 China’s Higher Education governance had inherited
Soviet model i.e Ideological, Legalistic and Non-critical.
The outcomes were disasters such as Great Leap
Forward, Cultural Revolution, Subsistence economy etc.
 Transition from ‘Centrally Planned Economy’ to
‘Market economy’ in 1978, had its own set of demands
for new subjects, new disciplines, new Areas of
Specialization.
 The Reformist leadership promoted a Mixed system of
Higher education with privatization as key policy
Initiative.
 Transformation from Beijing Jingpai conservative,
ideological culture to Southern Haipai culture or Lingnan
culture of Openness and Flexibility to new ideas.
 National competitiveness under conditions of globalization
demanded new Subjects, Specialties, Disciplines and areas
of Expertise.
 ‘Equality’ in Higher Education in Centralized Planning
Period, replaced by Quality’ in Higher Education in
Market Economy phase.
 Reformist Chinese leadership realized that the Soviet
Socialist Central Planning with bias for “Infrastructure
and Mega show piece projects’ have not served China’s
objectives.
 The Paradigm change was on Communist Party’s Ideological
line from ‘Reforming Intellectuals to letting Intellectuals
reform the society’.
 China realized that Modernization was courtesy of Higher
Education, Innovation and Reforms NOT Political Slogans and
Mega projects.
 The position of Intellectuals was elevated from the ‘9th stinking
category’ of the past, to VIP category in Post 1978 era, as per
China’s rich culture and traditions.
 Investment in Higher education was made a key plank of the
Reforms and Open door Policy to the Outside world.
 The Greatest Ancient Teachers Confucius, Lao Tzu, Sun Tzu
and Buddha were rehabilitated.
 Globalization and international of Higher education and its
localization had profound impact on Chinese Universities
Quality, Curriculum, Autonomy ,Management Practices. The
Communist Party maintained only the control of leadership
selection and appointment.
 The State objective was achieved by Privatization of Higher
education
 State – Party – University Governance Mechanism working
well. Neoliberalism in Higher Education however kept under
control.
 Higher education played the critical role in transformation of
China from a ‘Back water Centrally planned economy in
‘Egalitarian Trap’, to a Modern Vibrant Economy
Powerhouse of the 21st century’.
 The latest ranking of the Asia's best universities has been
released by Quacquarelli Symonds (QS), a leading global
career and education network.
 The National University of Singapore (NUS) keeps the crown
for the fourth straight year. Another Singaporean college,
Nanyang Technological University, ranks second, followed by
China's Tsinghua University.
 The top 10 are composed by five universities in China, two
from Singapore, two from Japan and one from South Korea.
 The ranking is based on six key performance indicators, with
academic reputation accounting for 40 percent, employer
reputation 10 percent, student-to-faculty ratio 20 percent,
citations per faculty member 20 percent, international faculty
ratio and international student ratio each occupying five
percent.

 From 1978 to 2015, more than 4.04 million Chinese students
went to study overseas. Of this number, nearly 2.78 million
people finished their education and nearly 2.22 million people,
or 79.87 percent, returned home for career development.
 In 2015, the ratio of Chinese students going abroad for
education to those returning home after pursuing overseas
education lowered to 1.28:1, compared with 3.15:1 in 2006.
 UK, the United States, Australia and France were top
destinations. The most popular majors were management,
science and economics. Nearly half of the returnees hoped to
work in Beijing, Shanghai, Guangzhou and Shenzhen, the four
most developed cities in China. More than three tenths of them
wanted to work in the financial industry.
 Nearly all (97%) of those currently abroad are self-funded and the average
term of study overseas is just under two years.
 459,800 Chinese left China to study abroad in 2014, the average of students
leaving in 2014 and 2015 combined would be (459,800 + 523,700)/2 = 491,750,
and based on an average duration of 22 months (about 901,542 Chinese
students) would currently be abroad.
 There were 523,700 Chinese students studying abroad in 2015, an increase of
13.9 percent year on year, statistics released by the Ministry of Education have
shown. Of the 523,700 students, 25,900 were funded by the government, 16,000
by their employers, and 481,800 at their own expense, according to statistics
made public on March 16.
 The Ministry said 409,100 Chinese students studying abroad returned to
China in 2015, an increase of 12.1 percent from 2014, including 21,100 funded
by the government, 14,200 by their employers, and 373,800 at their own
expense. A record 409,100 Chinese students returned from overseas last year,
bringing the total number of returnees to 2.2 million as of 2015.
 China is playing an increasingly prominent role in world's science and
engineering as the country becomes the second-largest performer of research
and development (R&D), according to the Science and Engineering Indicators
2016 (Indicators) report from the US National Science Foundation.
 Indicators 2016 makes it clear that Global R&D spending shows an overall
upward trend mainly in North America, Europe and East Asia and Southeast
Asia, while the US science and engineering (S&E) enterprise continues to lead
the world.
 According to Indicators 2016, China is now the second-largest performer of
R&D, accounting for 20 percent of global R&D spending as compared to the
United States, which accounts for 27 percent.
 Between 2003 and 2013, China increased its R&D investments at an average
rate of 19.5 percent annually, greatly exceeding that of the US. China at
present has 321 industrial parks where returned overseas students can start
their own businesses, housing 24,000 enterprises.
 China has the second-largest number of think tanks in the world, second
only to the United States, according to a report. The 2015 Global Go To
Think Tank Index Report, released by The Think Tanks and Civil
Societies Program (TTCSP) at the University of Pennsylvania, covers
6,846 think tanks registered around the world.
 Of that number, 435 are Chinese, while 1,835 are from the United States.
Meanwhile, Britain has 288 and India 280, ranking third and fourth
respectively. Nine Chinese institutes emerged in the Top 175 Think Tanks
globally, led by the Chinese Academy of Social Sciences, the China
Institute of International Studies, and the China Institutes of
Contemporary International Relations.
 Four organizations were included in the world's top 100 most influential,
and a total of 18 institutes appeared in the top 60 in Asia..

 The geography of Innovation continues to shift and to evolve,
with Asia, and in particular Japan, China and the Republic of
Korea, forming the predominant geographical cluster,
according to WIPO.
 China's PCT applications exceeded 29,800 in 2015, an increase
of 16.8 percent, ranking third for the third year behind the
United States and Japan.
 The three top filing companies were China's Huawei
Technologies, followed by U.S.-based Qualcomm and China's
ZTE Corp. Huawei topped the list since 2013.
 The report revealed that, with over 2,400 applications last year,
China made the most filings for international trademark
applications under the Madrid System since it became a
member of the system in 1989.

 Chinese University Program is a full scholarship for designated Chinese
universities and certain provincial education offices in specific provinces or
autonomous regions to recruit outstanding international students for
graduate studies in China. It only supports graduate students.
 1. Supporting Category. This scholarship only supports graduate students.
 2. Duration. This scholarship only supports master’s students for no more
than 3 academic years or doctoral students for no more than 4 academic
years. The scholarship covers both major study and Chinese
language/preparatory study, as specified in the Admission Letter.
 3. Instruction Language
 Scholarship students can register for either Chinese-taught program or
English-taught program if applicable. (Program Search can help you find
the program and university you're interested in by visiting
http://www.csc.edu.cn/studyinchina or http://www.campuschina.org).
The Chinese University Program provides a full scholarship
which covers tuition waiver, accommodation, stipend, and
comprehensive medical insurance. Please refer to Introduction to
CGS—Coverage and Standard for details of each item.
Where to Apply

When to Apply
• You need to apply between early January and early April.

 1. Applicants must be a citizen of a country other than the People’s Republic of China, and
be in good health
 2. The requirements for applicants’ degree and age are that applicants must: be a high school
graduate and no more than 25when applying for the undergraduate programs; be a bachelor’s
degree holder and no more than 35 when applying for the master’s programs; be a master’s
degree holder and no more than 40 when applying for the doctoral programs.
 V Application Procedure
 Step 1 - Apply directly to your target university.
 Step 2 - Complete the online application procedure at CGS Information Management System
for International Students (Visit http://www.csc.edu.cn/studyinchina or
http://www.campuschina.org and click “Application Online” to log in), submit online the
completed Application Form for Chinese Government Scholarship, and print a hard copy.
Please consult your target university for the Instructions of the CGS Information Management
System for International Students and Agency Number.
 Step 3 - Submit all your application documents to your target university before the deadline.
 NOTE
 Only applications of recommended candidates from designated Chinese universities will be
considered by CSC.
 1. Application Form for Chinese Government Scholarship (written in Chinese
or English);
 2. Notarized highest diploma; Prospective diploma recipients must submit
official document issued by your current school to prove your current student
status or expected graduation date. Documents in languages other than Chinese
or English must be attached with notarized Chinese or English translations.
 3. Academic transcripts (written in Chinese or English); Transcripts in
languages other than Chinese or English must be attached with notarized
Chinese or English translations.
 4. A Study Plan or Research Proposal (written in Chinese or English); This
should be a minimum of 200 words for the undergraduate program applicants
and 800 words for postgraduate program applicants
 5. Two Recommendation Letters (written in Chinese or English); Applicants
for undergraduate program and postgraduate program must submit two
recommendation letters signed by professors or associate professors.
 6. A CD of your own works (only required for arts students); Applicants for music studies
are requested to submit a CD of their own musical works. Applicants for the fine arts
programs must submit a CD of their own works which include two sketches, two color
paintings and two other works.
 7. Applicants under the age of 18 must submit relevant documents about their statutory
guardians in China.
 8. Foreigner Physical Examination Form (photocopy) (The original copy will be kept by
yourself and the form is uniformly printed by Chinese healthy quarantine departments. It
must be written in English and can be downloaded from http://www.csc.edu.cn/studyinchina
or http://www.campuschina.org). The physical examinations must cover all of the items listed
in the Foreigner Physical Examination Form. Incomplete forms or forms without the
signature of the attending physician, or the official stamp of the hospital, or a sealed
photograph of the applicant are considered as invalid. Please carefully plan your physical
examination schedule as the result is valid for only 6 months.
 9. The copy of valid HSK Certificate (if available).All documents should be bound together
on top left corner in the order of 6.1 to 6.8. (You should submit TWO sets of bound
documents). No application documents will be returned.
 1. University reviews the application documents and decides the nominated candidates.
 2. Nominated candidates will get Chinese Government Scholarships to study in China
with approval of the CSC.
 3. CSC reserves the rights to decide the host university for scholarship recipients with
multiple offers. Each scholarship recipient—even when admitted by multiple
universities—will be granted no more than one scholarship.
 4. The CSC reviews eligibility and qualifications of nominated candidates, approves the
List of Scholarship Recipients, and sends the admission documents to universities before
June 30th. University sends the admission documents (List of Scholarship Recipients,
Admission Letter and Visa Application Form for Study in China (JW201)) to
scholarship recipients
 5. Scholarship recipients shall not allowed to change their host university, field of study,
or duration of study stipulated on the Admission Letter after their coming to China.
 6. Scholarship will not be reserved if scholarship recipient cannot register before the
registration deadline.

 Which of China's universities has the largest international
impact? Which university is favored the most by world leaders?
Which university is visited by the largest number of leaders
from other countries? A report released earlier this year by
cuaa.net showed that more than 250 leaders of other countries
have visited or delivered speeches at almost 60 universities in
China.Cuaa.net, also known as the Chinese Alumni Network,
often releases rankings of Chinese universities.
 According to the report, Peking University, which has been
visited 21 times by G20 leaders, is deemed to be their "favorite
university in China". It is followed by Tsinghua University in
Beijing, which was visited by leaders 14 times, and Tongji
University in Shanghai, which was visited eight times.
 .
 Pakistan is only ‘cherry picking’ from China’s
Development experience. Any progress without Higher
Education is unsustainable.
 Building ‘Knowledge Corridor’ could be worth many
times more than multi track Motorways responding to
demands of society and ushering sustainable prosperity.
 When we build Motorways, we deny higher education
opportunities to thousands of promising and talented
youth.
 There is opportunity cost for every CPEC or Non-CPEC
Project. Pakistan is losing out on future. 50 percent
scholarships offered by Chinese Universities are
unutilized due to lack of awareness.
