1. Compliance
‘Sharing Effluent Water parameters with HSPCB/CPCB & GMDA on 24x7 basis’.

It has been directed under the State Action Plan to install online Monitoring System on all Sewerage Treatment
Plants (STPs) disposing the waste water into the drainage system..

HSPCB has informed that 366 colonizers /developers in Gurugram has obtained permission to install the STPs.
All have to install Online Monitoring Device as per orders of Central Pollution Control Board vide order no.-A-
14011/1/1/2015-MON dtd. 9.10.2015 (copy attached) circulates to all State & Minicipal Authorities & integrate
with command & control center GMDA/HSPCB/CPCB server.

FREQUENTLY ASKED QUESTIONS

1.What is Online Emission and Effluent Monitoring?

Continuous monitoring of emissions and effluents from the discharge points of industrial units. The analysers are installed on stacks/ chimneys and at the outlets of
Effluent Treatment Plants/ Sewage Treatment Plants. The analysers continuously generate data at intervals of one second to few minutes.

2.Why should I install Online monitoring?


CPCB has issued directions u/s 5 of the E(P) Act to the units for installation of Online monitoring system for strengthening monitoring and self- regulation. Failure to
comply with the directions may lead to closure of the units. Industrial units are required to submit the compliance data online and thereafter separate submissions in
hard copies will be phased out.

3.Which are the industrial sectors asked to monitor Online?


Highly polluting industrial sectors, known as 17-categories of industries in the country,Grossly Polluting Industries (GPI) under Ganga Basin and Common treatment/
facility units are directed to install online monitoring devices.

4.What are the parameters I should monitor?


1.For effluent pH, BOD, COD, TSS, Flow, Chromium, Ammoniacal Nitrogen,Fluoride, Phenol, Cyanide, Temperature, AOx and Arsenic
b) For emission PM, Fluoride, NOx, SO2, Cl2, HCl and NH3.The relevant parameters for each category of industries are provided on CPCB website.

5.Whether CPCB certified any systems or analysers?


No, CPCB neither certifies nor assessed any sensors/ analysers. Industrial units are free to choose any type/ make of analysers including the indigenous
equipment, meeting the prerequisites. The unit should give calibration protocol, periodicity/ frequency of calibration and ± variation specified when matched
with manually monitored results.

…. can I comply with CPCB directions?
6.How
Install analysers for monitoring the relevant parameters and submit the data online to CPCB. The directions are fully complied only on receipt of online data at CPCB.

7.Whether member units of Common Effluent Treatment Plants (CETPs) require to install online analysers?
The member units of CETPs have to install flow meters to measure the quantity of effluent discharged to CETP. In case the effluent is transported through tankers or pipelines,a
webcam will be installed at the storage tank in addition to flow meter to record the quantity. A documentary evidence will be submitted by all member units confirming the
membership of CETP.

•8. have replied the show-cause notice from CPCB and sent hard copies. Should I have to register on CPCB website to provide the information on compliance?
Yes, all the industrial units are to submit online information by going through a link provided at CPCB website.

9.Whether Zero liquid discharging (ZLD) units require to install online analysers?
All the ZLD units are required to install flowmeter and web camera at the disposal points;like points at whichrejects/concentrate are fed in tankers or transported through
pipelines or at the designated outlets.

10.What is the specification of Web camera ?


The camera should be IP camera with PAN, TILT Zoom, 5x or above focal length, with night vision capability and should be installed at adequate number of places.Such
number of Cameras should be strategically installed from where real-time situation of effluent disposed and utilised can be visualised.

11.What is the specification of flow meter


The flow meter should be connected with data recording facility which should be transmitted online to CPCB.

12.What should be accuracy of monitoring data


The values obtained by real time monitoring system and laboratory should match and variations, if any, clearly specified for comparison.

13.Whether industry has to respond to the show case notice issued by CPCB and if not, what will be the consequences?
Every industry has to respond the show cause notice issued by CPCB. Failing which, action for closure may follow.

14.If any industry is not discharging effluents continuously and also not a member of CETP, whether such unit is required to install online system?
