ISO

What is ISO?
• ISO stands for International Organization for Standardization.
• Established in 1946 and consist of industry and government standards
from around 119 countries.
• Its goal is to promote and facilitate exchange of goods and services by
developing manufacturing, trade and communication standards.

What is ISO 14001:1996?


ISO 14001 is the ISO standard for Environmental Management System
(EMS). It enumerates the specific requirements of each element in the
standard.

What is an Environmental Policy?

Statement of DENR Regional Office’s commitment to


address environmental concerns. It addresses commitment
to pollution prevention, compliance to environmental
regulations(legal and other requirements) and continual
improvement.

• An element of DENR Regional Office’s activities, products or


services which interacts with the environment.
How can Organization Interact with the

Organization interacts with the environment when they

• Activities (purchase of raw materials or equipment, perform


maintenance on their equipment..)

What is an Environmental Impact?

• Any change to the environment, adverse or beneficial,

SUBJECT: CREATING THE ENVIRONMENTAL MANAGEMENT SYSTEM (EMS)


ORGANIZATION AND DESIGNATING EMS PERSONNEL AT DENR-5
REGIONAL OFFICE

In the interest of the service and in order to strengthen the implementation of Environmental
Management System (EMS) at the DENR Regional Office in accordance with ISO 14001:2015, the
DENR EMS Organizational Structure, Functions and Programs are hereby stipulated:
I. ORGANIZATION, ROLES AND RESPONSIBILITIES

4. The Chairperson shall oversee the EMS Implementation Plan, Environmental
Objectives, Targets and Programs of the Regional Office;
5. The Vice Chairperson and the members shall assist the Chairperson in spearheading
and coordinating all EMS activities;
6. The Vice Chairperson and the members shall serve as the Focal Group on EMS
matters;
7. The Vice Chairperson and the members shall call the support/assistance of all offices
and employees to effectively implement and achieve EMS objectives, targets ad
programs; and
8. The Core Team shall monitor and evaluate the implementation of EMS and report to
the Chairman through the Vice-Chairman, EMS.

Functions:

1. The Head Secretariat assisted by the Assistant Head shall be responsible in managing and
supervising the Secretariat team to effectively and efficiently deliver the required support
needed by the EMS Core Team;
2. Coordinate all EMS related trainings/activities and disseminate information pertaining to
EMS;
3. Ensure that technical, administrative, financial and logistical requirements of the EMS Core
Team shall be provided;
4. Make sure that EMS documented information shall be secured and available during audits
and management reviews; and
5. Perform other functions as maybe required for the implementation of EMS.
All expenses to be incurred in relation to all EMS activities shall be charged against DENR
funds subject to the usual accounting and auditing rules and regulations.

This Order shall take effect immediately and supersedes all other issuances inconsistent
herewith.

DENR V ENVIRONMENTAL POLICY

Reduce Waste and Minimize consumption of resources within the


DENR V Regional Office Compound.

Environmental Action Plan

1. Proper segregation of solid waste through 3Rs by end of 2018.

A memorandum addressed to the respective Chief of Divisions of the


Management Services to effect efficient proper segregation of solid wastes; each
Division to provide 3 trash bins inside their respective offices labelled as:
“NABUBULOK” “DI NABUBULOK” “DI NARIRISIKLO”.
2. Establishment of Material Recovery Facility (MRF) near the DENR Gym by the end of 2018 where daily
collected segregated wastes will be deposited; recyclable materials such as bottles, cans, plastic wares,
cartons etc, will be given to the utility crew for them to sell as incentives;

a. Advice caterers serving food packs to refrain from using plastic cups, straws and Styrofoam’s and utensils.

3. Reduce water, electric and fuel consumption by 5% at the end of December 2018. A Special Order will be
created to designate an Enercon Officer per Division of the Management Services (MS) and Technical
Services (TS) within the Regional Office to ensure that:

a. Air-conditioning units will be switched on at 9:00am and switched off at 4:00PM;


b. Observe 12:00 noon as “real health break” (Break for lunchtime includes: Break from usage of computers)
c. Leakages of water pipes inside comfort rooms to be immediately reported to the office of the General
Services Section for repair/proper action
d. Bidets should be installed in every comfort rooms to minimize water usage. Faucets should be completely
closed after use. All trip tickets and fuel usage should be monitored by GSS regularly for both MS and TS
vehicles.
e. Monthly monitoring of Water, Electric and Fuel usage be strictly observed.
