STANDARD PRACTICE - CODE 5 REF. NO. 5.1

DEVELOPMENT GENERAL
OBJECTIVE

To provide Developers and Supervisors with basic general development guide lines to be
followed in the decline section in order to ensure maximum utilization of equipment available
in an efficient, effective and safe environment.

5.1.1 DEVELOPMENT END DIMENSIONS MINED

i. Declines or Ramps will be developed 4,5m high on the up dip reef side These ends will
be developed on survey lines and the standard gradient will be 8 to 10° from the horizontal.
The end will be mined 4,5m wide, and the survey line will be carried as the centre line.

ii. Roadways will be developed at the same dimensions as the declines. The roadway gradient
will be 3 to 4° above or below strike as determined by the survey lines.

iii. Advance strike drives (ASD’s) will be developed at 3,8m high on the up dip reef side
and 3,5m wide. Survey lines will be carried as centre of the end.

iv. Reef raises will be mined at 2,0m wide by stoping width (i.e. ± 150 cm ). Survey line will
be installed as the centre line of raise.

v. Return air ways will be blasted from the UG2 to the worked out Merensky horizen as per
ventilation requirements. ( Chief Ventilation Officer to acknowledge by signature) The
standard size will be 2,0m high and 2,0m wide. The inclination of the end will determine the
mining method to be used - Survey lines will be carried centre.

vi. Where development end faces will exceed 150m from the decline loading points it is
necessary that a reverse loading bay be blasted. These will be cut on the up dip side of the
Roadway or ASD to ensure sufficient height for the loader (LHD) to tip into the dump truck.
The surveyor will prepare a layout which must be approved by the Business Area Manager.
(if blasted without authorization no payment will be made to the developer ) Under normal
conditions not more than three bays will be cut in any Roadway (i.e. 75 metres apart) and not
more than one bay in any ASD (i.e. 150 metres apart).

vii. Strict control must be maintained regarding the following of Survey lines in ends and the end
dimensions where machinery will travel in order that the required machine to sidewall
clearances are achieved.

5.1.2 DILUTION CONTROL

i . The complete round in development ends i.e. ASD’s, Roadways, Ramps and Declines will
be drilled by the drill rig. (See sketch) the nine hole cut will be drilled in the waste cut .

ii. The Shift Supervisor will ensure that holes are marked and drilled in such a manner that
between 30 and 50 cm of waste remains below the bottom reef contact when the first cut
of the round is blasted. The cut will be drilled on alternate sides of the centre line for each
round.

iii. The waste blasted on the bottom cut will be loaded out completely and trammed as waste
before the reef cut is blasted and trammed as reef. The Geologist will monitor ends blasted
regularly (weekly).

iv. When Roadways or ASD’s are broken away out of declines the full round will be blasted
for 15 metres on either side of the decline. All rock loaded during this phase will be
trammed as waste. The Mine Overseer and Shift Supervisor will ensure that these
breakaways are planned on a monthly basis to cater for overall reef requirements for each
month.

v. Blasting of the full round in one cut will only be permitted with the written authorization
of the Business Area Manager.

vi. The Miner will ensure that rebar is within 1,0 m from the face before he charges up or
blasts any of the cuts.

5.1.3 MARKING AND DRILLING

i . Each end will be barred by the mobile Scaler and the roof bolts drilled and installed after
each blast has been cleaned. Roofbolts will be installed as marked by Developer and as per
the standard pattern. Additional bolts will be marked and installed 50cm away from and
1,5m apart on either side of any slip, dyke or fault.

ii. The development Team Supervisor will test for methane, ensure roofbolts are in, check
hangingwall and sidewalls, paint in the survey and drilling grid lines and see that sockets
are washed and plugged. This work will be done as permitted by the concessions and he
will have a valid signed token in his possession.

iii . The Developer will examine and account for all sockets by signing form (R/No. 5.1 ©),
prepared by the Developer who marked off and blasted the previous round. Refer
Reg. 9.38.3. ©. The Developer marking off the previous round will clearly indicate
all holes marked off and charged up.

iv. Form (R/No. 5.1 © ) will be made out in duplicate and handed to the Shift Supervisor
at end of shift. The original will be taken back underground on the next blasting
shift for examination purposes and returned at end of shift for filing with the duplicate.

iv . The drill rig operator will ensure roof bolts are up to date, a pump is available to pump
water in down grade ends and commence drilling. He will report his whereabouts to the
Radio Controller before entering the end to be drilled (i.e. while aerial to do so is still
available). Any machine problem or Sub - Standard condition which prevents him from
being able to drill the end will be reported to the Radio Controller immediately in order
that corrective action can be taken.

v. Each drill rig operator is expected to complete at least two (2) x 4,0m rounds per eight
hour shift.

vi . The Shift Supervisor will by personal inspection ensure that the breaking achieved is
satisfactory by examining socket pattern and depth. He will take immediate steps to
rectify breaking if socket depth exceeds 10cm.

vii . The number of holes per bit, per rod and per shank achieved will be recorded daily by the
TM3 clerk. The Mine Overseer will prepare a monthly summary of metres achieved per
consumable item. No drilling consumable will be issued unless exchanged or written
proof exists signed by the Shift Supervisor that it has been stuck in a drill hole.

viii. Drill rigs will be parked in the designated bay at the end of the shift by the operator unless
he has received instructions to bring the machine to surface workshop for repair or a
service.

ix . Persons will not be allowed to stand in front of the drill rig whilst it is drilling. Should it be
necessary for any reason for persons to move in front of the rig the operator will stop
drilling.

x . During drilling the drill rig operator will be equipped with and check on his Tri - tector
and methanometer. He will test before he starts drilling. He will test after centre cut hole
is drilled. Should any methane be found during testing he will switch off the machine,
leave the end, remove all persons present, close the barrier chain and inform the Team
Supervisor, Miner, Control Room and the Supervisors. He will monitor his methanometer
frequently throughout the shift whilst drilling.

xi . Raises and ventilation ore passes will be drilled with hand held Seco 215 machines. In the
case of raises the machine will be operated by one man who will receive payment according
to lightweight operator rates. In the case of the ventilation return airway drilling will be
done with two operators who will be compensated as per normal development operators
schedule.

xii. The marking and examination of these ends will be done as per normal conventional mining
practice.

5.1.4 CHARGING UP AND BLASTING

i . Once drilling has been completed the miner will examine the development end and have
the face, hangingwall and sidewalls barred if necessary using a pinch bar of adequate length
or the scaler.

ii. The development Team Supervisor or Miner will check for methane . Once tests have been
done the Developer can instruct Cheesas and Team Supervisor to commence charging up as
per the concessions.

iii. Making use of a utility vehicle the Cheesas will insert fuses into holes by means of a wooden
charging stick. Bottom holes in down grade ends will be charged with magnum explosives
and a made up primer using a 6D fuse. All other holes in the round will be charged up with
8D fuses and anfex. The correct size anfex Lategan Loader will be used with normal anfex.

iv . The required number of primers will be made up by Cheesas on instructions from the miner.
He will ensure correct tools and equipment are used and that the task is performed as
permitted by the concessions.
v . Timing will be done using slow igniter cord and a 60 minute stay - a - lite will be fastened
to the initial cut hole. Plastic protective sleave will not be removed until light up time.

vi . Before lighting up stay - a - lite the plastic protective sleave will be removed and standard
methane tests will be done. Light up time will be as laid down in the blasting schedule .

vii . Initiation of the stay - a - lite will be done by means of a M - Lighter which will remain in
the developer’s possession at all times. When not with him it will be locked away or on
charge.

viii. The developer will ensure that all persons are removed from each end to be blasted and
that barrier chains across each end with the appropriate notices displayed are closed after
lighting up any delay fuses.

ix . All explosives remaining after charging up is completed will be locked away in the approved
boxes or containers.

x . Developer will give word to Stoper concerned by signing his book once ends have been
“lit up” . He will proceed to surface “sign off”, record rounds blasted together with cuts
taken, time lit up and report to the Shift Supervisor.

CYCLE OF OPERATIONS

1 . Development ends will be loaded as requested by the production team. This work will be
done under the control of the Tramming Shift Supervisor.

2 . Planning of tasks to be performed in development ends for the particular shift will be done
by developer at the start of the shift with his team i.e.

3 . Activities planned will be dependant on work required in ends, cleaning reports, support
and previous shifts preparation.

4 . Ends will be loaded during cleaning shift and production shift. Where necessary Tramming
Shift Supervisor will ensure blasted ends are examined by a blasting certificate holder as
permitted by the concessions.

CYCLE OF OPERATIONS

5 . It is the responsibility of the production Shift Supervisor and his Developer to ensure there
are sufficient equipped ends available to mine the planned call daily.
