The Principle Of Subsidiarity
- Cooperative sector will initiate & regulate within its
own ranks the promotion, organization, training,
research, audit & support services relating to co-ops
with government assistance when necessary.

HUD Cooperative shall:
1. Dedicate themselves to ideals committed to the total development of man & the conservation of
resources for sustainable development
2. Be organized on felt needs & their development anchored on the efficient utilization of private &
communal resources
3. Serve as stewards of natural resources both land & marine-based to maintain ecological balance
4. Promote & practice social accountability
5. Promote Islamic values to enhance active members’ participation
6. Revive & promote Islam’s symbol & stature that will strengthen Muslim identity, elevate his dignity, self-
respect, & broaden his social involvement & deepen his spiritual commitment

HUD Cooperative shall:
7. Pursue Islamic social goals & make decisions based on Islamic Shari’a to foster just & harmonious
relationship among members
8. Enhance to resolve conflicts – social, political, economic, & cultural – according to the examples of the
Prophetic Hadith
9. Take an active leadership role in the community which shall promote unity, justice, peace & stability
10. Unite Muslims to work towards the attainment of genuinely free Islamic society, economic stability &
social justice.

Definitions of
Cooperatives
This presentation aims to define & distinguish cooperative
with other types of doing business.
What is Cooperative?
A cooperative is an autonomous & duly registered
association of persons, with a common bond of
interest, who have voluntarily joined together to
achieve their social, economic, & cultural needs &
aspirations by making equitable contributions to
the capital required, patronizing their products &
services & accepting a fair share of the risks &
benefits of the undertaking in accordance with
universally accepted cooperative principles.

SERVICE ORIENTED
● Cooperatives are organized to serve their
members by providing them the goods
and services they need at cost.
● Members join cooperatives because they
need the services cooperatives offer.
● Cooperatives, however, are not charitable
institutions. Coops are neither for charity
nor for profit alone.
COMMUNITY ORIENTED
● Cooperatives work for the welfare of the
members but at the same time integrate
themselves into the life of the community.
● By this very nature, cooperatives strengthen
not only the economic but also the social
base of the communities in which they
operate.
PEOPLE ORIENTED
Cooperatives are not merely
economic instruments concerned
with dividends & related economic
& financial returns. They are,
above all, instruments of change for
total human development.
OWNED, MANAGED & PATRONIZED BY MEMBERS
● Ownership is necessary in order for the
members to have full authority to
manage and control their cooperative.
● It must depend on the patronage of
members & not from non-members
although in some cases patronage from
non-members may be allowed for
reasons of business viability & service to
the community.
BUSINESS ENTERPRISE
● Cooperative business is real
business. Patronage of goods &
services cannot be maintained
without good management &
efficient service.
● Cooperatives must generate net
savings to be allocated to members
at the end of each year.
THEY DEVELOP BEST THROUGH SELF-HELP & MUTUAL HELP

● Assistance from outside, whether


technical or financial, must not stifle
but stimulate initiative, self-help and
self-reliance.
● Principle of subsidiarity – government
& non-government organizations must
not-interfere in the purely internal
affairs of cooperatives, taking care
that they preserve their autonomous &
independent nature & character.
THEY SERVE BEST WHEN THEY ANSWER THE REAL
& FELT NEEDS OF THE MEMBERS
● It is important that the real needs of
the members are identified and
recognized before any cooperative
is organized.

This will ensure that the members will participate


in the activities and to patronize the business of
their cooperative whose services they really need and they feel they need.
THEY DEVELOP BEST FROM BOTTOM TO TOP

● Organizationally, their development


should be from the primary level to
the secondary & then to the tertiary
& up to the apex.
● Geographically, they should
develop from the purok, barangays
to the municipal, provincial, regional

THEIR DEVELOPMENT IS ENHANCED THROUGH MULTI SECTORAL
APPROACH

This approach involves the


participation of all sectors in
the development of
cooperatives in all levels, both
organizational & geographical
