Management System (BGPMS)

What is BGPMS?
A mechanism which seeks to determine and
establish the level of performance of the
barangay government in the areas of
Administration, Social Services, Economic
Development and Environmental
Management (ASEE)
Legal Bases:
Article 10, Section 3 (1987 Constitution)
Sections 3, 16 and 17 (1991 LGC)
BENEFITS OF BGPMS
• Employs a self-assessment tool to yield the
status quo of the barangay in regard to:
a. compliance to laws and presidential
directives;
b. presence of facilities and equipments;
c. managerial and administrative capacities
of barangay officials; and
d. programs and projects being
implemented
• Serves as guide for the higher LGUs, the
national government and other service
providers to determine the kind of policy and
program intervention the barangay needs.

• Induces awareness leading to barangay’s


stimulation to improve its current
performance and productivity.

The Performance Area of Governance has been collapsed and merged


into Administration.

except: few indicators which were calibrated
to apply a weight

2. Performance Level/Index shall be graded


using a 4-Point Scale and color coded

Green Compliant to the minimum requirements of
0.75-0.99 4 the 1991 and other laws; Sustain the good
practice of the barangay governance
Blue Needs minor reinforcements as to the
0.50-0.74 3 compliance to the minimum requirements
of the 1991 LGC and other laws
Yellow Needs major reinforcements as to the
0.25-0.49 2 compliance to the minimum requirements
of the 1991 LGC and other laws

Red Non compliant to the minimum requirements of


0.00-0.24 1 the 1991 LGC and other laws; Needs prompt
action/intervention to expedite the current
performance level of the barangay
ROLES
SANGGUNIANG BARANGAY

 Organize the BGPMS Assessment Team;


 Present the State of Barangay Governance Report
(SBGR) to the people during Barangay Assembly;
 Use the SBGR in the identification and prioritization of
PPAs to be incorporated in the Annual Investment Plan;
 Furnish the Municipal/City/Provincial Development
Councils copy of their AIPs for possible funding of their
PPAs; and
 Furnish the DILG/Municipal Office a copy of its SBGR
BARANGAY ASSESSMENT TEAM (BAT)
 The Punong Barangay, thru an Executive Order, shall
create the BGPMS BAT.
Composition:
Chairperson: Punong Barangay/his representative
Members: Sangguniang Barangay members
Barangay Secretary
Barangay Treasurer
Civil Society Organization (CSO)
Representative
BAT Functions
Coordinate closely with the DILG Office on the
mechanics of implementation of the BGPMS;

Gather data using the Data Capture Form (DCF);


and

Analyze/prepare the assessment result.


MECHANICS OF IMPLEMENTATION

Team (BAT)

3. Data Gathering
- BAT shall undertake data gathering every January
of the year. The period to be assessed shall be the
immediate preceding year.

performance area;

2. Identification of gaps and issues; and

3. Intervention/s to be undertaken.
