transparency.
After all, we are the nation’s builders and
our pens solidified its foundation.

The Anti -Bullying Law is more than just
words; it is a promise to every Filipino child.
It is a declaration that we will not condone
harassment, nor will we be bystanders in the
presence of intimidation. For so many
schoolchildren across the country, the law is
a lifeline. But it will remain as a law in
paper forever if we resist doing our share
in ending bullying.
Summary+ tie up + strike
The SHS program is the government’s bold step in
reversing the deteriorating trend of Philippine
educational system for the past years. With the
biggest allocation to be received by the
education department by next year, the picture
of quality Philippine education is made clearer.
It only takes DepEd to identify where the right
investment should go.
Poverty is a weapon of mass destruction.
