BACKGROUND
 Delhi has good potential to harness Solar Energy
as
it has 300 clear sunny days with average Solar
insolation of 5.5 kWh/day/sq mtr (as per MNRE )

 Large solar projects are not feasible due to land


constraint in Delhi

 Option for Delhi -


 Roof Top Solar Photo Voltaic (SPV).
 Solar Power Projects near drains /
riverbeds & elevated metro corridor etc.

BACKGROUND OF PRESENT NIT
 The Ministry of New & Renewable Energy
(MNRE) has allocated 8 MW roof top Solar PV
Projects for Delhi to be implemented under
RESCO/CAPEX Model. A capital subsidy
of30% of project cost or Rs.2.7 Cr. / MW (on
benchmark capital cost of Rs 9.0Cr/MW)
which ever is lower, will be provided by MNRE
through EE&REM Centre.

Net Metering Regulation of DERC

 Power is Consumed by Owner and balance is fed in to


the Grid.
 The renewal energy generator may install grid
interactive renewal energy system with or without
battery back-up.
 The interconnection of renewable energy system with
distribution system should be as per CEA Regulation-
2013 on Technical Standards for connectivity of the
distributor generator resources.

 The interconnection of new energy system
should also confirm to CEA Regulations-2010
for measures related to safety and electric
supply.

 Eligibility for REC will be as per CERC


Regulation-2010 for Terms & Conditions for
recognition and issuance of renewable energy
certificate.

 The quantum of electricity generated will


qualify towards RPO of distribution licensee in
case beneficiary / roof top owner is not
obliged entity.

GENERAL TERMS & CONDITIONS OF NIT
Broad Scope · Identification of roofs within 3 months’ time and
submission of project sanction documents for the approval of
IPGCL.
· Design, Engineering, Manufacture, Supply, Storage, Civil
work, Erection, Testing & Commissioning of the grid
connected rooftop solar PV project including Operation and
Maintenance (O&M) of the project for a period of twenty years
after commissioning of projects
Validity of Bid 12 months after the date of Techno-Commercial Bid Opening.
Bid Bond Based on the proposed capacity ( 5 M W ) t h e b i d d e r
w i l l b i d f o r 2 . 5 M W c a p a c i t y, a n d a c c o r d i n g l y
the bidder has to furnish the Bid Bond along with the bid.
Please refer Clause 3.14 of Section -I
Performance Security (PBG) Equivalent to Bid Bond amount shall be furnished at the time of
Notification of Award of work by IPGCL. Please refer Clause
3.15 of Section -I
Bid Process Single stage, Two Part (Techno-Commercial Bid & Price Bid)
Cost of RFS document Rs.5000/- + service tax (In the form of DD) (Non refundable). If
the tender document are downloaded from the website of
(In favor of IPGCL)
IPGCL, bidder shall submit above amount during submission of
tender document.
Processing Fee Rs. 15000/- + service tax (In the form of DD) (Non refundable)
(In favor of IPGCL)

BID CAPACITY

 As per NIT clause 2.4.1 : The total Tendered


capacity under this tender is 5 MWp. The
locations are grouped in two groups; namely
Group I & Group II as detailed at 1.1.
 Every Bidder shall apply for 50% of Tendered

capacity i.e. his bid will be for a capacity of 2.5


MW with clear preference for one of the two
Groups of locations. That means there can be
two successful bidders. However, L-1
successful bidder can be allocated up to full
tendered capacity i.e. approx. 5 MWp.

SIZE OF THE PROJECTS
 As per NIT clause 2.3.1 the size of each project shall
be in the range of 25 KWP – 500 KWp. One project may
however, comprise of several rooftop units and the
minimum capacity of the project can be achieved by
aggregating the buildings of the location.

 Successful bidders to whom letter of allocation has


been issued, will be allowed to submit single DPR for
an aggregate capacity of 2.5 MW for approval and
issue of sanction letter by IPGCL. Single sanction letter
will be issued for the total aggregate capacity
submitted by the bidder for approval as per above.

ELIGIBILITY CRITERIA

3.4.1 GENERAL

 (a) The Bidder should be either a body incorporated in India


under the Companies Act, 1956 or 2013 including any
amendment thereto and engaged in the business of Solar
Power.

A copy of certificate of incorporation/ may be furnished


along with the bid in support of above.

 (b) The bidder should have valid CST/State VAT/TIN registration


certificate. Registration document(s) to be provided by the
bidder where it is presently operational / Company is
registered. (Copy to be furnished in support).

3.4.2 TECHNICAL ELIGIBILITY CRITERIA:

 The Bidder should have installed & commissioned


at least one Grid connected Solar PV Power Project
having a capacity of not less than 100 kW which
should have been commissioned at least six
months prior to Techno-Commercial Bid Opening
date. The list of project commissioned at least 6
months prior to Techno-Commercial Bid Opening
date, indicating whether the project is grid
connected, along with a copy of the Commissioning
certificate and Work order / Contract/Agreement/
from the Client/Owner shall be submitted.

3.4.3 FINANCIAL ELIGIBILITY
CRITERIA

 The Annual turnover of Rupees 5.0 Crore per year per MW in


any one of the last 3 financial years preceding the Bid
Deadline subjected to the condition that the Bidder should at
least have completed one financial year.
OR
 Net worth equal to or greater than the value calculated at rate
of Rs. 3.00 Crore per MW of capacity offered by the Bidder in
its Bid. The Computation of Net worth shall be based on
unconsolidated audited annual accounts of the last financial
year immediately preceding the Bid Deadline. Share premium
can be included in the Net-worth calculation in case of listed
companies in India only.

3.10 BIDDING PROCESS
 3.10.1 BID FORMATS

 3.10.1. The Bid in response to this RFS shall be submitted by


the Bidders in the manner provided in Clause 3.6 &
Clause3.10.1.1. The Bid shall comprise of the following:
 (A). ENVELOP-I (COVERING LETTER, BID PROCESSING
FEE AND BID BONDS)
 (B). ENVELOP- II (TECHNO-COMMERCIAL DOCUMENTS)
 (C). ENVELOPE -III (PRICE BID(S) AS PER SECTION-IV)
 (D) .ENVELOPE-IV ALL ABOVE ENVELOPS SHOULD BE
PLACED IN THIS ENVELOPE

3.15 PERFORMANCE SECURITY/PERFORMANCE BANK

3.18 ZERO DEVIATION
 3.18.1 This is a ZERO Deviation Bidding Process.
Bidder is to ensure compliance of all provisions of
the Bid Document and submit their Bid accordingly.
Tenders with any deviation to the bid conditions
shall be liable for rejection.

6.3 Evaluation criteria
 (Clause 6.3.4. ) Based on the price bid quoted by the bidders, IPGCL shall
arrange the bids in the ascending order i.e. L1, L2, L3, _ _ _ (L1 being the
lowest evaluated price).

 Evaluated price = Eligible subsidy amount equal to 30% of total project cost
quoted by the bidder or Rs 2.7 Cr whichever is lower plus total Levellized
cost of electricity generated for 25 years of life considering degraded
generation on year to year basis. Tariff for each year discounted @11% .

 The lowest successful bidder (L1) will be allocated his preferred choice of
Group. For further allocation, the L2 bidder will be asked to match the price
quoted by the L1 bidder. In case the L2 bidder refuses to match the L1 price
then L3 bidder shall be offered to match L1 price. The process will continue
till the next bidder matches the L1 price. The bidder who matches the L1
price will also be declared Successful bidder and will be allocated the left out
Group. In case no bidder agrees to match the rate of L1 bidder, the entire
quantity shall be awarded to L1 bidder .

3.22 IPGCL’s Service Charges
 IPGCL is inviting this bid on behalf of roof top
beneficiary. Therefore will be charging for its
services The tariff based competitive bidding shall
be invited for the levellized tariff of 25 years but
service charges of IPGCL shall be @32.30
Lacs/MWp of the allocated capacity. The service
charge is to be paid in form of DD/Pay order in
favour of IPGCL payable at Delhi at the time of
Acceptance of LOA by the successful bidders.

3.20 SCOPE OF WORK

 3.20.1 The scope of work for the bidder include Identification of buildings
rooftop ,Obtaining No Objection Certificate (NOC)” from Distribution Company
(DISCOM) for grid connectivity, complete design, engineering, manufacture,
supply, storage, civil work, erection, testing & commissioning of the grid
connected rooftop solar PV project including operation and maintenance (O&M)
of the project for a period of twenty five years after commissioning. The bidder
will ensure that proper safety features and arrangements for synchronization
of Solar PV with grid is made as per Norm and regulations.
 Project cost shall include all the costs related to above Scope of Work. Bidder
shall quote for the entire facilities on a “single responsibility” basis such that
the total Bid Price covers all the obligations mentioned in the Bidding
Documents in respect of Design, Supply, Erection, Testing and
Commissioning including Warranty, Operation & Maintenance for a period of
25 years, goods and services including spares required if any during
O&M period. The Bidder has to take all permits, approvals and licenses,
Insurance etc., provide training and such other items and services required to
complete the scope of work mentioned above.

3.25 OPERATION & MAINTENANCE (O&M)

 The bidder shall be responsible for operation and


maintenance of the Roof top Solar PV system for entire
period of 25 years. For first two years after completion and
commercial operation, IPGCL will also monitor the project
for effective performance in line with conditions specified
elsewhere in the bid document. During the entire period
of 25 years, the bidder shall be responsible for supply of all
spare parts as required from time to time for scheduled and
preventive maintenance, major overhauling of the plant,
replacement of defective modules, inverters, PCU’s etc and
maintaining log sheets for operation detail, deployment of
staff for continuous operations and qualified engineer for
supervision of O&M work, complaint logging & its attending.

6.8 Subsidy Disbursement
 Vide MNRE letter number 5/38/2013-14/RT dt 27.10.2014, Power Deptt,
GNCTD (EE&REM Centre on this behalf) has been nominated as implementing
agency and can avail subsidy of 30% from MNRE.
 EE&REM centre is likely to receive maximum subsidy amount of 30 % of Project
cost from MNRE, and EE&REM centre will provide 30% of the Project Cost as
quoted by the Successful Bidder in Price Bid as subsidy subject to a maximum of
Rs 2.70 Cr per MWp.
 Subsidy disbursement shall be subject to complete adherence to MNRE
guidelines and subject to satisfactory execution of the contract
 Subsidy equivalent to 20% of the Project Cost will be released after
Commissioning and acceptance of project by EE&REM centre on recommendation
of IPGCL. 
 Subsidy equivalent to 5% of the Project Cost will be released at the end of 1
year of O&M period from date of commissioning by EE&REM centre on
recommendation of IPGCL 
 Remaining Subsidy equivalent to 5% of the Project Cost will be released at the
end of 2 years of O&M period from date of commissioning by EE&REM centre on
recommendation of IPGCL

3.30 CANCELLATION OF SUBSIDY

 IPGCL will not recommend for release of the


subsidy for any shortcomings in
commissioning as per technical specifications
mentioned or for performance ratio (PR)
below the specified limit (75%). Also the
performance related subsidy will not be
released in case CUF falls below 15% during
O&M period of 2 years.

 The Solar PV modules used should be made in
India.
 Must Confirm to latest edition of any of the IEC/BIS

Standard & other specification of Annexure I of MNRE


Scheme.
 Integration of PV power with grid:

The output power from SPV would be fed to the


inverters which converts DC produced by SPV array to
AC and feeds it into the main electricity grid after
synchronization.
 Connections & metering are to be as per DERC

regulations

14. Warranty:
 a.) Material Warranty:
 i. Material Warranty is defined as: The manufacturer should warrant the
Solar Module(s) to be free from the defects and/or failures specified
below for a period not less than five (05) years from the date of sale to
the original customer ("Customer")
 ii. Defects and/or failures due to manufacturing 
 iii. Defects and/or failures due to quality of materials 
 iv. Non conformity to specifications due to faulty manufacturing and/or
inspection processes. If the solar Module(s) fails to conform to this
warranty, the manufacturer will repair or replace the solar module(s), at
the Owner’s sole option.
 
 b) Performance Warranty:
 The predicted electrical degradation of power generated not exceeding
20% of the minimum rated power over the 25 year period and not more
than 10% after 12 years period of the full rated original output.
