Background of the Study
• The general goal in assessing capability is to determine the ability of a
process to meet a set of specifications.

• By understanding the organizational capabilities, some measure of control

and predictability to capability evolution allowing organizations to take
action and provide an opportunity in maintaining both internal processes
and performance objectives (Fredette, 2009).

• Under RA 10360 , Davao Occidental Province was created. As a new

province in the Davao Region, the researcher would like to delve on the
capability assessment of the province in its technical, process and
organizational capabilities to serve its people in the locality.
Statement of the Problem
• What is the profile of the province departments and
offices?
• What is the level of capability assessment of
respondents in terms of:
1.1 technical capability
1.2 process capability
1.3 organizational capability?
Objectives of the Study

•At the end of the research process, the

researcher will be able to develop the
technical, process and organizational
capability model. Specifically, it aims to
assess the capability Davao Occidental
Province.
Scope and Limitation
• The study will be conducted covering the period April,
2019 to May, 2019 which progressively started from
conceptualization to its final presentation and
packaging. Samples will be taken from individual
employees of Local Government in the Province of
Davao Occidental. The study is limited only in one (1)
province. Only existing departments and
associations of the province will be included in the
study.
Definition of Terms:
• Technical capability – refers to the capability of the local govt. to
acquire new technologies and technical resources.
. Process capability – refers to the consistency of local government
relative to the customer requirements in terms of specification limits
of a service.
. Organizational capability – refers to the local government’s ability to
manage resources, such as employees, effectively to gain an advantage
over organizations.
 Hypothesis
The alternative hypothesis shall be based
on the assumption:
H1 : -None of the capability attributes
determine the social capability
assessment of Local Government.
Conceptual Framework
 Research Design
• This study used the Quantitative method of research. Creswell (2003)
emphasized that using quantitative research works on strategies of
inquiry like performing surveys, investigate and data collation on pre-
arranged instruments that will produce statistical data.
Sources of Data
• The respondents involved in this research study will be the of Davao
Occidental local government employees that include regular employees,
job orders and contract of service employees. The researcher in this study
will use primary research which involved first-hand collection of data
using survey questionnaires that would generate primary data for an
analysis of the study desired.
Data Gathering Instruments
• The researcher will select to formulate survey questionnaires
subject for content validity and reliability test by the experts
from the College of Development Management. After
validation and verification, the researcher will proceed to
gather information. During the pre-testing phase, two (2)
members from the officers and one (1) from general
membership will be randomly interviewed to analyze the
reliability of the questions which will be determined after
getting the result of the Cronbach’s Alpha. It is an index of
reliability developed by Lee Cronbach in 1951 to provide a
measure of the internal consistency of a test or scale.
Sampling Technique
•This study will utilize the Slovin's formula at
5% margin of error. This will allow the
researcher to sample the population with a
desired degree of accuracy. It will give the
researcher an idea of how large the sample
size needs to be to ensure a reasonable
accuracy of results.
Statistical Treatment
• To treat the data, the following statistical tools will be
used by the researcher:

Mean. This tool will be used to determine the level

of capability of local government in the province of Davao
Occidental.

Cluster analysis- this will be used to cluster the responses

of the survey. This will be used to group variables into
homogeneous and distinct groups (Tryfos, 1997).
