encountered by the PNP in their “Oplan Tokhang” in District 6th

Conclusion
■ In terms of Strategies on the level of implementation of PNP’s

“Oplan Tokhang”. The police department regards to their

performance when it comes to Oplan Tokhang had the

highest mean of 4.78 when it comes to strategies. This may mean

that it is done wisely and performed by the police officers.


Conclusion
■ The accepting of the person who is willing to undergo

voluntary rehabilitation receives the lowest mean when it

comes to strategies and has a mean score of 4.43. It implies that

refusal of drug surrenderee to continue the rehabilitation

program has effect with the strategies done by the PNP

personnel in implementing “Oplan Tokhang”.


Conclusion
■ In terms of coordination on the level of implementation of PNP’s “Oplan

Tokhang”. The Police Officers get along with fellow personnel,

cooperate and respect the rights of other personnel, had a highest

mean of 4.86 when it comes to coordination. It shows that the Police

Officers is well-coordinated and do not have a hard time to deal and to

cope up with every problem they faced.


Conclusion
■ The Police departments operate as entities unto themselves,

with few cooperative relations to the community had the

lowest mean of 3.50 when it comes to coordination. It shows that the

Police Officers have difficulty to communicate with the community

members when it comes to the implementation of PNP’s “Oplan

Tokhang”.
Conclusion
 In terms of number of persons arrested and surrendered on the level of

implementation of PNP’s “Oplan Tokhang”. The Police Officers

accepts persons who surrendered undergo programs under

Oplan Tokhang had the highest mean of 4.12 when it comes on the

number of person arrested and surrendered. This may mean that the

community have moderately affected in the techniques done by the police

personnel.
Conclusion

 The Police Officers accepts suspected drug users and

pushers that had surrendered had a lowest mean of 3.36. It

revealed that person voluntarily surrendered to undergo programs

under “Oplan Tokhang” was attainable compared to numbers of

suspected drug users to undergo programs under “Oplan Tokhang”.


Conclusion

■ In terms of Administrative Implementation on the problems encountered

by the PNP. The Police Officers had no standalone policy that can

solve the problem on drugs had the highest mean of 4.35. It shows that

the personnel is well- coordinated and do not have a hard time to deal and

to cope up in every struggles they are facing.


Conclusion

■ The police officers are not reliable in conducting

Oplan Tokhang had the lowest mean of 1.30. It shows that

the Police Personnel are trustworthy in solving problems on

drugs especially in conducting “Oplan Tokhang”.


Conclusion
■ In terms of Operational Implementation on the problems encountered by

the PNP. The Police Officers had a hard time in conducting

Oplan Tokhang because some of the suspected drug users and

pushers escape during the conduct of Oplan Tokhang had the

highest mean of 3.49. This may mean that the personnel can easily cope

up and deal with their problems.

■ The Police Officers feel scared because some of the

suspects we encountered have guns had the lowest mean of

2.79. It shows that the conduct of “Oplan Tokhang” had an effect to

the PNP personnel.

■ The relationship of the level of implementation of PNP’s “Oplan Tokhang” to the

Problems encountered by the PNP in terms of administrative implementation. It

revealed that the null hypothesis was accepted. It means that the level of

implementation of PNP`s Oplan Tokhang in term of strategies, coordination and

number of person arrested and surrendered has no significant relationship to the

problems encountered by the PNP in terms of administrative mplementation. It

shows that the Police Personnel has its own function and guiding principles since

they are the one who implement with regards to “Oplan Tokhang”.
Conclusion
■ The relationship of the level of implementation of PNP’s “Oplan Tokhang” to the

Problems encountered by the PNP in terms of operational implementation. It

revealed that there are factors that affects te level of implementation of PNP in

conducting “Oplan Tokhang” such as lack of equipment that would help detect illicit

drugs, limited man power capability to patrol in the respective community, lastly, the

passive attitude of the Police Personnel among the members of the community that

leads to struggle in apprehending person who are involved in illegal drug activity.
Conclusion
■ The level of implementation of PNP’s Oplan Tokhang in terms of strategies, coordination

and number of persons arrested and surrendered has no significant relationship to the

problems encountered by the PNP in terms of administrative and operational

implementation. This may denote that the factors that assess the level of implementation

of “Oplan Tokhang” such as strategies, coordination, number of persons arrested and

surrendered are not suitable in dealing the problems encountered by the PNP Personnel

due to the fact that there are instances that the assessment of PNP opposes the problems

encountered by the PNP such as the efficiency of the PNP Personnel.


Recommendation
 To the PNP, as an organization they should enhance the

effectiveness of police officers and implementation of human-

rights related programs, share information and best practices on

human-rights based policing and provide guidelines on how to

implement human rights-based policing initiatives that

complement or support Oplan Tokhang.


Recommendation

 To 6th District Police Officers they should focus on a number

of trust-building activities. Emphasizing the need for hard

talks like open forum about race and policing in connection

with other government agencies.


Recommendation

 Consider the potential consequences of crime fighting strategies

for resident trust, track the community’s level of trust through

annual community surveys and should use residency incentive

programs to encourage officers to reside in public housing to

improve citizen-police exchanges and public safety.


Recommendation
 To the community members in District 6, Province of Cavite,

they should actively involve in community activities like

attending seminars regarding drug related programs such as

PNP Human Rights Development Program and develop

community organization and mobilization.


Recommendation

 To the Criminology students, to educate them on certain issues

related to the drug operations. Specifically, raise awareness by

providing students with information about different participant

role and group mechanisms involved in drug related programs.


Recommendation

 For future researchers, it is recommended that the study be

done in wide scale of population to secure more reliable

conclusion. Also the researcher should have sufficient time

and reliable resources in conducting a job.
