What is Individualized Learning Plan?

• An Individualized learning plan (ILP) is both a document and a

process that students use – with support from school counselors,
teachers, and parents – to define their career goals and
postsecondary plans in order to inform their decisions about their
courses and activities throughout high school.
• ILP is a teaching tool used to deliver a targeted educational
program to achieve appropriate learning outcomes for identified
students with specific needs.
What does an IPL do?
• An Individualized Learning Plan:
a. identifies the student’s individual needs and priorities for learning
b. outlines both short and/or long term educational goals for a student
and the actions, strategies, modifications and adaptations that will be
taken to achieve them
c. is a flexible living document that is reviewed and modified over time
d. assigns responsibility and accountability for implementing and
evaluating the plan
e. provides an ongoing record to ensure continuity of learning.
Who needs an Individualized Learning
Plan?
• ILPs are required for:
a. students receiving support from the Special Education Section
b. students in care
c. students referred to Student Support Services
d. students accessing support through the Indigenous Numeracy and
Literacy Consultant.
• ILPs are highly recommended for students who are not achieving
to their potential and students who are Indigenous.
What does the ILP entail?
• Information included in an ILP ranges from the student’s skills and
hobbies, to current and past activities, to grades and test scores. All
of this is compiled to guide the student’s decision making during
middle and high school so s/he can achieve his or her goals.
• It also contains the student’s name, age, date of birth, year level,
brief relevant background information, critical information
(medical, residential) and statement about the considered function
of the behavior if applicable.
An individualized learning plan should be:
• Flexible and oriented towards the learner’s future endeavors
• Focused on the learner’s potential and dynamics
• Adjusted to the student’s age and learning profile
• Holistic, but at the same time relevant to the learner’s education
and background
Structure of the Individualized Plan
The individualized learning plan is divided into four stages:
• Stage 1: The learner’s needs are identified and recorded, with the
cooperation of parents, instructors, consultants, and ILP experts.
• Stage 2: The curriculum undergoes the necessary adjustments, based on
the above mentioned needs, while educational goals are set on an
annual, long or short-term basis.
• Stage 3: The third stage includes the completion and implementation of
the Individualized Learning Plan, by determining what needs to be
taught, the priorities that should be given and the appropriate
methodology that should be followed.

• Stage 4:The final stage includes the monitoring and evaluation of

the individualized plan’s outcome, based on the initial goals,
which includes the assessment of the program’s effectiveness, the
creation of problem-solving strategies, and perhaps the
development of new goals, activities or methods.
Benefits of ILPs
It address the needs of students who require additional support or
an alternative or modified program, environment or curriculum.
An ILP ensures that schools fulfil their obligations in terms of
departmental requirements and accountability.
The ILP is a process to support the school and classroom teacher
in developing a meaningful teaching and learning program for
individual students.
An ILP promotes a collaborative process that has all team
members involved working towards agreed goals and
interventions.
An ILP assists schools in determining resourcing required
(materials and personnel).
An ILP provides a vehicle for sharing of information.
