Agency Profile
The Commission on Elections was created
by a 1940 amendment to the 1935 Constitution.
Its membership was enlarged and its powers
expanded by the 1973 and 1987 Constitutions.
The Commission exercises not only
administrative, but judicial and quasi-judicial
powers.
• The Executive Bureau
Before the creation of the Commission, supervision over
the conduct of elections was vested in the Executive Bureau,
an office under the Department of Interior and later directly
vested in the Department itself when the Executive Bureau
was abolished.
There was, however, general dissatisfaction over the
manner in which elections were conducted under the
supervision of the Secretary of the Interior. There was growing
suspicion that Secretaries of the Interior administered election
laws not for the purpose of securing honest and free elections,
but to serve the political interest of the party in power to which
they belonged. They were never entirely free from suspicion of
acting with partisan bias.
The close official relationship between the president and
the Secretary of the Interior bred suspicion that elections
served the incumbent Secretary's political interest. The
Secretary of the Interior was directly responsible to the
President and his tenure of office was dependent not only on
the pleasure of the President, but also upon the President's
own continuance in office. This set-up only induced increasing
distrust in the verdict at the polls.
• Statutory Commission

The situation impelled the National


Assembly to propose the creation by
constitutional amendment of a Commission on
Elections composed of a Chairman and two
members to take over the functions of the
Secretary of the Interior relative to elections.
By constitutional amendment ratified by the Filipino
people in a plebiscite held on June 17, 1940, all functions
heretofore exercised by the Secretary of the Interior relative to
the conduct of elections were transferred to the Commission.
However, as the amendment could not be made effective in
time for the 1940 elections, the National Assembly through
Commonwealth Act No. 607 created a statutory Commission
on Elections, giving thereto the same powers which the
Commission would have under the Constitution. The act
became effective upon its approval on August 22, 1940. The
Commission immediately functioned on September 14, 1940,
and supervised the December 10, 1940 elections.
• Constitutional Commission

The constitutional amendment creating the Commission


was finally approved on December 2, 1940. On June 21, 1941,
the Commonwealth Act No. 657 was enacted reorganizing the
Commission as a constitutional body. The members of the
statutory Commission continued as member of the
constitutional Commission. The subordinate personnel,
records, documents, and property together with its unexpected
balance in the appropriation were likewise transferred to the
newly-organized Commission.
The Chairman and Members of the Commission
had a term of nine years each - a member being
replaced every three years- except those first
appointed who were given nine, six and three-years
terms, respectively.

The 1973 Constitution enlarged the membership


of the Commission from three to nine but reduced their
term of office from nine to seven years.

Nature of the Agency
Services Offered
As one of the constitutional commission that conducted
the elections in the Philippines, COMELEC offers the following
services:
• Application for new registration of voter
• Application for transfer from other city/municipality
• Application for transfer within the city/municipality
• Application for correction of entries, change of name due to
marriage
• Application for inclusion/reinstatements of voter
Rationale
Since the beginning of Commission on Election, the
registration are made through pen and paper wherein the
voter personally fill up the application form at the office of the
Election Officer in each City/Municipality they resides.
Over the years, the agency has been planning to
improve its services for the benefits of its clientele as well as
the employees of the Commission on Election. One of which
is the Registration system to better serve the people through
faster and economical way of processing registration of data
. Through the application of the laws that will protect the
integrity of data of each voter, the people continue to
innovate the quality of processing registration of data through
online registration system.
Objective
To develop an online-based
registration system for Commission
on Election that will provide the
agency a faster, effective and
efficient method of processing
information/data.
Specific Objective
1. Improved online registration service. It aims at improving the service to
the voters to reach the goal in a faster way.

2. Reduced waiting time. It aims achieved high quality of service with the
least investment of time.

3. Maintains updated information/data. It aims to provide accurate and the


integrity of information/data.

4. Secure the privacy of information/data. It aims to preserve the value of


personal information/data.

5. Better registration performance. It aims to reach the goal by having


improve operations not sacrificing the quality of the service.
Brief Description of the
Proposed Registration
System
The proposed COMELEC Registration System will feature the
improvements for the existing registration system for better way of
providing public service through online registration system. The proposed
project aims to give faster results to the service for the benefits of the
client, personnel and as well to the organization. The service will be
automated wherein the client will go directly to the official website of the
Commission on Election to select what service they need and the
registration form will be available for filing up. The commission will evaluate
the client data and will send a verification indicating the day and time the
client will go personally to the office of the commission on election by their
respective City/Municipality to verify the information and pledge personally
that the information they provide was just and correct by affixing their
signature and thumb mark and accompanied by supporting documents
about them required by the commission.
In general, the proposed registration system
will provide the enhancement of having a great
efficiency of giving the client a better way of
service through the accuracy of registered data
and faster turnaround which will offer consistent
operations for the improved registration system.

The following are the problem areas of the existing
COMELEC Registration System:

1. Processing of data is done using manual data


processing.
2. Validity and accuracy of information is not properly
monitored.
3. Data and information are unsecured.
4. Operations are inconsistent.
5. Long wait at lines.
Scope and Limitations of the
Proposed Registration
System
The purpose of the study aims to achieve the
following:
1. Design a registration system for the Commission on
Election of Tabaco City which will feature an
enhancement of the existing registration system that will
benefit the client, personnel and as well as the
commission itself.

2. Design a registration system that is readily available


to the user. The user will go directly on the official
website of the Commission on Election for filing up the
forms on the respective services of the Commission.
3. Plan and design an orderly flow of data and
information throughout the organization for data-sharing
purposes by the clients and personnel.

4. Design a system that is secured by a password wherein


limited authorized personnel only are allowed to access the
main system to prevent any changes in each client data and
information. This is for the security and privacy purposes of the
information of the client.

5. To aid the commission in achieving high-quality output


through the proposed
online registration system through the effort of making the
services well advantageous for the client and the personnel of
the Commission.

PRELIMINARY INVESTIGATION
Introduction
As a result of this preliminary investigation, I have
planned and designed a much effective way of
processing registration of data by which the client would
not allot much of their time in the office waiting to be
entertained and for the personnel to save their time and
effort while still abiding the laws mandated by the
Government for the commission. With this online
registration system, the security of data is highly
maintained having selected authorized personnel can
access the main system avoiding the changes of
information of each client.
System Request Summary
Problems with regards to the existing registration system
are the major hindrances in registration of information/data, but
with the use of the proposed online registration system, we can
avoid those problems and produce a reliable result. Only
authorized person can access the main system to prevent
unauthorized changes of information of each client. It will have a
fast confirmation after inputting specific data on the online
registration form indicating the scheduled date and time the
person will personally go the office to pledge that given
information are just and correct though affixing their signature.
Preliminary Investigation
Findings
The following are the problem areas of the existing
COMELEC Registration System:

1. Data processing is done using manual data processing.


2. Validity and accuracy of information is not properly
monitored.
3. Data and information are unsecured.
4. Operations are inconsistent.
5. Long waiting at queue lines.
The following factors contribute
to the registration system
problems:
• Data processing is done using manual data processing

On the manual data processing, the client will devote more


of their time and effort of accomplishing the necessary
information in the application form and to be entertain one by one
by having an interview by the commissions’ personnel regarding
the important information of the client to be validated if the
information was correct. Through the manual data processing,
the registration and updating of each client information takes time
by looking on different shelves where the documents are located.
• Validity and accuracy of information is not
properly monitored
The validity of data are not properly monitored.
Some information given by the client are incorrect just for
example the months or years a person resides in a
specific residence. Some female clients who is already
married does not give time to make a necessary
correction to update their status and changing their last
name and signature.
• Data and information are unsecured

Through the pen and paper the registration form


where compiled in a folder and placed on a shelves while
waiting for the time of sending the documents on the
main office for back-ups and retrieving purposes. The
documents are considered unsecured wherein if some
fortuitous events occur the documents are in harm.
• Operations are inconsistent

The commission are exercising Satellite registration


wherein the person wishes to register are not properly
informed so waste of time are observed by some clients.
• Long wait at lines

Long waiting time and less number of person


are accommodated in an hour because of having
one machine in each COMELEC office for inputting
of data and verification of information of each
person.
RECOMMENDATION
● The problems identified in the preliminary investigation will
still exist as long as the manual registration system is
used. Problems can also be increased as time goes by
because of the increasing population to be expected. But,
with this system, we can assure all the users can be
accommodated.
● The designed registration is expected to generate reliable
information from the voters according to the different
supported updated documents from each voters.

● The designed registration system is secured as it will be


access by means of a specific user name and password
for each member/user.

● The designed registration system is available anytime to
be used by the users.

● The designed registration system have queue date, a


scheduled date and time that applicants will go directly
in the office of Commission on Election to verify the
application and submit other requirements.
