DDU-GKY, a Placement linked skill development program
into an economically Sole earning member supporting his aged parents, wife and 2
yr. old child from Thrissur, Kerala. He quit his low paying job at a
independent restaurant to get trained in Housekeeping under Hospitality
- as a family sector.

DDU-GKY - Features
• Placement linked Skill Development Program with minimum 70% placement
• Targeted at Rural Poor Youth of age group 15 to 35 years using SECC data
• Mandatory coverage of SC & ST (50%), Minority (15%) and Women (33%) of candidates
trained
• Implementation through Project Implementation Agencies (PIAs) in PPP mode
• PIA selection through online appraisal process
• Training programs in NSQF courses aligned with Common Norms notified by Govt.

Mobilization of candidates
• Training in NSQF aligned courses under NCVT, SSC and other recognized standards
• Minimum duration of training- 576 hours
• Trainers to be certified

• Training on domain skills and non domain skills (Soft skills, Basic spoken English and IT
awareness)

Role of State Government
• Establish Skills team at State, District & sub-district level

• With PRN, PIAs can apply for projects 24X7 round the year in prescribed application
format supported by documentation.
• 3- stage project appraisal in a time-bound manner- 10 days for Initial Screening, 30
days for Qualitative Appraisal and decision by PAC in 30 days
• Projects shortlisted by PAC sanctioned by States from its approved Action Plan
targets.

Fund release in DDU-GKY
• Action Plan with a defined skilling target prepared by States for a period of 3
years
• Empowered Committee for NRLM in Ministry approves Action Plans for each
State
• Funds are released as Grants-in-Aid to State in installments against Utilization
certificate and Audited financials
• Funding pattern- Central and State share in project funding-
• 90 : 10 (North East & Uttarakhand, Himachal Pradesh)
• 100% in J&K
• 60 : 40 in all other states
• States release project funds to PIAs in 4 installments against specified
milestone achievement on training, placements and fund utilization

Elder son of a poor farmer from UP, he could not continue his studies after Inter. While he started Daughter of a poor fruit vendor, who sold seasonal fruits, she had to stop her studies due to financial
work as a laborer, he wanted to build a better life for his brothers and sisters constraints
And she did not have either the education or the confidence to change her life
This motivated him to join MoRD’s Placement linked Skill Development program in hospitality
This is when she joined MoRD’s Placement linked Skill Development program in retail sales
Today, he works at Sankalp Hotel, Nalgonda District, Hyderabad
Today, she works in Raws Enterprises in Nagaon, Assam
He was placed as a steward first, but has now grown into the role of Cook, earning a handsome Rs. She earns a monthly salary of Rs. 8,500/- and is now the proud bread-winner of her parental home
