drugs, limited man power capability to patrol in the respective community, lastly, the
passive attitude of the Police Personnel among the members of the community that
leads to struggle in apprehending person who are involved in illegal drug activity.

■ The level of implementation of PNP’s Oplan Tokhang in terms of strategies, coordination
and number of persons arrested and surrendered has no significant relationship to the
implementation. This may denote that the factors that assess the level of implementation
surrendered are not suitable in dealing the problems encountered by the PNP Personnel
due to the fact that there are instances that the assessment of PNP opposes the problems
