ADMINISTRATION/MANAGEMENT
What is Administration

Administration is a cooperative effort through which


the laid down goals and objectives are fulfilled.

 It also means organizing and using men and


materials in order to accomplish a purpose or a goal.
Other Definitions

According to Marx, Administration is determined action


taken in pursuit of a conscious purpose. It is the
systematic ordering of affairs and the calculated use of
resources aimed at making those happen which one
wants to happen.
Other definitions

Frederick K. Lane, defines administration as organizing and

maintaining human and fiscal resources to attain a group’s goal.


Meaning of Management

Management is the act, art, skills of managing


organizations to achieve its vision, mission, goals
and objectives. Its deals with people(man),
according to age, to achieve something.
Difference of Administration and Management

 Administration is a cooperative effort through which the laid

Public administration is a discipline which is concerned


with the organization and the formulation and
implementation of public policies for the welfare of the
people. It functions in a political setting in order to
accomplish the goals and objectives, which are formulated
by the political decision makers.

“detailed and systematic application of law.

Two Popular Views according to
the Nature of Public
Administration
Integral View: It compasses and consists of sum
total of all managerial, clerical, technical and
manual activities and employees form of all levels.
This view was endorsed by L.D. White and Dimock.
It may differ from one agency to another
depending on their sphere of work.
 Managerial View: As the name suggests says that
the public administration involves only the
managerial activities. This view was supported by
Simon, Smithburg, Thompson and Luther Gulick.
Two views differ from each other in many ways
According to Prof. M.P. Sharma the difference
between the two views is fundamental.
The integral view includes the activities of all
the persons engaged in administration whereas
 The managerial view restricts itself only to the
activities of the few persons at the top.
 The integral view depicts all types of activities
from manual to managerial, from non-technical to
technical whereas the

 managerial view takes into account only the


managerial activities in an organization.
 Furthermore, administration, according to the
integral view would differ from one sphere to
another depending upon the subject matter

 managerial view is identified with the managerial


techniques common to all the fields of
administration.
