What is TETRA?
 Terrestrial Trunked Radio (Formerly known as Trans-
European Trunked Radio) is a Professional Mobile
radio and Two-Way Transceiver (also known as Walkie-
Talkie) Specification.

 It is a Digital Trunked Mobile Radio Standard

Developed by European Telecommunication
Standards Institute (ETSI)

 Advantage of Digital Trunked Radio over Analog

Trunked Radio :
- More Reliable
- Flexible
- Have Connectivity with internet (Not in India yet)
- Low Noise
Need for TETRA-
 TETRA was specifically designed for use by government
agencies, emergency services( police forces, fire
departments, ambulances) for public safety networks, rail
transportation staff for train radios, transport services and the
military.

 The standard also supports a wide range of supplementary

services and encryption features to ensure the privacy and
confidentiality of sensitive communication.

 The area of TETRA security is extensive and ensures

privacy and confidentiality of sensitive communication
through:-
-Air Interface Encryption(AIE)
-End to End Encryption(E2E)
TETRA Radio Receiver :-
 A radio receiver is an electronic device that
receives radio waves and converts the
information carried by them to a Digital
form.
 The receiver uses electronic filters to
separate the desired radio frequency signal
from all other signals picked up by the
antenna, an electronic amplifier to increase
the power of the signal for further
processing and finally recovers desired
information.

Radio Programming :
The Programming of Radios is done by using “Customer
Programming Software” Provided by Motorola.

Radio Programming is used to change the talk-group in the

radio sets and also used to add new features in the radio.
Softwares used in OCC Dept.
1.) CAD
 The task of wireless communication and connectivity between
different sectors is made easily by the CAD software. It is used as a
Dispatcher.

 Servers of CAD software:

1. CAD (Computer Aided Dispatch)
2. SDTS (Short Data Transport Service)
3. CADI (Computer Aided Dispatch Interface)
4. VORTEX
RBS (Radio Base station) Tab :It gives geographic location of
all the 55 Radio-Base station inside and outside Delhi (Near
Delhi)
Activity Log Tab- contains radio activity log & event
log

Event Activity log Radio Activity log

2.) ELITE
 This is another dispatching tool used at OCC which is an
E2E i.e. Encrypted to Encrypted mode.

 Elite has the feature of locking i.e., a person at console

can speak only when the talk-group lock is disabled
(unlocked) in non E2E.

 It also holds features similar to the CAD software but

differs in some features and GUI as the CAD is the
updated version.
Communication of Various departments is
monitored by using ELITE at OCC

DP (Delhi Police) Departments

Non-DP Departments
3.) AVLS
 AVLS is meant for automatically determining the
geographic location of a vehicle and transmitting the
information to the requester.
 Location is determined using GPS(Global Positioning
System)
 Special application of automatic vehicle locating-
-Passenger Information
-Asset Tracking
-Know where someone is: save LIFE.
-Better allocation of resources, prompt reaction to an
Emergency: save TIME.
-Better Control of the fleet: save MONEY
AVLS generally include a network of vehicles that are
equipped with mobile radio receiver, GPS modem, GPS
receiver and GPS antenna.

days of a Particular Vehicle
Softwares used in NOC Dept.
1.) Unified Event Manager (UEM)
This software tells about the ‘Current Status’ of all the BTS sites.
-It provides Service Details (when the primary or secondary link is down) as well as Physical
details (about the temperature variation, fan problem, or less internal cooling)
-Yellow sign- shows Minor Problems (e.g. interference in Communication)
-Black Sign-shows Communication Failure
-Blue Sign-indicates Warning
-Red Sign-shows Major fault (e.g. Power Supply unit Problem)
-Green Sign- indicates Clear Communication

2.) Centralized Digital Recording System (CDRS)

•CDRS is the most essential and important feature of the software CyberTech Pro
provided by MOTOROLA.
•It is used for recording the whole communication.
•The memory of its hard disk is near 160 GB and gets changed after about every
one month.
3.) Radio Control Manager (RCM)
• It is used when one talk group wants to communicate to other talk
group.
• Radio control manager add the other talk groups to that radio and
the radio can switch to other talk group using a Special Radio
Command known as DGNA i.e. Dynamic Group Number
Assignment

4.) Affiliation Display

It gives information about radios in a particular talkgroup, radios in a
particular Site or about a particular radio.
Provides the total no. of radios in one BTS site. Also tells the no. of
“ON” radios in a particular site.
It has Three main Applications:
Talk group Viewer
Site Viewer
Radio Viewer
BCC (Backup Command Centre)
 BCC (at PHQ) is the Replica of OCC
 At times of Emergency when the whole
system at OCC Fails, BCC acts as a
Backup Centre.
 It also has the three main divisions similar
to that of OCC i.e.
1. Helpdesk Department
2. Network Department (NOC)
3. Field Department (BTS Team)
 Softwares used are also same
Types of MTS used at BTS Sites
 As Explained, NOC monitor the working and proper
functioning of 55 installed Radio base station

 At all these 55 BTS sites, either MTS-2 or MTS-4 is

installed, where MTS stands for Motorola Transceiver
Station.

 MTS-2 is installed where there is Less traffic.

It mainly consists of : 1 Power Supply, 2 BRs (Base Radio)
and 1 PSU (Power Supply Unit)

 MTS-4 is installed where there is More traffic.

It mainly consists of : 2 Power Supply, 4 BRs (Base Radio)
and 2 PSU (Power Supply Unit)
MTS: Motorola Transceiver
Station
 A MTS Base Station serves as the Radio
Frequency (RF) interface between the
system infrastructure and the mobile
stations.
 A Receiver to pick up the RF signal from
the mobile stations.
 A Transmitter to send RF signals to the
mobile stations
 A Wireline Interface to send audio and
control traffic to the system infrastructure
MTS-2 Structure:

MTS-2 consists of:

•Duplexer
•Preselector
•Hybrid Combiner (HC)
•Site Controller(SC) or
Tetra Site Controller
(TSC)
•Base Radio(s)
•Power Supply Unit
•Fan Tray
Function of each Part of MTS-2 :
TSC (Tetra Site Controller)

• It is the “Heart” of MTS-2. The Site Controller

(SC) controls resources within the base station,
including assignment of frequencies and slots to
mobile stations. The Site Controller incorporates a
Global Positioning System (GPS),which receives
signals that are used to develop high-precision
system timing signals.
• The Site Controller communicates with the Base
Radio(s) through the 100Base-T Ethernet interface.
It also communicates with the network through an
X.21 or E1 link.

HC (Hybrid Combiner)
It is used to combine the signals. The Hybrid
Combiner (HC) combines upto two transmitters, and
covers a frequency range of 350 MHz to 470 MHz
BR (Base Radio)
•The Base Radio (BR) module contains the following sub-
components:
• Transceiver:The transceiver provides the BR's
transmission, receiving, signal processing, and modulation
functions.
The Transceiver further consists of three elements:
ReceiverPerforms the Receive function
ExciterPerforms the Transmit function
BR ControllerPerforms the Control function
• Power Amplifier (PA):The Power Amplifier (PA), in
conjunction with the Exciter, provides the transmitter
functions for the Base Radio. The PA accepts the low-level
modulated RF signal from the exciter and amplifies the
signal for transmission through the RF output connector.

MTS-2 Duplexer
•The Duplexer consists of two Bandpass filters. One allows
the transmitter signal to pass while the other allows the
receiver signal to pass.
•Both filters have a bandwidth of 5 MHz
•It filters the Signal and removes errors and noise.
• MTS-2 Duplexer has 2 RX outputs and can handle a
maximum power of 60 watts
PSU (Power Supply Unit)
•The PSU provides DC output voltages to supply BRs, TSC,
and Fans. There is an ON/OFF switch on the front panel of
the PSU module that connects/disconnects DC output
voltages.
• The PSU has a nominal AC input of 110 VAC/240 VAC
(45-66 Hz) as well as a DC input of –48 VDC.
•The PSU is monitored and controlled by the Site Controller.
•The PSU is protected from damage due to a reverse polarity
input connection. If the input polarity is reversed, the “DC In
Status” LED will be solid red.

DC Fan
• One or more fan modules generate an airflow through the
MTS cabinets to manage their temperature. Each module is
comprised of two fans. Revolution of the fans is monitored by
a sensor. In the event of failure, an Alarm is generated.
• The PSU DC output voltage dedicated for fans is 12 to 24
VDC and the output current is 1 A for each fan. Three fan
connector outputs shall supply three fan trays with two fans
connected in parallel in each fan tray.

The Preselector is a bandpass filter, which allows only the receiver signals to
Preselector : pass. For UHF, the filter’s bandwidth is 5 MHz, and it is designed to block
transmitter frequencies as close as 5 MHz from its band edges.
MTS-4 Structure:

MTS-4 consists of:

•Duplexer
•Preselector
•Cavity Combiner
•Site Controller(SC) or
Tetra Site
Controller(TSC)
•Base Radio(s)
•Power Supply Unit
•Fan Tray

The door of the cabinet has a lock to prevent unauthorized opening.
