discovering and advancing theoretical and practical
knowledge in this field of study using scientific methods
and the social sciences; examples include: empirical
studies, case analysis, surveys, and quantitative techniques
As a Field of Practice – As Tendero (2000) explained,
include the processes in the continuing changes in the
society; what direction it is headed; how to confront various
conflicts and problems; and who are responsible. Include
activities such as agenda setting, policy making, planning,
programming, and execution.
