INTRODUCTION
The tourist arrivals in Legazpi
City grows every year due to its
successful campaign and
continuous initiatives that showed
off impressive results. On 2018,
according to DOT, Bicol has
reached nearly one million
tourist arrivals since January
(Dematera, 2018).

Tourist friendly destination is an approach to
addressing the concept of customer-oriented. It means
the tourists will choose a destination when guided by
a desire to learn, to explore new experiences, and
expand their meaning of life through the experience
of travel (Lipman, 2007 cited by Anuar et al., 2012).

A tourism destination becomes competitive when its
transportation system is deemed to be of high quality,
efficient, reliable, clean, and punctual in taking and sending
tourists (passengers) to the desired tourism destination.
One indication of a friendly infrastructure is quality of
transportation systems which include road, airport, boat,
ferry and so forth.

universities, disaster areas, unique architecture and so on.
Some attributes of a tourist friendly city include having
quality level of maintenance in the structures and tourists are
given priority for various types of accommodation.

In tourist friendly destination concept, the following
attributes are used: tourists’ perception of whether
the tourism destination is nearby or isolated, tourists’
perception of the obstacles encountered on the way
to the tourism destination, tourists’ perception of the
difficulties, facilities and services at the tourism
destination.
PROBLEMS AND OBJECTIVES OF THE
STUDY
This research will explore the impacts of ordinances and policies on the quality of
tourists’ stay in Legazpi City. Specifically, it aims to attain the following objectives:
1. To determine the policies and ordinances that affect the quality of tourist stays in
Legazpi City along:
a. transportation;
b. accomodation; and
c. tourist attraction.
2. To identify the problems along the three aspects that affect the quality of stay of
tourists; and
3. To cite recommendations on how to maintain and improve the tourism in Legazpi
City.

In the paper of Vizconde (2012), he evaluated the facilities and
services offered by the tourist destinations affecting the influx of
tourist in Batangas. He proposed a development program which
maybe implemented by the Batangas Tourism Office and
Lyceum of the Philippines University -College of International
Tourism & Hospitality Management. It was concluded that
Batangas is visited due to the affordability of the tourist
attractions and destinations including the amenities offered. Both
local and foreign tourists were satisfied and enjoyed visiting the
beaches.

METHODS
oIt will utilize the descriptive research design. It involves the
collection of data from responses of foreign and local tourists.
oResearchers will conduct a survey to tourists in Legazpi City.
Respondents include a combination of local and foreign tourists
staying in hotels and visiting tourist spots.
oPurposive sampling will be used. This is in order to ensure that
responses that will be collected are valid and relevant to the
needed data for the attainment of the research’s objectives.
METHODS
oThis study will utilize a survey questionnaire
prepared by the researcher. The instrument is
composed of two parts.
oAside from this, the researcher will also make
use of oral interview aided by an audio
recording. This will then be transcribed to serve
as supplementary data.
