The WPD 2019 may be divided into two parts namely

 Mobilisation Fortnight (Dampatti Sampark Pakhwada)


from 27th June to 10th July

 Population Fortnight (Jansankhya Sthirita Pakhwada)


from 11th to 24th July; It may be called as Parivar Vikas
Mela fortnight

AWARENESS GENERATION
Following messages should be covered
as part of awareness generation:
 Delaying age at marriage
 Healthy spacing at birth
 Post partum family planning,
 Male participation in family planning,
 Post abortion family planning
• A dedicated room for Family Planning Clinic with a
dedicated team to run the same, so that the service
providers within the hospital (all OPDs, wards etc.) and
peripheral health units can refer clients who would then
get full attention, importance, privacy and prompt service
provision. Auxiliary Nursing Midwife/ Integrated Counselling
testing centre (ANMs/ICTC counsellors/ Public Health Nurse
(PHN’s) and other trained medical and para medical
personnel can be posted at these desks. Sufficient publicity
through signage’s, announcements etc. for these services
should also be arranged so that there is full utilization of
these services. Record of clients counselled should be
maintained for client follow up and outcome monitoring.
Male FP Window/outlet/corner shuold be functional in all
hospitals of Delhi. A couple centre is also desirable
alternative to this arrangement.
• Showcasing the family planning choices at prominent
locations in the hospital.

• Availability of all Family Planning Equipments and Logistics


at the Family Planning Clinic, labour room, operation
theatres, casualty and other relevant locations within the
hospital should be ensured through timely indents so that
uninterrupted services are delivered.
Publicity
(i) Family Planning Logo with new tagline should be put up in prominent
places of the facility, if not already done.
Wall Painting to be done depicting the family planning logo and family
planning messages.
(ii) Display of IEC material at all prominent locations in the hospital premises
about (a) Need for effective Family Planning, (b) Various services available in
the hospitals with respect to Family Planning etc. (c) Some material will be
provided by respective Chief District Medical Officer (CDMO) offices uniform
creatives would also be provided.
(iii) BCC activities like FGDs, Health Talks, Nukkad Nataksetc. can be
organized.
(iv) Scientific Academic exercises like Quiz, CME, updates, etc should be
undertaken. During these exercises, the outstanding performances with
respect to RMNCH+A activities during pakhwadas/during 2018-19 may be
identified, recognised and felicitated. CMEs should cover newer
contraceptives, schemes strategies, etc
• Designation of a separate Operation
Theatre and team to provide sterilization
services for operationalization of “Family
Planning Operation Theatres” where Female
and Male sterilisations(FS &MS) are to be
done during the Jansankhya Sthirta
Pakhwada throughout working hours on all
day. All service provision and
documentation is to be ensured as per latest
guidelines.
• Fixed Day Services/camps as per guidelines in coordination
with respective CDMO’s/District Nodal Officers).

• Thrust on Post-Partum Family Planning: needs to be


given through promotion of Post – Partum Sterilization
(PPS) and Post – Partum Intra Uterine Contraceptive
Device (PPIUCD) to cover the enormous unmet need in
this category of clients. At least during this fortnight, we
can ensure that most/maximum institutional deliveries
are covered with one or the other method as per choice
of client before discharge from Hospital. The same thrust
should be given on Post Abortion Family planning in line
with the new Family Planning Scheme.
• Thrust on Male Participation: The programme
entails ongoing thrust on Male Participation in
Family Planning. Hence, Boys, Husbands and
other male members in families must be
involved in counselling, decision making in
reproductive health issues. No Scalpel
Vasectomy (NSV) must be promoted in eligible
couples with completed families. Recently
trained service provider must be get
empanelled.
• Convergence with AYUSH: As already informed, the
concept of convergence with AYUSH for FP was rolled out
through a State Level Workshop dt. 25.03.2015 and
refreshed during workshops in Jan 2019 At this important
juncture, a boost can be given to this endeavour by:
a) Actively involving AYUSH Medical Officers (M.O’s) in all
above activities.
b) Further, strengthening the professional bond among
the two disciplines for ongoing joint efforts.
c) Recognising efforts and achievements of AYUSH
officers also.
• Convergence with DSACS: As already informed, ICTC
counsellors have been trained in FP counselling during the
year 2017-18. Hence, they should be roped into the campaign
as also utilized for demand generation for FP round the year.
During the recent review meetings, with these personnel,
convergence was strengthened and should lead to good
performance by them.
• Documentation

(a) Daily reporting of Intra Uterine Contraceptive Device


(IUCD), Male Sterilization (MS) and Female Sterilization (FS)
is required during the Pakhwadas. [daily by 4PM.(cases done
after 4PM should be included in next day’s performance)].

(b) Comprehensive Reports & Utilization Certificates
(Physical & Financial reports) should be submitted to
respective CDMO offices within 15 days of conclusion of the
pakhwadas.
