City Engineers Office, Safety Personnels
and other Safety Organizationto to locate
and report existing and potential hazards
having the capacity to cause accidents in
the workplace
Safety Inspections
Workplace Inspection
Addresses the extent of exposure to harmful levels of physical,
biological, chemical, medical, physiological, psychological, social,
technological and technical elements that directly affect the
workplace using as reference the Philippine Occupational Safety
and Health Standards, as amended.
Workplace inspections must look at the relationships between the
people, the equipment and the procedures in determining if
standards are being met and maintained.

Reasons for Workplace Inspections

Identification of HAZARDS
Asses the potential losses of from these hazards
Select control measures to eliminate or reduce such
hazards
Monitor the effectiveness of the control measures
Review compliance with the standards( OSHS, PD
1096, RA 8495, PD 1185, Phil. Electrical Code,
other code and standards.

Primary Purpose:

 To detect potential
hazards so they can be
corrected before an accident
occurs
 To improve operations
and thus increase efficiency,
effectiveness, and profitability

Other purpose:

 Inspection express a true interest in safety

 Public awareness on safety requirements & regulation

 Valuable in pointing out areas, operations, methods which


require emphasis in supervisor or employee training

 Encourages safety consciousness among individual employees


and employers.
Types of Safety Inspection:

General Safety Inspection relate to checks on matters such as


adequacy of space, housekeeping, chemical use,handling techniques,
use of personal protective equipment, machine guarding, ventilation,
illumination, radiation, dust, toxic fumes, fire protection system and
noise exposure.

Technical Safety Inspections are more specific and often of a more


technical nature than general inspections. A critical inspection would
be used to check cranes, boilers, pressure vessels, hoisting equipments,
ICE, elevators, dumbwaiters, escalators, all mechanical
equipments/installations, electrical systems in all workplaces including
its permits.

Periodic Inspection
 Types
- Inspections by the safety professional,
industrial hygienist, and joint safety
and health committee
- Inspections performed by the electricians
mechanics, and maintenance personnel
- Inspections by especially trained certified or
licensed inspectors, often from outside the
organization
- Inspections done by outside investigators or,
government inspectors(EMSD)
Planned Inspection:
Intermittent inspection
Are those made at irregular intervals
- If there is unusual number of accidents
- When construction or remodeling is going on
- When the company install new equipment,
institutes new processes, or modifies old ones.
- Made by industrial hygienist when health
hazards is suspected

- sound knowledge of the workplace/plant


- knowledge of relevant standards regulations, and codes
- systematic inspection steps
- a method of reporting, evaluating, and using the data

 Decomposed or contaminated conditions.

 Failure to operate.
 Erratic, unpredictable performance.
 Lack of adequate electrical grounding.
 Operation that is too fast or too slow.

 Unsafe storage that permits easy contact by persons with equipment
 Unsafe exposure to heat, moisture, vibration, flame, sparks, chemical
action, electric current, etc.
 Congestion of traffic or working space.
 Unsafe attachment of object to agent.
 Unsafe placement of object in agent.
 Unsafe distribution of objects around agent.
 Protruding objects.
 Use of unsafe storage containers.
 Faulty ventilation of stored materials.

Steps in Conducting a Workplace(Annual) Inspection
 Agreement among all those involved as to what is being observed.
Everybody participating in the workplace inspection process has to be aware
of the inspection objectives and the performance rating criteria.
 Determine the time available to conduct the workplace inspection. The
time available to carry out the actual physical inspection is not limited so by
defining an acceptance time frame,i.e 4 hours each week, it becomes easier
to set priorities and draw up a checklist.
 Design a format that is clear and easy to use. Select a suitable scale
and define each reference point to avoid confusion and to clarify performance
standards.
 Conducts the inspection openly and assess items honestly.
 Evaluate the information gathered from the inspection and report the
results clearly and accurately.

TECHNICAL SAFETY
INSPECTION
Technical Safety Inspection-shall refer
to inspection for the purpose of safety
determination of boilers, pressure
vessels, internal combustion
engines, electrical installation,
elevators, hoisting equipment and
other mechanical equipment.
Who Can Conduct Technical
Safety Inspection?
The Department shall be the solely
responsible for the administration and
enforcement of occupational safety and
health laws in all workplaces.
However, local government units may be
authorize by the Secretary to enforce this
Standards within their respective jurisdiction
where they have adequate facilities and
personnel for the purpose as determine by
and subject to the national standards
prescribed by the Department.
