INTRODUCTION
• Philippines experienced a mass
housing backlog of 5.5 million today
projected to rise to 12.5 million by
2030.
• Prompted the Shelter and Housing
Developers to address shelter
shortage.
• After 23 years, RA 7279, Urban
Development and Housing Act was
enacted to provide housing needs.
Housing Statistics
5.5 Million Housing Backlog Needs:

( Population Commission).
• Proliferation of Informal settlers and sharing
of dwelling units (4/10 no house and lot).
• In 2050, 117 M (60% Total Population) live in
urban areas according to Housing and Urban
Development Coordinating Council (HUDCC)
RA 7279:
Urban Development and Housing Act
• Provides Socialized Housing (20% of
the total project area) for under-
privileged and homeless citizen.
• Housing Programs & Projects:
a. House & Lot or Home Lot Only.
b. Sites and Services Development
c. Long Term Financing (Liberalized
interest payment)

Construction Management at
Risk (CMAR)
Project Manager act as owner’s consultant in the
development and design phase but assumes the
construction performance equivalent as general
contractor.
Design Build (DB)
• Combines architectural and engineering design
services with construction under one contract.
• Two (2) Types of Design-Build
a. Design-Build-Operate-Maintain
(DBOM)
b. Build-Operate-Transfer (BOT)

Integrated Project Delivery (IPD)


Contract requires collaboration among primary
parties: owner, designer and builder. Responsibility
and liability are collectively managed and shared.
