WHAT IS THE BARANGAY GOVERNANCE

PERFORMANCE MANAGEMENT SYSTEM?

The BGPMS is an assessment tool that


measures the barangay’s delivery of
services and accomplishments in
relations to their functions as mandated
in RA 7160 and other related issuances.
Legal Bases of BGPMS

The 1987 Philippine Constitution in Article


X, Section 3, mandates that “Congress shall
enact a Local Government Code which shall
provide a more responsive and accountable local
government structure instituted through a
system of decentralization…allocate among the
different LGUs their powers, responsibilities and
resources, and provide…powers…functions and
duties of local officials xxx.”

WHY MEASURE BARANGAY GOVERNANCE
PERFORMANCE?

To determine and assess their level of


compliance to the Code and other laws,
especially in the identified service areas through
the BGPMS scoring and rating system; and

To improve the quality of policies and programs


based on the problems identified and defined
by/per service area.
Scope and Focus of the BGPMS

The BGPMS shall FOCUS ON the


following priority performance areas:
1. Governance;
2. Administration;
3. Social Services;
4. Economic Development; and
5. Environmental Management.
These performance areas are further subdivided into several
service areas as shown below:

Through the BGPMS, we easily determine


the presence and absence of:
 barangay compliance to laws and
presidential directives;
 facilities and equipment;
 managerial and administrative
capacities of barangay officials; and
 programs and projects being
implemented.
FOR
NATIONAL GOVERNMENT/
POLICYMAKERS

 Serve as basis in formulating policy that


would rationalize assistance to barangays.
CITY/MUNICIPAL GOVERNMENT

 Be apprised of the present state or level of


performance of its component barangays and thus
be guided in the formulation of integrated policies,
plans and programs that would lead to the
barangay’s efficient delivery of basic services and
effective discharge of its functions and
responsibilities; and

 Be provided with vital data/inputs in the


accomplishments of the data requirements of their
own LGPMS.
BARANGAY GOVERNMENT/ BARANGAY OFFICIALS

1. Raise awareness of the barangay government and


barangay officials on their state or level of performance
viz-a-viz the following;
- Benchmark information/data generated necessary for
the preparation of plans and budget as well as
crucial in the assessment of their skills and training
needs; and

- identified presence or absence of services and


facilities which serve as guide in enhancing the
delivery of service to their constituents.

2. Promote transparency and accountability in barangay


governance through compliance to laws and other
issuances
COVERAGE

Initially, BGPMS will be implemented in 2011 in


one barangay per city and municipality with a total of
1,634 barangays nationwide.

The number of barangays implementing BGPMS


will increase annually until 2014 to ultimately cover all
the 42,025 barangays.
I. Creation of BGPMS Barangay Assessment Team

The Punong Barangay thru an Executive Order or the Sangguniang


Barangay thru a Resolution shall create the BGPMS Barangay
Assessment Team with the following composition and functions:

A. Composition:

Chairperson : Punong Barangay or his/her


designated representative
Members : Three (3) Sangguniang Barangay Members
(Chairs of Committee on Ways & Means and of
Education & Livelihood and the Sangguniang
Kabataan Chairperson)
Barangay Secretary
Barangay Treasurer

I. Creation of BGPMS ….

B. Functions :

 Coordinate closely with the DILG City/Municipality Office


on project implementation;
 Gather data using the data capture form (DCF);
 Assign point score using the BGPMS Scaling System;
 Analyze the assessment result;
 Prepare and present the State of Barangay Governance
Report (SBGR) to the Sangguniang Barangay and the
Barangay Development Council (BDC); and
 Furnish one (1) copy of SBGR to the respective DILG
City/Municipal Office and City/Municipal Mayors.
II. Orientation of BGPMS Barangay Assessment Team

After the creation of the team, the DILG C/MLGOOs, in


coordination with the concerned City/Municipal Officials and other
agencies, shall orient the members of their functions and
requisites of the project.

III. Data Gathering

The BGPMS Barangay Assessment Team shall undertake the


data gathering every January of the year. The period to be
assessed shall be the immediately preceding year.
IV. Data Processing and Analysis

Data processing and analysis shall focus on the following:

1. Level of performance by the barangay per area;


2. Identification of gaps and issues; and
3. Intervention/s to be undertaken.

V. Preparation of State of Barangay Governance Report (SBGR)

The BGPMS Barangay Assessment Team shall prepare the


SBGR. This is a brief report that includes the following:
• Preliminaries
• Executive Summary
• Report Findings on the Performance Area
• Conclusions (based on findings per performance area)
• Recommendation/s
• Attachments
VI. Conduct of Exit Conference
An Exit Conference with the members of the Sangguniang
Barangay, Barangay Development Council and the City/Municipal
Planning Development Council or their representative shall be
conducted by the team to present the SBGR and to discuss the
gaps, priority concerns, interventions to address identified issues
and problems.

VII. Frequency of and BGPMS Calendar of Activities


The conduct of assessment shall be done annually in
accordance with the following Calendar of Activities:

2. Data Processing and Analysis February
3. Preparation of SBGR Not later than March 15
4. Conduct of Exit Conference Not later than March 20
5. Submission of SBGR to the DILG End of March or one (1) week
C/MLGOOs and the City/Municipal after the finalization of SBGR
Mayors.
A. DILG OFFICES

I. The DILG Central Office

 Oversee the nationwide implementation of BGPMS;

 Provide policy direction and guidelines for its


implementation;

 Provide technical assistance to and coordinate with the


DILG Regional Offices in the implementation of the
project;

 Monitor project implementation and submit reports to SILG


thru USLG; and

 Conduct periodic evaluation.


II. The DILG Regional Office

 Oversee region-wide project implementation;


 Coordinate closely with DILG Central Office on policy
matters;
 Conduct region-wide orientation workshops;
 Provide technical assistance to DILG City/Municipal
Office;
 Monitor project implementation;
 Maintain accomplished BGPMS Monitoring Forms 1, 2 &
3; and
 Assist in the conduct of the periodic evaluation.
III. The DILG Provincial Office

 Oversee the province-wide project implementation;


 Coordinate with the DILG Regional Office on project
operationalization;
 Conduct province-wide orientation workshops;
 Provide technical assistance to DILG City/Municipal
Office on project implementation;
 Conduct monitoring and evaluation;
 Submit BGPMS Monitoring Form 2 to DILG Regional
Office;
 Maintain BGPMS Monitoring Forms 1 and 2; and
 Perform such other functions as maybe directed by the
DILG Regional Office.
IV. The DILG City/Municipal Office

 Oversee the city/municipal-wide project implementation;


 Coordinate closely with the DILG Provincial Office on
project implementation;
 Conduct orientations/trainings and provide technical
assistance to the Barangay Assessment Team;
 Monitor project implementation in all barangays;
 Ensure timely submission of the State of Barangay
Governance Report (SBGR) by the BGPMS Barangay
Assessment Team;
 Submit BGPMS Monitoring Form 1 to DILG Provincial
Office;
 Maintain BGPMS Monitoring Form 1 and SBGR; and
 Create, when necessary, a secretariat that will assist in the
accomplishment of Monitoring Form 1.
B. Local Government Units

B.1 The Provincial Government


May provide technical and logistical support to
their component barangays.

B.2 City/Municipal Government


Pursuant to its mandate of supervision over
component barangays and considering that the
SBGR are vital inputs to their State of Local
Governance Reports (SLGR) and/or Development
Plans, shall ensure the smooth implementation of
BGPMS, and extend logistical support, when
necessary.
