OBJECTIVE:

 Toknow the surrounding circumstances behind the


passing of the “Rizal Law”

 Tohave an idea regarding the Philippine legislative


process specially on how a bill become a law.

 Thebrief discussion of the life of Senator Claro M.


Recto, main author of the Rizal Law.
THE LEGISLATIVE DEPARTMENT (Art. VI OF THE
1987 CONSTITUTION)

CONGRESS:

UPPER HOUSE (Senate)

LOWER HOUSE (House of Representatives)


PROPOSALS

*Emanates from different sources either from:

1. Congressmen / Senators as part of their advocacies and agenda.


2. Lobbyist from different sectors of society.
3. Executive Branch of the Government. = President Legislative
Agenda usually it will be manifested in every SONA of the President.
Once the proposal is ready it will become a Legislative Bill.
LEGISLATIVE PROCESS

Bill is filed in the Senate Secretary / Secretary


Genaral.

-Number is given and calendared for 1st Reading.


1st Reading

 = The bill’s title, numbers, and author are read in the floor. Then it is referred

to the appropriate Committee.


Committee Hearings

* The bills were thoroughly discuss and a period of


consultations is held. Then, at this time the bill can
be amended, revised or no change at all, or be
rejected. The Committee will submit a Committee
Report, and the bill will be calendared for a 2nd
Reading.
2nd Reading

 The bill is read at the floor and the authors can make a Sponsorship Speech. It is
during this time that the debate will be held.

 Amendments may be suggested to the bill

 Voting whether to approve or reject the bill.

 If approved, the bill is calendared for 3rd Reading.


3rd Reading

 Copies of final versions of the bill are distributed to the House /


Members of the Senate, who will vote for its approval or rejection.

 If there is a difference between the House and the Senate versions,


a Bicameral Conference Committee is called to reconcile the two
versions.

 = Both Chambers will approve the Bill’s Consolidated Versions,


and submit the approved Bill to the President for Signing
Transmittal of the Final Version to
Malacanang.

 The President can either sign the bill into law or he may exercise his
veto power and return it to Congress.
RIZAL BILL to the RIZAL LAW

 Senate Bill No. 438- main author ,Claro M. Recto

 HB No. 5561 = Rep. Jacobo Z. Gonzales

 Bill become controversial as the powerful Catholic Church began to


express opposition against its passage. However, the main author
entered into a fierce battle arguing for its passage. The bill was
signed by Pres. Ramon Magsaysay into law on June 12, 1956.

defects as well our strength, our virtues as well as our vices. Only then would
we become conscious as a people and so learn to prepare ourselves for painful

“ Rizal did not pretend to teach religion when he write those books. He aimed at
inculcating civic consciousness in the Filipinos, national dignity, personal pride, and
patriotism and if references were made by him in the course of his narration to
certain religious practices in the Philippines in those days, and to the conduct and
behavior of erring ministers of the church, it was because he portrayed faithfully the
general situation in the Philippines as it then existed.”

Filipino Citizens. As such, they have two great loves: their country
and their faith. These two loves are not conflicting loves. They are
harmonious affections, like the love for his father and for his
mother.
This is the basis of my stand. Let us not create a conflict between
nationalism and religion, between the government and the
church.”

CLARO M. RECTO
FEBRUARY 8, 1890-OCTOBER 2, 1960

 Primary: Tiaong, Quezon


 Secondary: Batangas
 Ateneo: AB degree at the, and awarded as Maxima Cum Laude in
1909.
 UST: Bachelors of Law in 1914
 Member of the HOR
 Member of the Senate
 Associate Justice, Supreme Court
 Known ardent nationalist and a man of letters. He penned beautiful
poetry and prose. On October 2, 1960 he died of a heart attack in
Italy.
