Powers and Function of
NTF-ELCAC

a. Formulate and start to implement coordination with


relevant NGAs, LGUs, CSOs and other stakeholders, a
WNA-driven National Peace Framework

b. Ensure inter-agency convergence in implementing the


Framework in conflict-affected and/or vulnerable areas

c. Enlist the assistance of any department, bureau, office,


agency or instrumentality of the gov’t. including GOCCs,
SUCs in accordance with respective mandate

The National Peace
Framework

a. Contain principles, policies, plans and programs that will


bring inclusive and sustainable peace, and address the
root causes of insurgencies, internal disturbances and
tensions as well as other armed conflicts and threats in
identified areas
b. Responsive to the local needs and sensitive to realities on
the ground

c. Include a mechanism for a localized peace engagements


or negotiations and interventions that is nationally
orchestrated, directed and supervised, while being locally
implemented

the Local Government Units in the

• Regional and Provincial Task Force (RTF/PTF)

– The RTF/PTF shall be organized thru a Joint


Resolution created by the R/PPOC and R/PDC.
– This structure shall serve as the venue for
integrating and coordinating national efforts to
localize the peace efforts.

and Provincial Task Force (RTF/PTF)

a. Ensure the creation of Provincial, City and


Municipal Task Forces which shall complement EO
No. 70. The POC and DC of every province, city and
municipality shall conjointly establish these task
forces.

b. Designate heads to be responsible for overseeing


the implementation of Policies, Programs, Projects,
Services and Activities in attaining inclusive and
sustainable peace within their AOR.

joint R/PPOC and R/PDC Secretariats to be led by

Central Office thru BLGS within 2 months from the
creation of Task Force.

– Take the lead in the implementation of the
Retooled Community Support Program (RCSP)
– Enlist the assistance of any department, bureau,
office, agency of instrumentality of the
government, the government-owned and
controlled corporations (GOCCs), and state
universities and colleges (SUCs), in accordance
with their respective mandates, in the
implementation of the RCSP
• C/M RCSP-TF Duties and Responsibilities
– Facilitate the convergence of all stakeholders and ensure
participation of the community members in development
planning
– Ensure the delivery of services and inclusion of the
policies, programs and projects in the local plans as
identified solutions by the affected communities
– Strengthen and empower Barangay Based Institutions
– Establish and strengthen citizenship and community
participation mechanisms to guarantee sustainability of
RCSP implementation
• Role of the DILG Regional and Field Offices
– Coordinate with NEDA in the organization and
creation of the RTF
– Ensure that the P/C/M Task Forces are created and
functional
– Assist the RTF in establishing communication and
collaboration mechanisms between and among
NGAs and LGUs to speed up coordination and

– Designate DILG representatives to all clusters/lines
of efforts

– Take an active role in the action planning and

Monitoring and Submission of Reports

• The C/M Mayor administering the C/M RCSP-TF shall


ensure the submission of Bi-monthly Narrative
Reports to the Provl Task Force thru the C/M RCSP-TF
Secretariat
• The Provincial Governor administering the PTF shall
ensure the consolidation of the Bi-Monthly Narrative
Reports submitted by the C/M RCSP-TF Secretariats.
From these submitted reports, the PTF Secretariat
shall submit a Consolidated Monthly Report to the
RTF-ELCAC
Monitoring and Submission of Reports

• The RTF-ELCAC thru its Secretariat shall consolidate


the Monthly Narrative Reports submitted by the PTF-
ELCAC Secretariats. From these submitted reports,
the RTF-ELCAC Secretariat shall submit a Quarterly
Narrative Report to the Planning Service of the DILG
• A standard format for reporting and monitoring
submissions shall be formulated by Planning Service
with guidance from the Office of the Undersecretary
for Local Government
