Medina and Ancheta suggest that

degrees of evaluation range from casual
everyday observations and informal
inquiries to systematic and formal
investigations.

Observation
○ Information collects
from casual
conversation and
offhand remarks,
farm and home visits,
meetings and
individual discussions.
○ Involve review and
Informal analysis of information
obtained from records,
studies annual reports, checklists,
questionnaires, census
data and the like.

○ NFE worker should trained

for this type of evaluation
which should form a fairly
objective basis for judging
a program.
Formal ○ Scientifically planned and
carried out to provide
studies objective information as a
basis of assessment of the
achievement of objectives or
effectiveness of methods
used.

○ Interviews, questionnaires,
compilation of data by
different devices and form
collaboration with rural
sociologists and statistical
institutions.

Basic principles 1. Evaluation of NFE work should be well-planned and

clearly defined in scope as to what phase of a program is
useful in effective to be evaluated.
evaluation (Medina
and Ancheta)
2. NFE teachers themselves should take part in evaluation.
Self-appraisal helps those who carry out a program. It can
be usefully combined with appraisal by an outside person.

3. Everyday evaluation should be continuous and

integrated with the program development process form
its planning stage to the end.
Basic principles 4. Reliable and effective devices should be
useful in effective used.
evaluation
(Medina and 5. Evaluation should be more concerned with
Ancheta) the achievement of behavioral changes than
the number of participants, meetings, hours,
items prepared, etc.

6. Careful analysis and interpretation of

findings should be considered when an
evaluation study is being planned.

Education Situation analysis- evaluation starts with
Considered for an investigation of the situation before a
Evaluation program is initiated.

Program planning- evaluation helps to

relate a program to actual conditions, and to
adjust it to early needs during its progress.
Areas in
Nonformal Program action- what is being

Evaluation made?

Teaching methods- evaluation service as a

check on teaching method used.

Results- evaluation determines the extent to

which the objectives have been reached.

○ Decide to collect the information.
○ Plan how the information is being used.

asked and how should they be phrased?

4. Plan tabulation

relationships.
○ Persons and equipment needed for tabulation.

information and the sampling procedure.

6. Determine who will collect the information.

7. Train the interviewers to collect the information.

study and the major questions.

Evaluation is a fundamental part of the nonformal

education program. Every evaluation is a fundamental
part of extension/NFE program. Every extension
activity involves a conscious or unconscious appraisal
of progress and effectiveness. Evaluation of program
progress reveals strengths and weaknesses and
accordingly helps improve the program. To the NFE or
extension personnel, evaluation can provide
ratification by knowing the extent of the achievement.
