 In 2010, the AFP launched the
Internal Peace and Security Plan
(IPSP) “Bayanihan”
 Two Strategic Approaches

BACKGROUND
 Current Operational Environment:
 Strategic transition after more than 4 decades of
insurgency
 Road map for peace with all peace-inclined armed
groups had been laid out
 Still saddled by the threats from the Abu Sayyaf Group
(ASG) and other terrorist groups
 The socio-politico-economic concerns driven by
structural problems in Philippine society still persist:
 ASG and other terrorists have local support
 Vulnerable to insurgents’ exploitation

STRATEGIC ASSUMPTIONS
1. No escalation of conflict in the Asia-Pacific region that would require
the redeployment of majority of the AFP forces.
2. No foreign armed aggression or invasion of the Philippine territory that
would endanger territorial integrity and sovereignty.
3. No significant change in the policy environment that will impact on the
role and mandate of the AFP and how the government addresses the
different threats.
4. The government will continue to pursue the peace process with the
CPP-NPA-NDF, MILF, and MNLF.
5. Inequality and political issues will continue to be exploited by some of
the armed threat groups to gain popular support for their armed
struggle, despite the peace process.
6. The campaign against illegal drugs will remain a priority thrust of the
government. 14

“DEVELOPMENT SUPPORT OPERATIONS” A broad term that refers to
AFP operations and activities conducted to promote and sustain internal
stability in support of civil authorities and other stakeholders and foster the
foundation for inclusive economic and human development of the Filipino. It is
focused on support to nation-building, support to law enforcement authorities
in the fight against criminality and illegal drugs, civil military cooperation,
peacebuilding and advocacy, and application of military forces against 18
terrorists and other armed threat groups
